On the morning of December 8, Chongqing Xiangyu Salt Chemical Co., Ltd. organized an expert review meeting regarding the trial production plan (hereinafter referred to as the trial production plan) for the energy-saving technology upgrade project of coal gasification. The meeting invited an expert group composed of experts from Chongqing’s hazardous chemicals industry, as well as the Emergency Management Bureau of Wanzhou District and the Emergency Management Bureau of Wanzhou Economic Development Zone, to evaluate the company’s trial production plan. The review meeting was chaired by Peng Jianqiang, a member of the company’s Party committee, deputy general manager, and chief engineer. Sun Guangyu, another member of the Party committee and deputy general manager, along with the heads of relevant departments such as the Production Department, Safety and Environmental Protection Department, Equipment Management Department, Science and Technology Planning Department, and Industrial Upgrading Department, Yan Shuanghua, the project manager from China Wuhuan Engineering Co., Ltd., and the professionals in charge of operations, processes, pipelines, etc., were all present throughout the meeting. The evaluation panel listened carefully to the relevant presentations, and conducted a thorough and detailed review of various aspects such as the trial operation plan, project construction documents, equipment management, production operations, emergency response plans, and the \"three inspections and four fixations\" system. After asking questions and discussing certain elements of the plan, they inspected key processes, equipment, and safety facilities at important sites including the air separation unit, gasification unit, synthesis unit, flare unit, central control room, and power distribution room. They unanimously agreed that the air separation unit met the requirements and conditions for trial production, and approved the evaluation. The ammonia synthesis plant gradually enters the feed-in trial operation phase in accordance with the trial production plan. At the same time, professional opinions and suggestions were provided regarding aspects such as the responsibilities within the startup system, emergency response plans, personnel qualifications, and training status in the trial production plan, along with targeted guidance. The successful holding of this expert review meeting on the pilot production plan has provided valuable guidance for production operations and emergency management in case of incidents, while also laying a solid foundation for the safe and stable operation of the company’s pilot production in the future. The total investment in the energy-saving technology upgrade project for salt and chemical gasification in Hunan and Chongqing is 1.54 billion yuan, with a total construction area of nearly 20,000 square meters. The construction includes air separation units, gasification units, purification units, and synthesis units, as well as supporting utility systems such as a circulating water system, a water softening system, and a steam system, as well as auxiliary facilities like a central control room. The project employs advanced processes and a range of equipment with independent domestic intellectual property rights; the overall degree of localization exceeds 90%. By utilizing China’s advanced coal-water slurry pressurized gasification technology, which is based on solid theoretical foundations and comes with mature application experience, the plant will be able to operate in an automated manner with information-based management and intelligent control once it goes into production. The company’s annual capacity for synthetic ammonia production will reach 300,000 tons. Project Overview: The gasification energy-saving technology upgrade project of Chongqing Xiangyu Salt Chemical Co., Ltd. is located at plot B10-05/04 in the Longbao Tuantuan IV management unit of Chongqing Wanzhou Salt and Gas Chemical Park (an open area to the south of the company’s existing factory). An investment of 1.5 billion yuan is being made to upgrade the existing gasification facilities in this open area to the south of the factory; the project involves the use of two Jinhua reactors, with a gasification pressure of 6.5 MPaG and a total gas flow rate of 80,000 Nm3/h (CO+H2), thereby replacing the existing atmospheric-pressure fixed-bed gasification system. The newly acquired land for the project covers an area of 122,000 m2; the existing vacant space within the factory complex is utilized for 15,030 m2, while the area occupied by buildings and structures amounts to 54,820 m2 ; An additional area will be created on the south side of the existing plant, where new units for coal grinding and slurry preparation, gasification, shift reaction, low-temperature methanol washing, liquid nitrogen washing, ammonia synthesis, and sulfur recovery will be built. An air separation unit will be installed using the existing plant facilities, and as a result of these upgrades, the total annual production capacity of synthetic ammonia will increase from 200,000 tons to 300,000 tons per year. The gasification process of this project utilizes the advanced 6.5MPa third-generation water-coal slurry pressurized gasification technology developed by Jinhua; the shift reaction is carried out using the most advanced and energy-efficient isothermal sulfur-tolerant shift technology available in China at present ; The purification section utilizes the most advanced low-temperature methanol washing and liquid nitrogen washing processes available both domestically and internationally; the energy-intensive pressure swing adsorption process has been eliminated, as has the copper washing process, whose use is restricted. Ammonia synthesis is carried out using patented technology from Casali in Switzerland, with an operating pressure of ≤15.0 MPa. The compressors are all driven by centrifugal steam turbines, which makes the facility safer, more environmentally friendly, and more energy-efficient. This project involves technical upgrades to the key machines and equipment that consume the most raw coal and energy, in order to improve their technical performance. High-efficiency catalysts are used, and energy-saving process innovations are applied to existing ammonia synthesis plants to reduce the emission of waste materials, thereby achieving energy savings and reduced consumption. This approach helps to effectively control the overall environmental emissions in the Three Gorges Reservoir area ; This project utilizes advanced international and domestic DCS automation control systems as well as a separate SIS system, which will significantly enhance the level of automation and safety and control, thereby creating favorable conditions for the sustainable development of the enterprise.
