Recently, on the first working day after the Spring Festival holiday, the Shaanxi Provincial Party Committee and provincial authorities held a meeting to unite efforts and kick off new projects, during which 971 key projects in the province’s 13 cities (districts) were launched via video conferencing; the total investment in these projects amounts to 842 billion yuan, of which 6 are related to the chemical industry. These 6 projects include: Baoji’s project for annual production of 1 million tons of calcium carbonate, the high-performance polymer materials R&D and production base in Weinan High-Tech Zone, China Coal Yulin’s project for advanced coal processing, Hanzhong’s project for manufacturing new types of plastic environmental protection equipment, Shaanxi Coal Research Institute’s new energy materials industrial park, and Hancheng’s project for producing various cathode materials for lithium-ion power batteries. The total investment for these projects is 13.02 billion yuan. The China Coal Yulin Coal Deep Processing Base project is located in the Yuheng Industrial Zone of Yulin City, with a total land area of 1,860 mu. The project mainly involves the construction of an facility for producing 1.8 million tons per year of methanol from coal, as well as 300,000 tons per year of polyethylene and 450,000 tons per year of polypropylene. The project actively responds to the call for the development of the western region, meeting the latest local requirements regarding the conversion rate of coal resources. Once completed, it will help alleviate the shortage of lightweight petrochemical resources and ensure energy security. The annual output value is expected to exceed 7.8 billion yuan, with an average annual net profit of 1.6 billion yuan. Zhang Xiaoguang, director of the Shaanxi Provincial Development and Reform Commission, said that in 2021, project construction will be advanced with high quality: the start-up rate will exceed 50% in the first quarter, 80% in the first half of the year, and 100% in the third quarter. Fixed-asset investment is expected to grow by around 7% for the whole year, thus ensuring a strong start to project construction during the 14th Five-Year Plan period. It is reported that in 2021, Shaanxi designated 546 provincial key projects with a total investment of 2,250.3 billion yuan, among which projects related to innovation-driven development and advanced manufacturing accounted for a significantly larger proportion. Shortly after the Spring Festival, ongoing projects such as CNPC’s 800,000 tons per year ethane-to-ethylene plant, Shaanxi Coal Yulin Chemical’s coal-based new chemical materials facility, Yan’an Petroleum’s 500,000 tons per year coal-to-ethanol plant, and Yanzhou Coal Industry Yulin’s 500,000 tons per year polydimethyl ether plant resumed operations at full speed, with all parties going all out to drive a wave of intensive work. Projects such as Shenhua Yulin’s comprehensive utilization of coal in a circular economy framework, and Shenmu’s production of naphthenic oils through the hydrogenation of the full distillate of 500,000 tons per year of coal tar, are currently in the process of being prepared for trial operation.
