Expert review meeting for the energy-saving report of the Yulin Chemical’s demonstration project on the differentiated utilization of coal to produce new chemical materials was held. On September 5, an expert review meeting regarding the energy-saving report was held in Xi’an for the first phase of Yulin Chemical’s demonstration project, which involves the production of 1.8 million tons per year of ethylene glycol, as well as the pyrolysis component of the project aimed at the clean and efficient conversion of 15 million tons per year of coal. This conference was organized by Shaanxi Energy Conservation Development and Investment Co., Ltd. at the request of Yulin Chemical Co., Ltd. under Shaanxi Coal Industry Group. Relevant personnel from the Shaanxi Provincial Development and Reform Commission, Shaanxi United Energy and Chemical Technology Co., Ltd., China Qiyuan Engineering Design Institute Co., Ltd., China Global Engineering Co., Ltd., Donghua Engineering Technology Co., Ltd., and Shengbang Technology Co., Ltd., along with evaluation experts, attended this review meeting. At this review meeting, expert reviews were conducted on the energy-saving reports of the two projects respectively. At the meeting, representatives from Yulin Chemical Company provided a detailed explanation of the company’s overview, the overview of the two projects, the significance of their construction, the scale of the facilities, and the progress status. Following sessions such as a presentation by the report preparation team, expert inquiries, and responses from the report preparation team and the design team, the expert group voted to approve both reports in principle, offering objective and positive feedback. Energy efficiency assessment is one of the important preliminary procedures for construction projects. This year, through careful coordination with development and reform departments at various levels, Yulin Chemical Company managed to get the Provincial Development and Reform Commission to approve the holding of this evaluation meeting. The expert opinions from this review meeting are of great significance for advancing the project design work. Yulin Chemical Company will revise the report as soon as possible based on these opinions, in an effort to obtain the approval documents at an early date. The demonstration project for the production of new chemical materials through the differentiated utilization of coal by Shaanxi Coal Group Yulin Chemical Co., Ltd. is the largest coal chemical project under construction in the world, and it is located in the Qingshui Industrial Park in Yulin ; The total area of the project is approximately 13 square kilometers, with a planned total investment of 120 billion yuan. It is capable of processing over 20 million tons of raw coal per year, and it features 27 process units along with associated utility systems. These include facilities for the medium- and low-temperature pyrolysis of 15 million tons of coal, the production of 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, and 2 million tons of MTO, as well as downstream products derived from these intermediates. The project will be constructed in two phases and four stages, with the investment for Phase 1 amounting to approximately 70 billion yuan. The 1.8 million tons per year ethylene glycol project is the first phase of this initiative, and it is also the largest coal-based ethylene glycol production facility under construction at present. The estimated investment for this project is 26.5 billion yuan; production of qualified products is scheduled to begin in June 2021, with the entire project expected to be completed and operational by 2025. The 1.8 million tons per year ethylene glycol project utilizes Collin’s patented dry powder coal gasification technology (5 Collin CCG dry powder coal gasifiers with a coal feeding capacity of 2,000 tons each, and an effective dry-base gas production rate of 140,000 cubic meters per hour), as well as Japan’s patented technology for producing ethylene glycol from syngas. Shaanxi Coal Group Yulin Chemical Co., Ltd. and Nippon Kako Kogyo Co., Ltd.’s Yuka Chemical Co., Ltd. are building and operating a plant for the production of oxalate esters as well as for the hydrogenation of oxalate esters to produce ethylene glycol. The second phase of the first stage of the demonstration project for the use of coal in various ways to produce new chemical materials consists of an olefin production facility with a capacity of 2 million tons per year, along with related deep-processing units; it is expected to be completed and put into operation by the end of 2023. Phase II of the project focuses on coal pyrolysis and will be constructed simultaneously with the ethylene glycol plant; it is scheduled to be completed and put into operation in June 2021. The construction includes a 1.2 million tons per year pulverized coal pyrolysis unit, a 500,000 tons per year coal tar hydrogenation complex, a 100,000 tons per year gas desulfurization unit, a 420,000 tons per year process wastewater treatment facility, as well as supporting storage, transportation, and power supply systems. The total investment for this project is 3.2 billion yuan ; In the second phase, the scale of pyrolysis will be increased to 15 million tons, and the coal tar industry chain will be expanded to produce downstream products containing aromatics. Construction is scheduled to begin by the end of 2021, with operation to start by 2025.
