First public announcement of the revised environmental impact assessment for Guanghui’s 10 million tons per year coal grading, quality improvement, and comprehensive utilization project. In accordance with laws and regulations such as the Environmental Impact Assessment Law of the People’s Republic of China, the Interim Measures for Public Participation in Environmental Impact Assessment (Huan Fa [2006] No. 28), the Provisions on Public Participation in Environmental Impact Assessment for Construction Projects in the Xinjiang Uygur Autonomous Region (Trial) (Xin Huan Ping Gaо Fa [2013] No. 488), and the Notice on Their Issuance (Huan Fa [2015] No. 162), the project owner is responsible for making public information related to the environment throughout the entire process of project site selection, construction, and operation, as well as information related to the environmental impact report for the project and the implementation of environmental protection measures after approval； During the process of preparing for public participation in environmental impact assessment, the project developer shall make information related to the environmental impact assessment available to the public and seek their opinions. The construction entity is fully responsible for the content of the public information it releases and bears legal liability therefor. The following is the public announcement regarding the changes to the 10 million tons per year coal grading, upgrading, and comprehensive utilization project of Guanghui Coal Clean Processing Co., Ltd.: In September 2018, Guanghui Coal Clean Processing Co., Ltd. (hereinafter referred to as “our company”) entrusted Jiangsu Runtian Environmental Technology Co., Ltd. with carrying out the environmental impact assessment for the changes to this project. To safeguard the legitimate environmental rights and interests of the public, enhance the scientific accuracy and relevance of environmental impact assessments, and improve the rationality and effectiveness of environmental protection measures, a first public announcement is being made for this project to seek the opinions and suggestions of the general public. The public announcement materials are as follows: 1. Project name and overview Project name: Modification (re-submission for approval) of the 10 million tons per year coal grading, upgrading, and comprehensive utilization project of Guanghui Coal Clean Processing Co., Ltd. Location of construction: Yiwu Industrial Processing Zone, Yiwu County, Hami Region, Xinjiang Uygur Autonomous Region. Geographic coordinates: E94°59′36.9″, N43°41′42.8″. Project overview: The 10 million tons per year coal grading, upgrading, and comprehensive utilization project of Xinjiang Guanghui Coal Clean Processing Co., Ltd. includes the construction of key production facilities such as a 10 million tons per year dry distillation plant for lump coal, a hydrogen production facility capable of producing 135,000 Nm3/h of raw gas, and a 1.6 million tons per year crude aromatic hydrocarbons processing plant (which includes a 1.6 million tons per year pretreatment unit for crude aromatic hydrocarbons, 2 × 600,000 tons per year hydrogenation units, a 600,000 tons per year unit for refining aromatic hydrocarbons, a 400,000 tons per year asphalt shaping unit, a 160,000 tons per year phenol extraction unit, and a 10,000 tons per year sulfur recovery unit) ； At the same time, new supporting storage and transportation systems, utility systems, auxiliary systems, and environmental protection facilities will be established. This project received approval from the Autonomous Region Environmental Protection Department in September 2014 (Letter No. 1170 on New Environmental Impact Assessment), granting permission for its construction. During the construction process, our company adjusted the project’s production process route: the hydrogen production unit capable of processing 135,000 Nm3/h of raw gas was replaced by a unit that can produce 70,000 Nm3/h of hydrogen; the excess raw gas was sent to Xuanli Company for use in its coal tar hydrogenation plant ； The 1.6 million tons per year crude aromatic hydrocarbons processing plant (including 1.6 million tons per year of crude aromatic hydrocarbon pretreatment, 2×600,000 tons per year hydrogenation units, a 600,000 tons per year unit for the modification of refined aromatic hydrocarbons, a 400,000 tons per year asphalt shaping unit, a 160,000 tons per year phenol extraction unit, and a 10,000 tons per year sulfur recovery unit) is now classified as part of Phase II of the project. The processing capacity for crude aromatic hydrocarbons has been reduced from 1.6 million tons per year to 600,000 tons per year; meanwhile, the construction of the unit for modifying refined aromatic hydrocarbons, the asphalt shaping unit, the phenol extraction unit, and the sulfur recovery unit has been cancelled. The acidic gases containing hydrogen sulfide generated during the processing process are sent to Xinjiang Guanghui Luyou Sulfur Chemical Co., Ltd. for comprehensive utilization. The associated utility systems, auxiliary facilities, and environmental protection measures also undergo corresponding changes. Since the construction details have changed from the original environmental impact assessment, it is necessary to submit a new environmental impact report for approval.
