On September 15, the Huainan Ecology and Environment Bureau issued document Huai Huan Shen Fu [2021] No. 12, approving the environmental impact assessment report for the new Butene-1 project of Zhongan United Coal Chemicals; this approval provides legal backing for the implementation of the project. The newly added butene-1 project involves a range of issues such as changes in the nature of the construction project, the determination of plans for reducing pollutant emissions, and capacity replacement. Coupled with more comprehensive and stringent requirements for environmental impact assessments from a regulatory standpoint, more thorough and rigorous technical reviews, as well as the need to comply with the latest policy requirements, the approval process for environmental impact assessments is extremely complicated and lengthy. The approval of the environmental impact assessment report for the new Butene-1 project lays a solid foundation for the smooth implementation of the project and its early completion and operation.
