Bidding Conditions The entity issuing this bid is Sinopec Ningbo Engineering Co., Ltd. for the isostatic equipment such as heat exchangers (WZ20220525-2107-5701-B1) related to the hydrogen production facility at the Zhenhai Refinery, under the Ningbo Engineering project; the funding for this bid comes from the company’s own funds, with a 100% contribution rate. The project is now ready for bidding, and a public tender is being conducted for the procurement of static equipment such as heat exchangers. 2. Qualification requirements for bidders: 3.1 For this tender, bidders must meet the qualifications, experience, and other requirements specified in this paragraph, as well as possess the capacity to supply goods relevant to this tender project. 3.1.1 The bidder shall possess a business license, tax registration certificate, and organization code certificate, or be registered under the \"three-in-one\" registration system, with valid licenses. 3.1.2 By the bid deadline, the bidder has not been included by the administrative department for industry and commerce on the list of enterprises with serious violations and dishonesty in the **Enterprise Credit Information Publicity System ； Nor has it been included on the list of dishonest defendants on the \"Credit China\" website. 3.1.3 The bidder is not under a period of risk suspension or breach-of-contract suspension imposed by Sinopec. 3.1.4 The bidder has not been ordered to suspend operations, have its licenses temporarily seized or revoked, or have its permits temporarily seized or revoked ； There is no situation of entering liquidation proceedings, being declared bankrupt, or otherwise losing the ability to fulfill obligations. The debt-to-asset ratio in one of those years shall not be higher than 70%, and the debt-to-asset ratio for the past three years (2018–2020) shall not exceed 80% in any of those years. The credit rating for the previous year (2021) must be no lower than AA grade. 3.1.9 Manufacturing equipment: a) Workshop crane: 300T per crane (provide clear photos, nameplate images, or relevant certification documents) ； b) Sheet rolling machine: Cold rolling capacity of 160 mm (clear photos, label images, or relevant certification documents required) ； c) Heat treatment furnace dimensions: ≥7*7*30 meters (clear photos, nameplate images, or relevant certification documents to be provided) ； d) Flaw detection equipment: gamma source or 2MeV linear accelerator (provide clear photos, pictures of the nameplate, or relevant certification documents). 3.1.10 Manufacturing site: The equipment must be fully manufactured and transported as a whole from the manufacturer’s facility located at the bidder’s address (the address registered for the manufacturing license). 3.1.11 The bidder must have met at least the following performance requirements over the past five years (with the contract delivery period ranging from January 2016 to December 2021): 1) At least 2 supply contracts for heat exchangers, each totaling 30 units or more, in petrochemical plants ； 2) Experience in supplying heat exchangers in which at least one tube sheet in petrochemical plants features double-sided cladding (with a cladding thickness of not less than 3 mm on each side) ； 3) Experience in supplying contracts for reaction equipment in petrochemical POX plants, which features at least 3 composite plates or cladded plates with a diameter of φ≥3300 mm, a base material of 15CrMoR, 14Cr1MoR, or 12Cr2Mo1R, and a base layer thickness of over 60 mm. Bidders shall provide copies of contracts that can prove their performance history, as well as other necessary supporting documents such as technical agreements. These documents should include at least the project name, the names of the equipment, and the pages with signatures and seals. Copies that are not clear or those that are not provided at all will be considered invalid as proof of performance. 3.1.12 Delivery period: Completion within 6 months after the contract is signed. (Penalty rules for delayed delivery: for a delay of 1 week, the penalty per week is 2% of the value of the goods delivered late, with a maximum of 10% of the value of those goods) ； If it is less than a week, it is counted as one week. ) 3.1.13 Payment terms: 10% as advance payment, 60% upon delivery of the goods, 20% for commissioning, and 10% as warranty deposit. The supplier’s quotation document should include the costs associated with digital delivery.
