On the eve of New Year’s Day, the environmental protection and innovation demonstration project involving 600,000 tons per year of high-performance resins and related facilities, undertaken by Shaanxi Jintai Chlor-Alkali Chemical Co., Ltd., held its groundbreaking ceremony at the Jinjie Industrial Park in Shenmu, Shaanxi. Last year, against the backdrop of a slowdown in national investment growth, Shaanxi made steady progress in the construction of key projects, with fixed-asset investment maintaining stable growth. ”The head of the Shaanxi Provincial Petroleum and Chemical Industry Federation stated that the development of the Yulin Chemical Industrial Park has been primarily driven by investment, but it has been undergoing subtle changes in recent years. While planning large-scale coal-salt chemical and integrated coal, oil, gas utilization projects, the park’s planning is continuously revised and adjusted, with greater emphasis placed on downstream processing. A number of projects in the fields of high-value fine chemicals, new materials, and end products have been established, and investment attraction has become more rational. Ten major energy and chemical projects have been launched one after another. As one of China’s four key demonstration bases for modern coal chemical industry, Yulin identified last year seven benchmark energy and chemical projects as well as three newly introduced major conversion projects. These include Shenhua Yulin Coal Comprehensive Utilization, Phase I completion and improvement of Yulin Energy and Chemical Industry Base, Shaanxi Coal Group’s clean and efficient utilization of coal based on quality classification, China National Coal Group’s deep processing base for coal, follow-up projects under Phase I of Future Energy’s indirect coal liquefaction project, Yanchang Petroleum’s coal-to-aromatics project in Yuhuan and the Yanchang-Yushen CCSI project. Additionally, there are PetroChina Lanzhou Petrochemical’s ethylene production via ethane cracking, Shandong Xinfa’s multi-product coal-based complex in Yushen, and Hebei Xucheng’s ** and caprolactam project. All these initiatives aim to establish a distinctive, domestically leading new-type chemical industry base featuring “coal-to-chemicals” processes, along with a processing base for end products. According to a rough estimate by reporters, the total investment in these 10 projects amounts to 332.7 billion yuan. They are located in the Yulin High-Tech Industrial Development Zone (Yuheng Industrial Zone), Yulin Economic and Technological Development Zone (Yushen Industrial Zone), Shenmu Jinjie Industrial Park, and Jingbian Energy, Chemical and Comprehensive Utilization Industrial Park. Some of the projects have already begun construction, while others are in the midst of preparatory work. On November 6, 2018, the groundbreaking ceremony for the Yanchang Petroleum Yushen coal-based ethanol project and the launch ceremony for the Yuheng coal-to-aromatics project were held in the Yushen Industrial Zone. Both projects are included in the **“13th Five-Year Plan for Demonstration Projects in the Deep Processing Industry of Coal”**. The Yuheng coal-to-aromatics project involves an investment of 18.7 billion yuan; its main product is mixed aromatics. It is the world’s first industrial-scale coal-based aromatics production project. The Phase I completion and supplementation project of Yulin Energy & Chemical Industry, located in the Jingbian Comprehensive Utilization Industrial Park for Energy and Chemicals, involves the construction of integrated facilities using coal and natural gas as raw materials. These facilities include a 1.8-million-ton/year methanol plant, a 600,000-ton/year olefins plant, a 300,000-ton/year low-density polyethylene plant, an ethylene-vinyl acetate copolymer plant, and a 300,000-ton/year polypropylene plant. The project is scheduled to become operational in 2020. “Currently, the foundation treatment for the project has been completed; 70% of the pile work is done, and part of the basic framework has been finished. To date, a total investment of 3.7 billion yuan has been made. ”Li Wei, general manager of Shaanxi Yanchang Yulin Energy and Chemical Co., Ltd., the construction unit of the project, told reporters. In the Yushen Industrial Zone, the Shenhua Yulin Circular Economy Coal Comprehensive Utilization Project (with Phase 1 involving 2 million tons of methanol and 400,000 tons of ethylene glycol) has seen the ordering of its main equipment completed; construction work is in full swing and some installation tasks have already begun. A total of 1.95 billion yuan has been invested so far, with completion expected by the end of 2019. Adjust the structure to focus on end products. In line with the \"Action Plan for Accelerating the Development of Industrial Concentration Areas and Industrial Parks in Counties\" issued by Shaanxi Province last year, the Yulin Chemical Industry Park has adopted a more rational approach in terms of industrial development strategies and project recruitment; it has revised its park planning and stopped establishing new traditional chemical projects indiscriminately. As the core parks of the **-level modern coal chemical industry demonstration bases, the Yishen Industrial Zone and the Yuheng Industrial Zone have, while completing a number of large-scale coal chemical projects, each planned a fine chemical industrial park to develop end products of coal-based fine chemicals. “Yulin has always been an important base for the production and construction of Yanchang Petroleum. Leveraging its competitive edge in innovative technologies such as integrated coal, oil, and gas conversion and co-processing of coal and oil that have been developed in-house, Yanchang Petroleum has planned and developed large-scale energy and chemical industrial parks in Yulin, including the Yuheng, Jingbian, and Yushen parks. These efforts provide strong support for the company’s industrial structure adjustment. ”Yang Yue, Secretary of the Party Committee and Chairman of PetroChina Extension Oil Group Corporation, said. Shaanxi Coal and Chemical Industry Group, following the new model of “using coal as a foundation, developing both energy and materials industries, and pursuing differentiated development from the petrochemical industry”, adheres to coal pyrolysis as the key approach to achieving the clean and efficient utilization of coal in various forms. The newly established demonstration project for the utilization of coal by quality classification to produce new chemical materials in the Yúshen Industrial Zone includes facilities for the medium- and low-temperature pyrolysis of 15 million tons of coal per year, as well as production units capable of producing 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, and 2 million tons of MTO annually. Downstream processing yields a range of high-value-added chemicals using these as intermediate raw materials. The project has an annual output capacity of 5.9 million tons of various chemicals, with a total investment of 102.2 billion yuan. Shaanxi Future Energy Chemical Co., Ltd., located in the Yuhang Industrial Zone, will construct a clean coal utilization project for producing 10 million tons of oil products and chemicals per year in two phases. The follow-up project for Phase I, which requires an investment of approximately 77.7 billion yuan, is set to begin soon. This project will enable the simultaneous production of oil products as well as 28 high-value-added chemicals, including polyolefins, high-melting-point paraffin, acrylonitrile, nitrile rubber, butene-1, and butadiene. The person in charge of the investment promotion office at the Yuheng Industrial Zone Management Committee told reporters that the zone is located close to the urban area of Yulin. Instead of focusing on attracting large-scale energy and chemical projects, they are now concentrating on developing fine chemicals, new chemical materials, high-tech industries, and equipment manufacturing. A number of fine chemical projects are set to begin operations in April. The park actively serves project construction. In terms of deepening the reform of “delegating power, improving regulation, and optimizing services” and enhancing the business environment, the Yulin Chemical Industry Park also makes every effort to serve investors and project construction. For example, the management committee of the Yushen Industrial Zone has vigorously implemented a commitment system for enterprise investment projects. For projects located within this zone, a \"project leader\" system is in place: one leader serves as the project leader, with two specialists assigned to oversee and support the project, providing \"end-to-end\" services throughout the construction process. They assist in resolving any issues that arise during construction, and strengthen supervision both during and after the project is completed. Efforts are made to ensure that procedures can be handled through just one entry point and that companies only need to make one visit at most, thereby accelerating the approval process for enterprise investments and significantly reducing the time required for project construction. On December 20, 2018, the production facilities of Phase I of Yulin Dongyuan Fine Chemicals Co., Ltd., located in Qingshui Industrial Park within the Yushen Industrial Zone, were successfully commissioned on the first attempt, producing qualified mixed aromatics. This achievement serves as a prime example of “issues within the park being resolved locally, with construction and commissioning completed in the same year.” “All parties involved in the park have centered their efforts on construction projects, closely cooperating with enterprises to provide strong support for these projects. It took less than 10 months from project construction to trial production, thus setting a new “Dynex speed” benchmark and also breaking the previous “Yulin speed” record. ”Zhang Bingyin, Chairman of Dongyuan Chemical, said that based on this foundation, the company will continue to focus on the construction of Phases II and III, aiming to complete and put them into operation in 2019 and 2020 respectively.
