On May 16, 2019, the construction of the cold box for the air separation unit with a capacity of 58,475 Nm3/h (O2), which is part of Shaanxi Weihe Binzhou Chemical Industry Co., Ltd.’s project to produce 300,000 tons of coal-based ethylene glycol per year, was successfully completed. This marks an important milestone in the development of this air separation unit as part of the facility’s infrastructure. More than 60 people attended the topping-out ceremony, including Wang Wenhua, Project Director of Shanghai Baosteel Gas Co., Ltd.; Duan Libo, Deputy Project Commander of the ethylene glycol project at Weihe Binzhou Chemical Co., Ltd.; Meng Fandong, General Manager of Shanghai Baosteel Engineering Consulting Co., Ltd.; Wu Dezhong, Project Director of Air Liquide (Hangzhou) Co., Ltd.; Zhao Pei, Party Secretary of Shanghai Baoye Municipal Engineering Branch; Feng Xingsong, Project Leader of China National Chemical Engineering Group Corporation No. 13; as well as all the on-site management staff. The project is located within the premises of Shaanxi Weihua Binzhou Chemical Co., Ltd. in the Xinminyuan Energy and Chemical Park, Binzhou City, Xianyang Province, Shaanxi Province. It uses partitioned walls for gas supply, providing oxygen, nitrogen, compressed air, and instrument air for Shaanxi Weihe Coal Chemical Group’s 300,000 tons per year coal-to-ethylene glycol production project. The main construction contents include the process equipment, civil engineering works, and related auxiliary projects for the gas supply project of the 300,000-ton/year coal-based ethylene glycol production facility at Weihe Binzhou Chemical, operated by Xianyang Baosteel Gas Co., Ltd. In 2018, the Municipal Engineering Company of Shanghai Baoye Group Co., Ltd. expanded its market scope by undertaking the project to supply air for an air separation unit associated with a 300,000-ton/year coal-to-ethylene glycol plant owned by Shaanxi Coal Group in Binzhou, marking its first step into the petrochemical industry. This project is not only the first air separation project for a petrochemical system by the Municipal Engineering Branch, but it is also Shanghai Baoye’s first air separation project. The 300,000-ton-per-year coal-to-ethylene glycol production project developed by WeiHua Coal Chemical Group, which is part of Shaanxi Coal Industry Group, is one of the two key coal-to-ethylene glycol projects under construction in Shaanxi Province. The project is located within the Xinminyuan Modern Coal Chemical Industrial Park in Bin County, covering an area of 600,000 square meters. The total investment in the project is 5.495 billion yuan. The construction scope includes the main facilities such as gasification units, purification units, and ethylene glycol synthesis units, as well as auxiliary facilities for water supply and drainage, desalination stations, power supply, heating, and fire protection. It also encompasses storage and transportation systems, as well as environmental protection measures such as waste gas treatment, wastewater treatment, and solid waste disposal. Upon completion, the project will have an annual production capacity of 300,000 tons of ethylene glycol. The by-products will include 17,576 tons per year of crude DMC, 5,336 tons per year of DMO reconstituted components, 5,920 tons per year of fusel oil, 13,440 tons per year of light fractions, 6,048 tons per year of heavy fractions of ethylene glycol, and 4,321.6 tons per year of sulfur.
