Recently, Sinopec Corporation officially approved the feasibility study report for Sinopec Great Wall Energy Chemical (Guizhou) Co., Ltd.’s 600,000-ton coal-to-olefins project (document No. Sinopec Corp. [2018] 284), granting approval to proceed with the construction of this coal chemical project in Zhijin, Guizhou. Sinopec’s 600,000-ton coal-to-olefins project in Zhijin is located in the Modern New Energy and Chemical Industry Base in Zhijin County, Bijie City, Guizhou Province. It is implemented by Guizhou Energy Chemical, with a total investment of 22.1 billion yuan. The project includes polyolefins production facilities, a cogeneration plant (including a dedicated railway line and slag storage area), as well as staff dormitories for shift workers in Zhijin. Polyolefin project: The polyolefin project mainly includes a coal-based methanol plant with an annual production capacity of 1.8 million tons, a methanol-to-olefins plant with the same capacity, a linear low-density polyethylene plant with an annual output of 300,000 tons, a polypropylene (PP) plant with an annual output of 350,000 tons, as well as supporting systems for storage and transportation, utility services, and auxiliary production facilities. Cogeneration project: Cogeneration project: Construct 2 fluidized-bed once-through boilers, along with 2 generator sets. Railway spur line: It mainly connects the Zhijin New Coal Chemical Industry Base with Babu Station on the Zhibi Railway. The line grade is Class III. Waste dump: It is classified as a Type II waste dump, with a service life of 29 years. The Zhijin workers’ shift-based dormitory project is carried out in accordance with the principle of \"comprehensive planning and phased implementation\", and it was built in the new area of Zhijin County, Bijie City. In the first phase, staff shift dormitories will be built, along with facilities such as a cafeteria and a water treatment center. In July 2018, Sinopec Great Wall Energy Chemical (Guizhou) Co., Ltd.’s 600,000 tons per year polyolefin production project was officially approved for construction by the Guizhou Provincial Development and Reform Commission [Document No. Qian Fa Gai Gong Ye (2018) 882]. The preliminary work for the project also encountered some difficulties. The environmental impact assessment for this project was rejected by the Ministry of Environmental Protection (now renamed the Ministry of Ecology and Environment) in February 2016. The Ministry of Environmental Protection believes that aspects of this project such as site selection, total pollutant emissions, impact on the atmospheric environment, wastewater treatment, and the establishment of safety distances still need to be further evaluated. After further re-evaluation, the relevant environmental impact assessment report was approved in February 2017.
