Tender Conditions: The name of this tender project is: Public Tender for the Purchase of Tubular Heat Exchangers for the Xiye Feng Methanol Plant of the Coking Company. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into lots: This project is divided into one single lot. 2.1.1 Project overview: The tubular heat exchanger (waste heat conversion boiler) in the methanol plant is the first heat exchange device that the gas produced from the coke oven undergoes oxygen conversion in; it is responsible for cooling the converted gas and ensuring a steady supply of medium-pressure steam. Currently, some of the tube bundles are in use after having their leaks sealed, but they exhibit reduced heat exchange capacity as well as certain safety hazards; it is planned to purchase a new set to replace them. 2.1.2 Scope of bidding: Procurement of a shell-and-tube heat exchanger, including equipment design, manufacturing, furnace baking, commissioning, and after-sales service. 2.1.3 Delivery period: 90 days after the contract is signed. 2.2 Others: / 3. Bidder Qualification Requirements 3.1 Qualification Conditions and Performance Requirements: [1] Qualification Requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents ； (2) Bidders must possess and provide one of the following certificates: a. Special Equipment Production License, permitted activities: manufacturing of pressure vessels (including installation, repair, and modification), permitted sub-activities: Grade D and above ； b. Special Equipment Manufacturing License (pressure vessels) with Class A2 or higher qualification ； c. Special equipment production license: Licensed activities include the manufacturing of pressure vessels (including installation, repair, and modification). Sub-activities covered include level D and above (or a qualification of level A2 or above under the Special Equipment Manufacturing License for Pressure Vessels). Another type of special equipment production license covers the design of pressure vessels, with sub-activities including the design of fixed pressure vessels (or a qualification of level D2 or above under the Special Equipment Design License for Pressure Vessels). (3) Bidders must possess and provide a valid quality management system certification. 【2】Financial requirements: / 【3】Performance requirements: From December 2016 to the bid deadline (subject to the contract signing date), the bidder must have at least 2 contract achievements in the sales or manufacturing of waste heat boilers, all of which have been in successful operation for 1 year or more. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents. The scanned contract copies must include at least the pages bearing the signatures of both parties to the contract, the date of signing, as well as information such as the name and model of the goods or key technical parameters ； The user certification must be stamped by the end-user; it can be a usage certificate, a follow-up inspection record, or other documents that prove the subject matter of the contract has been in operation successfully for one year or more. 【4】Credit requirements: / 【5】Other requirements: / Note: Qualifications and performance records of parent and subsidiary companies cannot be used interchangeably. 3.2 This project accepts joint bid proposals. Obtaining of tender documents 4.1* The sale of tender documents commences at 09:00:00 on December 29, 2021, and the deadline for purchasing them is 16:30:00 on January 3, 2022. *The price per set of the tender documents is 500.0 RMB per bid section (package); this amount is non-refundable after purchase.
