Bidding Conditions For this bidding project, which is the online corrosion monitoring project of China Coal Ordos Energy Chemical Co., Ltd., the bidder is China Coal Ordos Energy Chemical Co., Ltd. The funding for this project has been secured, and the conditions for bidding are now met. *A public domestic tender is being conducted for this project; qualified potential bidders are invited to submit bids. 2. Project Overview and Scope of Bidding 2.1 Project Overview and Scope of Bidding: 2.1.1 Project Overview: China Coal Ordos Energy Chemical Co., Ltd. was established on June 8, 2011, and is a wholly-owned subsidiary of China National Coal Group Corporation. The company is located in the Tuk Industrial Park in Ordos City, Inner Mongolia, and is primarily responsible for the production and operation of two series of coal-based large-particle urea plants with capacities of 50–80 tons per unit, as well as a coal-based methanol plant with an annual capacity of 1 million tons. With the development of current information technology and the increasing demands for more precise management of equipment, in order to promptly and accurately assess the corrosion status and operating conditions of the key process pipelines in various production units, the company plans to utilize advanced online monitoring devices, big data analysis, and data modeling techniques to enable online monitoring of pipeline corrosion, intelligent analysis and diagnosis, as well as predictions based on big data analysis. This approach will help to improve the operating conditions of these pipelines, extend their service life, and facilitate predictive maintenance. In this phase, it is planned to implement real-time online monitoring of the corrosion status of 23 key process pipelines in the company’s gasification units, utility systems, and synthesis units. An information-based and intelligent monitoring platform will be established to enable intelligent analysis and diagnosis, as well as big data analysis and forecasting. The big data monitoring platform needs to have interfaces prepared for integration with other information and intelligence platforms such as the company’s equipment (asset) full-life cycle management platform, MES production control and management integrated platform, centralized display platform, and integration platform. 2.1.2 Monitoring points: In this phase, real-time online monitoring of the corrosion status of 23 key process pipelines is planned; it is estimated that 23 sensors and 5 monitoring gateways will be required. The exact number of sites shall be determined based on the results of actual surveys. The list of key items is as follows: 2.1.3 Construction contents: The main construction activities for this project include, but are not limited to, pulse eddy current inspection services; the procurement, installation, and commissioning of sensors, data acquisition equipment, platform servers, auxiliary materials, and spare parts; the development, installation, commissioning, and operation and maintenance of the online monitoring platform; as well as training for the project owners’ operators, technical staff, and maintenance personnel. The details of the specific hardware, software, and services are as follows (the quantity of hardware will be determined based on actual surveys and bids): 2.2 Funding arrangement: Funded by the enterprise itself. 2.3 Implementation period: 45 days from the date of contract signing ； The warranty period is three years from the date of successful acceptance. 2.4 Location of services: The premises of China Coal Ordos Energy Chemical Co., Ltd. 3. Bidder Qualification Requirements 3.1 Qualification Requirement 1: The bidder must be an enterprise registered in China with independent legal person status (a scanned copy of the business license is required) ； 3.2 Qualification Requirement 2: Bidders shall provide evidence of at least one valid project related to the production facilities of coal chemical or petrochemical enterprises since January 2018 (multiple project contracts from the same enterprise are counted as one project), along with relevant supporting documents (such as copies of contracts, award notices, etc.) ； 3.3 Qualification Requirement 3: Bidders must provide financial statements audited by a third-party auditing firm for the year 2020, demonstrating sound financial conditions and no insolvency (a commitment letter is required; the audit report must be signed and sealed in accordance with regulations, and the financial statements must include at least three statements along with notes) ； 3.4 Qualification Requirement 4: Bidders must submit an integrity commitment letter; the format is detailed in Chapter 6 of the tender documents, to be provided at the time of bidding. 3.5 Whether joint bids are accepted for this project: No. Remarks: ① Different entities that have the same person in charge of them, or that are in a holding or management relationship, shall not submit bids for the same bid section, nor for the same tender project if no bid sections have been designated. ②For this tender, the qualification assessment of bidders is carried out on a post-qualification basis (that is, it is the evaluation committee that determines whether the bidders’ qualifications meet the requirements of the tender). The fact that a bidder has submitted the required documents and successfully purchased the tender documents does not mean that they have passed the qualification assessment. ③The “qualifications” and “performance certificates” required in the qualification criteria must be provided in the bid documents as clear scanned copies or clear photocopies. ④If a bidder’s bid document fails to address the “qualification requirements,” the bid will be rejected. 4.
