Over the past week, construction work on the Huayi Qinzhou Chemical New Materials Integrated Base project has accelerated, with further progress being achieved regularly. The methanol plant has obtained construction permits; 450 tons of steel structure installation for the main alkyd plant has been completed. The roof and wall bracing as well as horizontal supports in the chemical storage area have also been installed, and a total of 22,000 meters of underground piping has been laid. Meanwhile, construction is in full swing on the second floor of Building 2 for coal grinding in the gasification unit, as well as on the foundations of the purification unit; civil work for the ethylene glycol cabinet area is underway, and site grading in the tank storage area is also being carried out at an accelerated pace. Since August 12, pile driving has begun for the solid waste treatment plant that is part of the infrastructure supporting Huayi Qinzhou Chemical New Materials Integrated Base. Workers are operating the machines, which are about 10 meters tall, in an orderly manner, creating a bustling atmosphere at the construction site. The Industrial Management Committee of Qinzhou Port Economic and Technological Development Zone has visited the project site on multiple occasions to coordinate efforts to accelerate the process of land acquisition, demolition, and relocation, as well as the construction of supporting facilities such as water supply, electricity supply, docks, roads, and steam systems. It has also made active efforts to obtain various approvals, including those related to land use, forest land use, planning permits, engineering design permits, and construction permits ； At the same time, the development zone does its utmost to ensure an adequate supply of land for project construction. To date, the land acquisition and relocation work related to phases one and two of the Hua Yi project has been largely completed; this involves 410 households totaling 1,390 people from two villages, Old Yingpan and Yashan, with nearly 900 mu of new land acquired and almost 600 mu of land prepared for use. The Huayi Qinzhou Chemical New Materials Integrated Base is located in the Qinzhou Petrochemical Industrial Park and covers an area of approximately 8,000 mu. It will be developed in three phases. The first phase involves the industrial gas island project, with a total investment of 14.3 billion yuan; this project falls under the coal chemical industry chain. Construction began in November 2017, and it aims to produce industrial gases such as hydrogen, syngas, and nitrogen for use by enterprises within the park, as well as chemical products like methanol, ethylene glycol, and acetic acid. Completion and operation of this phase are expected by 2020. The second phase of the light hydrocarbon comprehensive utilization project has a total investment of around 20.8 billion yuan. The project focuses on ethane cracking and propane dehydrogenation as its core processes, and it will produce products such as polyethylene, ethylene glycol, ethylene-vinyl acetate copolymer (EVA), acrylates, polyether polyols, caustic soda, and polyvinyl chloride. Construction is expected to begin in 2019. The main plant area of the project is located in plots 25 and 26 in the Qinzhou Petrochemical Industry Park, to the south of it. The third-phase methanol-to-olefins and downstream processing project has a total investment of around 18.3 billion yuan; it will produce products such as polypropylene, polycarbonate, polymethyl methacrylate, caustic soda, and polyvinyl chloride, with construction expected to begin in 2025.
