China’s largest regenerative thermal oxidation project has commenced construction at Zhejiang Energy Xintian Coal Chemical Industry. Author/Source: Date: 2018-04-10 Clicks: 18 On April 9, the volatile organic compounds (VOCs) treatment project at Zhejiang Energy Yili Xintian Coal Chemical Industry started construction. This project is the first coal chemical VOCs treatment project in China to utilize regenerative thermal oxidation (RTO) technology, and it is also the largest RTO project of its kind in the country. Once completed, it will be able to handle over 700,000 cubic meters of waste gas per hour, preventing industrial odors from spreading and ensuring a clean sky in the surrounding areas. VOCs are primarily generated in industries such as petrochemicals, organic chemicals, pharmaceuticals, surface coating, solvent use, and storage and transportation. They possess toxicological properties that can have an impact on human health. Some VOCs possess strong photochemical reactivity and are among the key precursors contributing to hazy weather. “During the 13th Five-Year Plan period, China will carry out large-scale efforts to control VOCs emissions, covering nearly 20 industries and almost 40,000 enterprises that are subject to such controls – a number that is unmatched in the history of development in other countries. With the enactment and implementation of the new Air Pollution Prevention and Control Law, VOCs have been brought under the scope of regulation regarding air pollution prevention and control at the legal level. This has imposed constraints on enterprises that emit pollutants, while also giving rise to a new environmental protection industry worth hundreds of billions. Xin Tian Coal Chemical in Ili, Xinjiang, which is part of Zhejiang Energy Group, is a coal-to-natural gas project with an annual production capacity of 2 billion cubic meters; it is currently the largest coal-to-gas project of its kind in the world. The implementation of four environmental protection technologies by Zhejiang Tiandi Environmental Protection Company, the general contractor for this project, at Xintian Coal Chemical Company will cover all three areas of environmental management: waste gas, wastewater, and solid waste. This will **reduce the impact of the coal-to-natural gas production process on the surrounding environment, significantly improve the company’s level of clean energy production, and maximize social, environmental, and economic benefits.
