It is understood that the project is located in the Yushen Industrial Zone, covering an area of approximately 13 square kilometers. The total investment planned for it is 126.2 billion yuan, making it the largest coal chemical project under construction in the world. It includes 27 processing units as well as associated utility systems. The project processes approximately 24 million tons of coal per year; its products mainly include 15 million tons of coal subjected to medium- and low-temperature pyrolysis, 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, 2 million tons of olefins, as well as downstream products derived from these materials. It is necessary to carry out the work related to the ‘six stabilities’ effectively to ensure the completion of the ‘six guarantees’ tasks. Wang Weifeng pointed out that the company is currently in a critical period for studying and implementing the spirit of the important speeches and directives delivered by **** during his visit to Shaanxi. Thoroughly studying this spirit is an important political task for the company at present and for some time to come. Wang Weifeng said that the Yulin Chemical Coal Quality-Based Utilization for the Production of New Chemical Materials demonstration project is currently the largest coal chemical project under construction in the world, with a total investment of around 126.2 billion yuan. This project overcomes the bottlenecks associated with coal chemistry and petrochemical industry, achieving both a separation and integration between these two sectors. It shifts the focus from producing conventional bulk raw materials to manufacturing new materials, thereby taking full advantage of the cost advantages of coal resources. This approach provides low-cost bulk basic raw materials for downstream industries, helps to create a complete industrial chain, and attracts the aggregation of related industries. It implements the spirit of ****’s important speeches in an innovative manner regarding the development of industrial chains, and is in full alignment with ****’s guidance to “deploy innovation chains around industrial chains and organize industrial chains around innovation chains.” At present, the project construction has entered the phase of large-scale work, and the large amount of steel, timber, consumables and other materials required have significantly contributed to the local economic and social development. Once completed and put into operation, the project will create thousands of job opportunities. This forward-thinking, long-term strategy is precisely the key approach and effective means to implement **** and carry out the tasks related to ensuring stability in six areas as well as fulfilling the six guarantees. Regarding the company’s strategy of moving toward higher-end products, Wang Weifeng said that, first, the projects feature unique product solutions. By combining coal pyrolysis with semi-coke gasification to develop new coal-based materials, with a focus on three key areas namely automotive materials, building decoration materials, and textile materials, this approach aims to help the energy and chemical industry base in northern Shaanxi gain a global competitive advantage in these fields. Second is an advanced and reliable technical approach. By applying the coal powder pyrolysis technology independently developed by Shaanxi Coal Group, the suspended-bed hydrogenation technology, as well as the advanced coal gasification technology developed in collaboration with others, and by introducing various advanced process routes from both domestic and international sources, the project is ensured to be constructed successfully, while efforts are made to achieve breakthroughs in technological demonstration. Third, introduce the IPMT construction management model. For the first time within Shaanxi Coal Group, the IPMT management model was fully adopted; mature management processes and regulatory documents from large-scale energy and chemical projects both at home and abroad were introduced. A project management system was developed together, construction plans were continuously optimized, and experience in project management was accumulated, with the goal of creating a world-class chemical industry company.
