On May 11, 2019, the Hengli Petrochemical integrated refining project with an annual capacity of 20 million tons – the largest oil refining project of its kind built in China at one time – officially began full operation within the Hengli Petrochemical Industrial Park in Dalian Changxing Island Economic Zone. The total area covered by this project is 15 square kilometers. Hengli Petrochemical’s 20 million tons per year integrated refining and chemical processing project is **the first privately-owned integrated refining and chemical processing project to be approved**; it is also the **first world-class petrochemical project to be completed and put into operation among the seven major petrochemical industry bases**. The 654,000 tons per year sulfur recovery unit at Hengli Refining & Chemical Co., designed by Shandong Sanwei Petrochemical Engineering Company, is currently the largest sulfur recovery unit in operation among refining and chemical enterprises. The sulfur recovery unit of Hengli Petrochemical (Dalian) Refining & Chemical Co., Ltd.’s 2 million tons per year integrated refining and chemical project consists of three components: a sulfur recovery system with a capacity of 654,000 tons per year, an acidic water stripping unit with a capacity of 580 tons per hour, and a solvent regeneration unit with a capacity of 3,200 tons per hour. The facility was established in April 2017. On January 4, 2019, the ignition of Unit 6# sulfur was successful, and the plant entered full operation. On February 19, the small sulfur unit produced qualified products – sulfur ; On March 16, the solvent regeneration unit and the acidic water treatment unit produced qualified products respectively — amine solution and purified water ; On March 24, the granulation plant produced qualified products – industrially packaged sulfur in finished form ; On April 18, the qualified liquid sulfur was loaded and shipped out, while the industrial bagged sulfur was loaded onto a ship and sent out to sea ; On May 3, sulfur No. 2 was introduced into the acidic gas stream; thereby, the entire sulfur recovery complex became operational and flue gas emissions met the required standards. As the key unit for ensuring environmental compliance in Hengli Refining & Chemical’s 20 million tons per year integrated refining and chemical processing project, the sulfur recovery unit employs the proprietary technology \"online-free sulfur recovery and exhaust gas treatment process\" developed by Shandong Sanwei Petrochemical Engineering Company. This process technology does not use an on-line furnace, which reduces the introduction of inert gases; it makes use of the waste heat generated by its own reheat device for the process gas, and employs its own heat source as the heating source for the hydrogenation reactor. External hydrogen is used as the hydrogen supply. Thanks to its unique process design, this technology is less costly in terms of space requirements, investment, and operating expenses compared to similar foreign technologies, filling a gap in China’s technological landscape and reaching international advanced levels.

Sulfur recovery in Shandong Sanwei is mature, but it comes with many problems; the similarity between various units is too high, and there isn’t much tailored design
