Planned start date of delivery: September 20, 2022. 2.6 Scope of bidding: As part of the urea hydrolysis project undertaken by Xi’an Xire Boiler Environmental Protection Engineering Co., Ltd., a batch of urea valves is to be purchased, including manual valves, pneumatic on-off valves, pneumatic control valves, etc. For detailed specifications, please refer to the technical requirements. This tender is for centralized procurement, with a validity period of 2 years from the date of contract signing; the quantity specified within this period is an estimated amount. The unit price of each type of valve remains unchanged throughout the contract period, and settlement is made based on the actual quantity specified in the contract. During the validity period, if the actual amount executed does not reach the estimated amount, the purchaser has the right to terminate or continue to execute this agreement. The purchaser makes no commitment that the final quantity to be commissioned will reach the estimated quantity; the tenderer assumes no liability whatsoever, and bidders must fully consider the risks. 3. Qualification requirements for bidders 3.1 General qualification conditions 3.1.1 The bidder shall be an independently registered legal entity or other organization within the People’s Republic of China, with the capacity to assume civil liability independently and the right to enter into contracts on its own ； 3.1.2 The bidder must meet the following requirements in terms of finance, reputation, etc.: (1) It must not be ordered by the competent administrative authorities to suspend operations or go into bankruptcy proceedings ； (2) Not within the scope of bidding prohibition or the penalty period as confirmed by relevant documents from administrative authorities or entities within the China Huaneng Group Co., Ltd. system ； (3) No bid fraud in the past three years, and no serious breaches of contract; no major or more severe quality incidents or major or more severe safety accidents caused by its products as determined by an appraisal agency ； (4) Not included by the market supervision and administration department in the list of enterprises with abnormal operations or in the list of enterprises with serious violations on the National Enterprise Credit Information Publicity System ； (5) Not included on the list of persons subject to credit sanctions by the Supreme People’s Court on the “Credit China” website (www.creditchina.gov.cn) or on credit information sharing platforms at various levels ； (6) Two or more legal entities whose legal representatives or persons in charge are the same, as well as parent companies, wholly-owned subsidiaries, and their holding companies, shall not submit bids simultaneously in the same bid section or in the same tendering project where no bid sections have been defined. 3.2 Specific Qualification Requirements: (1) Qualification and capability requirements: The bidder must have, as of January 1, 2017 (based on the date of contract signing), at least 3 delivery contracts for urea valves in urea hydrolysis projects, with each contract having a value of over 500,000 yuan; the total value of all such contracts must be no less than 5 million yuan. Copies of the contracts are required, including the first page, the pages containing the details of the contract, and the page with the signature/Stamp; otherwise, such experience will be considered invalid. (2) Joint bids are not permitted for this project. (3) This project accepts bids from agents. 4. Obtaining of tender documents: The time period for obtaining them is from 09:00 on July 4, 2022, to 17:00 on July 14, 2022. *Bid document fee: For the tender package “Package 1 of the Centralized Procurement of Urea Valves for the Urea Hydrolysis Project in 2022 by Xi’an Xire Boiler Environmental Protection Engineering Co., Ltd.”, the price is 1,500 yuan. 5.
