Project Overview The Special Formulated Fertilizers Branch of Shanxi Jinfeng Coal Chemical Co., Ltd. was established on December 7, 2012, and is affiliated with Shanxi Jinfeng Coal Chemical Co., Ltd. The company’s business scope includes the sale of urea, as well as the production and sale of compound fertilizers and blended fertilizers. The proposed site for the annual 100,000-ton urea production facility of the Special Formulated Fertilizers Branch of Shanxi Jinfeng Coal Chemical Co., Ltd., as part of the industrial chain expansion project, is located in Area A of Macun Industrial Park within the Gaoping Economic and Technological Development Zone (to the west of the main factory complex in Gaoping). This area is designated as industrial land under the park’s planning, allowing for full utilization of the urea raw materials available at the main factory in Gaoping. The existence of infrastructure such as water supply, steam, and sewage treatment systems, as well as environmental protection facilities, will help reduce the investment required for industrial land and equipment in this project. The fourth-generation high-pressure melamine production process developed by the Italian company Tecnogas is planned to be adopted to build a facility for the production of melamine and urea through the recovery of by-products; this will enable an annual production capacity of 100,000 tons of urea, thus extending the industrial chain. This project was registered with the Gao Ping City Administrative Approval and Service Administration in December 2018, under project code 2018-140581-26-03-012118. Taking into account the company’s industrial layout, the construction, production, and operation management of this project are handled by its subsidiary, Shanxi Jinfeng Coal Chemical Co., Ltd. Special Formulated Fertilizers Branch. On May 13, 2021, the Gaoping City Administrative Approval and Service Administration approved the change in the entity responsible for the construction of this project. The construction scope of this project includes a 60,000-ton/year melamine production facility, along with a supporting 100,000-ton/year plant for producing urine from exhaust gases. It also encompasses auxiliary facilities such as heat transfer oil furnaces, molten salt furnaces, circulating water stations, air compression stations, substations, control rooms, and office/laboratory buildings. There are also storage and transportation facilities including liquid ammonia reception tanks, molten urea buffer tanks, and melamine warehouses. Environmental protection facilities such as ammonia scrubbers, initial rainwater tanks, and accident containment tanks are included as well. The total investment amount is 496.52 million yuan. II.
