Qualified bidders are welcome to submit bids. II. Project Overview and Scope of Bidding Package Number, Name, Quantity (units), Main Parameters, Performance Requirements: A703 Gasification Unit – Black Water Pipeline; Electric-hydraulic cut-off ball valve for the inlet and outlet of the black water circulation pump. The medium is black water; operating temperature: 227–280°C; operating pressure: 6.42–8.5 MPa ； Valve pressure rating: 900LB; valve port diameter: 20”–24”. Valve body material: CF3. There is successful experience in the use of high-pressure, large-diameter, wear-resistant and erosion-resistant ball valves such as electro-hydraulic ball valves and electric ball valves in gasification units with pressures of 6.5 MPa or higher under similar or comparable operating conditions. For the B1703 gasification unit, these valves are used for the black water filter, as well as for the electro-hydraulic isolation ball valves at the inlet and outlet of S0701A1 and A2. The medium is black water, with an operating temperature of 227–280°C and a pressure of 7.61–8.5 MPa ； Valve pressure rating: 900LB, valve diameter: 20", valve body material: CF3. There are successful applications of high-pressure, large-diameter, wear-resistant and erosion-resistant ball valves such as electro-hydraulic ball valves and electric ball valves in gasification units with pressures of 6.5 MPa or higher under similar or comparable operating conditions. The electro-hydraulic shut-off ball valve for the black water pipeline in the B2703 gasification unit – the medium is black water, operating temperature: 185–280°C, design pressure: 7.15 MPA ； Valve pressure rating: 900LB. Valve port diameter range: 12”–16”. Valve body material: CF3. There are successful applications of high-pressure, large-diameter, wear-resistant and erosion-resistant ball valves such as electro-hydraulic ball valves and electric ball valves in gasification units operating under conditions of 6.5 MPa or higher. C704 ash water pipeline electro-hydraulic shut-off ball valve: The medium is ash water; operating temperature is 77–100°C; pressure rating is 150–300LB; diameter is 16”–18”. Valve body material: WCB. There are successful applications of wear-resistant and erosion-resistant ball valves such as electro-hydraulic ball valves and electric ball valves in gasification units operating under conditions of 6.5 MPa or higher. D703 gasification electric shut-off gate valve (medium: raw gas and exhaust gas): The medium is raw gas; pressure rating and diameter are 150 LB and 48”, respectively. There are 4 electric gate valves with WCB as the valve body material ； The medium is combustion exhaust gas; the pressure rating and diameter are 900LB, 18” for the electric gate valves. There are 4 electric gate valves made of CF3 material that operate under similar or comparable conditions. There is a track record of successful use of large-diameter gate valves such as electro-hydraulic gate valves and electric gate valves. For the E704 graywater treatment system, there are high-pressure electric cut-off gate valves rated at 900LB, with a diameter of 16”; the medium is graywater, the operating temperature ranges from 166.7–235°C, the pressure rating is 900LB, and the diameter is 16”–18”. The valve body is made of WCB. These valves are used in water-coal slurry gasifiers operating under similar or comparable conditions, and there is a track record of successful use of high-pressure large-diameter gate valves such as electro-hydraulic gate valves and electric gate valves. For low-pressure blackwater, there are wear-resistant electric cut-off ball valves, model 28; the medium is blackwater, the operating temperature ranges from 79–235°C, the pressure rating is 150LB, and the diameter is 14”–16”. The valve body is made of WCB with a wear-resistant lining. These valves are also used in water-coal slurry gasifiers operating under similar or comparable conditions, and there is a track record of successful use of wear-resistant and erosion-resistant ball valves such as electro-hydraulic ball valves and electric ball valves. For low-pressure graywater, there are electric cut-off ball valves, model 28; the medium is graywater, the operating temperature ranges from 77–100°C, the pressure rating is 150LB, and the diameter is 12”–24”. The valve body is made of WCB. These valves are also used in water-coal slurry gasifiers operating under similar or comparable conditions, and there is a track record of successful use of wear-resistant and erosion-resistant ball valves such as electro-hydraulic ball valves and electric ball valves. For the p03 gasification and 704 graywater treatment systems, there are electric three-eccentric butterfly valves for circulating water; the medium is circulating water, the pressure rating and diameter are 150LB, 28”, and the valve bodies are made of WCB. There are 2 such electric three-eccentric butterfly valves ； There are 2 electric three-eccentric butterfly valves with a pressure rating of 150LB, a diameter of 72", and a valve body made of WCB. There are large chemical plant circulating water stations with circulating water pipelines that have similar operating conditions; there is a track record of successful use of such electric large-diameter three-eccentric butterfly valves. In the I706 low-temperature methanol washing unit, there are 10 electric gate valves. The medium used is purified gas and syngas, with a pressure range of 5.14–6.5 MPA and a minimum temperature of -85°C. There are 4 electric gate valves with a pressure rating of 600LB, a diameter of 14", and valve bodies made of CF3 ； The medium is lean methanol; the temperature is 80°C, and the operating pressure ranges from 7.8 to 10.5 Mpa. There are 6 electric gate valves with a pressure rating and diameter of 900LB, 12\"RJ. These valves are used in processes such as pressure water-coal slurry gasification and low-temperature methanol washing, where the operating conditions are similar or comparable. Electric-hydraulic gate valves and electric gate valves have been successfully applied in high-pressure and low-temperature environments. Note: 1. The electric valves in packages A–H mentioned above are used for the park’s gas power platform project, while the electric gate valves in package I, specifically those used in the 706 low-temperature methanol washing unit, are part of the syngas comprehensive utilization project. 2. The device names, quantities, technical requirements, etc., for each package shall be subject to the final version of the technical specifications and drawings. 3. The tenderer has the right, based on the bidding situation and the overall requirements for project progress, to divide the equipment included in the package and award separate contracts for each item to different successful bidders. 4. III. Qualification requirements for bidders 1. An enterprise entity registered in China with independent legal person status, possessing the ability to assume civil liability independently ； Or a branch company affiliated with an independent legal entity that has the authority to carry out production and sales activities (if a branch company wishes to bid, it must provide a letter of authorization issued by its parent independent legal entity) ； The company is in good financial condition; audit financial reports for any one of the past three years (including summaries, income statements, balance sheets, and cash flow statements), bank credit certificates, or a certificate confirming an AAA rating for the company’s financial creditworthiness can be provided ； Manufacturing enterprise: The registered capital must be no less than 50 million yuan (for branches or manufacturing plants with independent production and operation rights, the registered capital of their parent company must be no less than 50 million yuan). Agents bidding must provide a letter of authorization issued by the manufacturing unit (or a certificate granting them the status of regional general agent in China signed by a foreign party), and their registered capital must be no less than 5 million yuan. 2. Bidders who are manufacturers must possess the manufacturing capacity to produce the products they are bidding for; such manufacturers must submit a certificate of the appropriate level issued under the \"Production License for Special Equipment in the People’s Republic of China (Pressure Pipeline Components)\\" (or an unexpired \"Manufacturing License for Special Equipment in the People’s Republic of China (Pressure Pipeline Components)\\" certificate). The corresponding \"Special Equipment Type Test Certificate\" is also provided ； The scope permitted by the type test certificate must cover the scope of the products under bid. 3. Successful application records of valves of the same type under identical or similar operating conditions over the past 10 years (for other requirements, see the performance requirements in the annex to the tender documents); provide a performance table and copies of representative contracts. The documentation provided as proof of performance shall include, but is not limited to: specifications and models, quantities, years, operation or usage status, along with the customer’s name, full address, contact person, and contact phone number ； 4. The ability to fulfill the contract, including the required professional and technical qualifications and capabilities, financial resources, equipment and other facilities, management skills, experience, reputation, as well as appropriate personnel; not being under a suspension order, having its bidding rights revoked, or having its assets seized, frozen or being in a state of bankruptcy ； 5. No significant illegal records such as bid fraud or serious breach of contract in the past three years ； 6. **Other qualification requirements stipulated by laws and administrative regulations ； 7. Joint bids are not accepted for this tender. 8. Other qualification requirements specified in the tender documents; in the event of any discrepancies between the qualification requirements stated in this announcement and those described in the tender documents, the latter shall prevail.
