Daqing Engineering Company, the general contractor for the LDPE/EVA plant, carried out emergency purchases of materials that were lacking on site, while the DMTO plant accelerated its construction progress to ensure that the necessary materials arrived in time, thus guaranteeing that the project would be completed on schedule. According to Zhao Hongtao, the technical supervisor at the Yulin Methanol Center, as of May 12, there were 1,620 workers on site for the methanol project, including 324 welders, who managed to complete 4,000 inches of welding work per day. By May 20, oil circulation could be started in 6 out of the 7 units. The next step is to ensure that the methanol complex undergoes a successful one-time commissioning on schedule. To date, of the 49 milestone targets set for the completion of the project under the Jiaotong Campaign, 41 are progressing as planned and 6 have been completed as scheduled. Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. is a large-scale chemical enterprise that utilizes coal, gas, and oil in integrated ways, established through a joint investment by Shaanxi Yanchang Petroleum Group and China Coal Energy. It was founded on May 24, 2010, with a registered capital of 10 billion yuan. In accordance with the requirements of the **Petrochemical Industry Adjustment and Revitalization Plan** and the **Overall Plan for Energy Development and Utilization in the Ordos Basin**, the project was launched to build 8 main production units, including ones capable of producing 1.8 million tons per year of methanol, 1.5 million tons per year of residue catalytic thermal cracking (DCC), 600,000 tons per year of DMTO, 2 x 300,000 tons per year of polyethylene (PE), 2 x 300,000 tons per year of polypropylene (PP), and 90,000 tons per year of MTBE, along with the supporting utility systems. The estimated investment for the facility is 27 billion yuan, with 14 patented technologies from home and abroad being utilized. In November 2009, the project was designated as a \"Clean Coal Technology Demonstration and Promotion Project\" by relevant organizations such as the National Development and Reform Commission and the United Nations. The project is a key initiative of the Northern Shaanxi Energy and Chemical Industry Base, and it represents the first demonstration project for the comprehensive conversion of coal, gas, and oil by Yanchang Petroleum, aiming to achieve integrated production across various stages of the value chain. The first-phase project was completed and put into operation in July 2014, and transitioned from the construction phase to the production and operation phase in August 2015. The completion and improvement project for the first phase of Shaanxi Yanchang China Coal Yulin Energy Chemical Co., Ltd. (Yanchang Jingbian Phase II project) involves an investment of 14.413 billion yuan. Using coal and natural gas as raw materials, this project aims to build an integrated facility capable of producing 1.8 million tons per year of methanol, 600,000 tons per year of methanol-to-olefins products, 400,000 tons per year of polypropylene, and 300,000 tons per year of low-density polyethylene/ethylene-vinyl acetate copolymer (LDPE/EVA). The project is scheduled to be put into operation in the second half of 2020. Once operational, Yueneng Chemical’s polyolefin production capacity will reach 1.9 million tons per year, making it the largest polyolefin production project in Shaanxi Province at present.
