The funding for this project comes from other sources, and the bidder is Beijing Petrochemical Engineering Co., Ltd. This project meets the requirements for bidding, and the current bidding method is open bidding. II. Project Overview and Scope of Bidding
Scale: Details are provided in the bidding documents.
Scope: This bidding project is divided into 1 bid section, and this bidding refers to the procurement of: (001) 28 pneumatic control butterfly valves and 4 electric shut-off butterfly valves.

III. Qualification Requirements for Bidders
1) The bidder must provide a valid business license for an enterprise legal person with a registered capital of no less than 50 million RMB, as well as a tax registration certificate, organization code certificate (or unified social credit code business license), and account opening permit (or proof of the basic account issued by the bank).
2) Agent bids and joint bids are not accepted for this project.
3) The bidder must have a fixed business location in China, be able to carry out business activities independently, and have production and inspection equipment that meets the requirements regarding project progress and quality (proof or a commitment letter must be provided). The bidder must also commit that all major components are original manufacturer products, with no subcontracting involved (proof or a commitment letter must be provided).
4) The bidder must hold an ISO9001 (or equivalent) quality management system certification (valid at the time of submission).
5) The bidder must provide TS certification certificates for the products being bid on, which must be valid as well.
6) The bidder must provide evidence of two successful projects in which the valve types being bid on were used in petrochemical or coal chemical plants in China, and these projects were put into operation after January 1, 2017, with those valves having been operating at full capacity for more than one year. The performance related to manual valves cannot be counted as performance for the valve types in this tender; a supply volume of no less than 10 units per contract is required to be considered valid performance. Note: A clear scanned copy of the contract must be provided; such a scan should reflect or prove the relevant technical specifications. If this is not possible, other supporting documents must be submitted, such as proof from the client or the technical agreement. 7) The bidder (including its branches that do not have independent legal status) must not have any of the following adverse credit records (a commitment letter must be provided): (1) The bidder has been included in blacklists issued by **, industry regulatory authorities, or the tendering party over the past 3 years, resulting in a suspension or revocation of its trading rights; (2) The bidder has been involved in serious QHSE-related accidents; (3) The bidder has been listed by the people’s court as a party that fails to fulfill its obligations; (4) The bidder or its legal representative has been recorded by the people’s procuratorate as having committed bribery crimes; (5) The bidder has been included by the market supervision authority in the list of enterprises with abnormal operations (referring specifically to those with serious violations and dishonesty); (6) The bidder has been included by the tax authorities in the list of parties involved in serious tax violations; (7) The bidder is on the list of entities that seriously default on wages owed to migrant workers and has not had this status removed. 8) The bidder must have a after-sales service department in China that can respond within 24 hours and arrive at the site within 48 hours to address product quality issues (a after-sales service commitment letter must be provided). 9) The bidder must provide audit reports and financial statements from accounting firms for the past three years (balance sheet, cash flow statement, income statement). The asset-liability ratio for the most recent year must not exceed 75%. The bidder must also have good bank credit and commercial reputation, not be under suspension or in bankruptcy, and its assets must not have been restructured, taken over, or fully frozen. 10) The bidder must provide a credit certificate issued by its banking institution within three months prior to the bid opening date.
