“The coal chemical industry is an important part of the strategic emerging industries in our province. At present, a development pattern featuring three parallel sectors – traditional coal chemistry, modern coal chemistry, and deep processing of coking by-products – has taken shape, enhancing the industry’s competitive advantages. ”In 2026, during the **** event in Shanxi Province, the Shanxi Federation of Industry and Commerce proposed measures to strengthen the competitive advantages of the coal chemical industry and promote the high-quality development of traditional industries. The Shanxi Federation of Industry and Commerce stated that the coal chemical industry in Shanxi is developing well, as evidenced by a solid foundation in terms of resources and industries, steady growth in industry scale, and an increasingly clear spatial layout. However, it also faces quite serious problems and challenges: first, the industrial structure needs to be optimized; second, its cost competitiveness is weak; third, there is significant pressure to achieve green transformation; fourth, the level of park-based development is low. In response, the Shanxi Provincial Federation of Industry and Commerce proposed that, first, the industrial structure should be optimized to accelerate transformation and upgrading. Promote advanced technologies such as water-coal slurry gasification and pressurized dry coal gasification, and expand into high-value products like olefins and aromatics to increase the added value of these products. Develop large-scale modern coal chemical projects, focusing on areas such as coal-to-oil and gas and coal-based chemicals, in order to enhance the scale and sophistication of these industries. Second, strengthen technological innovation and cost control to enhance core competitiveness. By relying on first-class research institutions to lead the establishment of innovation consortia and allocating dedicated funds for research and development, efforts are focused on overcoming key challenges in areas such as catalysts for coal-based olefins, integration with green hydrogen, and water conservation, while also implementing programs for the training of high-level talent. Establish a centralized procurement platform for raw coal to reduce procurement costs ; Promote the \"photovoltaic + coal chemical industry\" and \"wind power + coal chemical industry\" models to reduce electricity costs ; Build dedicated transportation lines to reduce logistics costs. Third, accelerate the green and low-carbon transition to strengthen the ecological security barrier. Improve the quota management system for water resources, and promote technologies such as air cooling, wastewater treatment, and reuse. Subsidies will be provided for CCUS demonstration projects to develop a provincial-level CCUS industry chain. Promote clean energy sources such as green electricity and hydrogen, and build high-standard environmental protection facilities for zero wastewater discharge, ultra-low exhaust gas emissions, and comprehensive utilization of solid waste. Fourth, improve the operational efficiency of the park to foster coordinated industrial development. Focusing on the goal of building a coal chemical industry base worth hundreds of billions, and in line with the principle of \"integrated planning, construction, and management,\" infrastructure is unified and improved, a smart management platform is developed, and the operational efficiency of the park is enhanced. Promote the coordinated development of the \"coal-coke-chemicals-electricity\" industry chain within the park, and establish mechanisms for mutual supply of raw materials, sharing of technologies, and joint development of markets among enterprises.
