On August 18–19, the preliminary design review meeting for the 300,000 tons per year caustic soda and 400,000 tons per year polyvinyl chloride production facilities as part of Hua Yi Qinzhou’s integrated chemical materials base, which is being developed by Tianchen Company, was successfully held. Wang Xia, President of Shanghai Huayi Group, Chen Dasheng, Vice President of the same group, Zhang Weimin, General Manager of Shanghai Chlor-Alkali Chemical Co., Ltd., Li Chenyang, Deputy General Manager of that company, Jiao Zaiyue, General Manager of Tianchen Company, and Bian Mingchu*, Deputy General Manager of the same company, attended the meeting. At the meeting, the basic design documents prepared by Tianchen Company were examined in detail and thoroughly. During this review process, the project team from Tianchen Company provided a detailed and comprehensive presentation on the basic design work, and engaged in thorough discussions with the members of the expert group. Drawing on its experience in designing 100 chlor-alkali projects to date, Tianchen Company applied the optimal technical solutions and extensive engineering expertise to this project. The expert group unanimously agreed that the basic design documents met the requirements of the \"Regulations on the Design Content for Foundations of Petrochemical Plants,\" and provided valuable suggestions. The approval of the project’s basic design documents marks an important milestone in the project, providing a basis for the subsequent EPC tendering process. Relevant officials from Tianchen Company’s Chemical New Materials Division and the project team, as well as the project team from Guangxi Hua Yi Chlor-alkali Chemical Co., Ltd., and technical experts from over a dozen companies attended the meeting. The Huayi Qinzhou Chemical New Materials Integrated Base’s projects for 300,000 tons per year of caustic soda and 400,000 tons per year of caustic soda-based polyvinyl chloride have a total investment of 4,255,170,000 yuan. Of this amount, 697,911,200 yuan is invested in civil engineering works, while 73,670,000 yuan is allocated to environmental protection measures, accounting for 1.8% of the total project investment. The main products are 50% liquid caustic, 32% liquid caustic, 31% hydrochloric acid, hydrogen, and polyvinyl chloride. The project commenced in November 2019, with completion scheduled for June 2022, giving a total construction period of 32 months.
