Recently, the Xinjiang Ecology and Environment Department plans to issue a decision regarding the environmental impact report for Xinjiang Zhiben Fine Chemicals Co., Ltd.’s project to produce 400,000 tons of ethylene glycol per year from natural gas. The construction site of this project is located in the downstream petrochemical zone of the Kuche Economic and Technological Development Zone. The project is constructed in three phases; phase one is a project for producing ethylene glycol from natural gas at a capacity of 400,000 tons per year, with the investment and construction period ending by the end of 2020 ； Phase 2 is a 180,000 tons per year project for producing FTO wax from natural gas, or ethylene glycol, methanol, etc. (depending on market demand) ； Phase 3 plan for coal/oil blending project. The first-phase project uses natural gas as the raw material, and employs natural gas conversion technology, corresponding syngas purification technology, as well as advanced ethylene glycol synthesis technology to produce high-quality ethylene glycol. The project includes natural gas desulfurization and conversion units, NCMA decarbonization units, H2/CO separation units (including cryogenic separation, H2 pressure swing adsorption, and PSA cycle gas compression), dimethyl oxalate units, ethylene glycol units, as well as supporting utility and auxiliary systems (including utility systems, air separation units, flares, tank farms, and product handling facilities). The total investment amounts to 3,293.86 million yuan, of which 103.4 million yuan is allocated to environmental protection efforts, accounting for 3.14% of the total investment. The construction period is 2 years. On October 18, 2018, Xinjiang Zhiben Fine Chemical Co., Ltd. held a groundbreaking ceremony for a 400,000 tons per year ethylene glycol production project in the Kuqa County (**-level) Economic and Technological Development Zone. Shanghai Yuanhan Energy Technology Co., Ltd., a holding subsidiary of Xinjiang Haoyuan Natural Gas Co., Ltd., signed an Investment Contract (Announcement No.: 2018-054) with the People’s Government of Kuqa County in Xinjiang and the Management Committee of Kuqa Economic and Technological Development Zone (at the ** level). Shanghai Yuanhan has established Xinjiang Zhiben Fine Chemicals Co., Ltd. in Kuqa County, Aksu Region, Xinjiang, to fully take on the investment-driven natural gas refining chemicals project signed with Kuqa County. On October 9, Xinjiang Haoyuan Natural Gas Co., Ltd. announced that it had signed a technology licensing contract for the CTEG complete technical package related to the ethylene glycol production project using natural gas refined chemicals, with Takasago Chemical Technology Co., Ltd. and Beijing Xinggao Chemical Technology Co., Ltd. The main content of the transaction is that Xinjiang Zhiben will use the ethylene glycol patents and proprietary technologies owned by or licensed to Gao Chemical to build and operate an ethylene glycol plant for the production and sale of ethylene glycol products. The total contract value is 52 million RMB. On October 10, Donghua Engineering Technology Co., Ltd. announced that it had signed an engineering design contract for the construction of a plant capable of producing 400,000 tons per year of ethylene glycol, which is a refined chemical product derived from natural gas, with Xinjiang Zhiben Fine Chemicals Co., Ltd. in Hefei, Anhui Province. The contract came into effect after it was signed and sealed by both parties. The subject of the contract is Donghua Technology’s provision of technical consultation and engineering design services for Xinjiang Zhiben’s 400,000 tons per year ethylene glycol production project; the total contract value is 35 million yuan, with an overall project duration of 450 days. The total price of this contract is 35 million yuan, of which 1.7 million yuan is allocated to the preparation of the feasibility study report, and 33.3 million yuan to the design work.
