Focusing on the \"11115\" strategy, which includes advancing projects to improve urea production equipment, establishing a digital center for Shaanxi Chemical Industry, creating green factories, and achieving an annual BDO production capacity of 150,000 tons, the department will make every effort to develop key core technologies, thereby providing strong scientific and technological support for the high-quality development of the enterprise. Strive for systematic optimization and upgrading to unleash the ‘internal drive’ for high-quality development. First, accelerate the trial operation of projects aimed at improving synthesis efficiency as well as the renovation of Gasification Unit D, to ensure that the major maintenance work can be integrated into the system ; Secondly, on the basis of accelerating the expansion and upgrading of BYD’s production capacity, efforts will be made to optimize the synthesis and filtration processes for Frotch acetylenediol, as well as to improve the equipment used in the storage and transportation of calcium carbide. Additionally, research and upgrades will be conducted on the key equipment in the Invista BDO production facilities, so as to ensure that the target of producing 150,000 tons of BDO per year can be achieved through improved technical capabilities and equipment. Third, carry out optimization and upgrading reforms for boilers, implementing key technical improvements such as optimization of control systems, cooling of flue gas to improve efficiency, enhancement of the performance of DCS systems, and reuse of flue gas condensate, in order to improve the operational efficiency of the boiler system. Fourth, carry out research on the modification of the ammonium phosphate process using the slurry method as well as product modification, along with the automation of the control systems for diammonium phosphate production, in order to optimize the phosphorus-ammonium process and product structure. Fifth, actively promote the stepped use of steam and distributed photovoltaic power generation to help enterprises save energy and reduce carbon emissions. Dedicated to building smart factories to create a “new engine” for high-quality development. First, by drawing on best practice examples in the industry’s digital transformation efforts, and in accordance with the plan for building smart factories, progress is made in a systematic manner toward the development of the infrastructure networks, data centers, essential resources, and industrial Internet platforms required for such factories ; Second, advance coordination to develop application modules for logistics management, production management, energy management, and management of major hazard sources in a manner that suits the specific needs. Third, carry out digitalization of archives to improve the efficiency of archive retrieval and standardize archive management. Striving to extend, supplement, and strengthen industrial chains to build new momentum for high-quality development. First, conduct in-depth research and analysis of **policies**, make every effort to advance the Shaanxi Chemical New Materials project, and strive to achieve substantial progress by the end of the year ; Second, organize the work scientifically to complete as soon as possible the preliminary procedures for the upgrade and renovation project of the urea production equipment, with the goal of starting the project in the first quarter ; Third, advance the technical research on industrial-grade phosphoric acid projects efficiently to facilitate their early implementation. Committed to safe and environmentally friendly renovations to create a \"new ecosystem\" for high-quality development. First, accelerate the construction of temporary hazardous waste storage facilities and the renovation of the phosphoric acid-ammonium exhaust gas washing systems ; Secondly, efforts should be intensified to harness cutting-edge technologies; research and application should be carried out on the resource utilization of filter ash, waste liquids, BDO wastewater treatment, as well as the control of VOCS in areas where BDO and coal chemical plants are located. Additionally, research should be conducted on the use of anti-vibration control systems for the protection of high-pressure equipment, in order to improve the company’s safety and environmental protection practices and promote the resource utilization of waste materials. Third, conduct research and development on application scenarios for personnel safety positioning, and accelerate the advancement of \"mechanization to reduce the need for human labor, automation to replace humans, and intelligence to enable operation without humans,\" in order to minimize the number of workers on high-risk job sites. Strive to improve technology management and strengthen the foundational support for technological work. First, standardize the management of scientific and technological work and strengthen the implementation of systems. Benchmarking is carried out throughout the entire project lifecycle, including project preparation, approval, feasibility studies, process management, and performance evaluation. Adhering to project management standards that emphasize standardized management, procedural implementation, digital tracking of progress, scientific investment decisions, maximization of outcomes, and comprehensive performance evaluation, efforts are made to continuously improve the standards and capabilities for project and fund management. Second, it is necessary to improve the working mechanisms within relevant departments as well as the system for evaluating goals and responsibilities. By emphasizing action-oriented approaches and strengthening accountability, efforts should be made to overcome problems such as inaction or slow performance in work, so as to ensure that all tasks are completed with high standards, efficiency, and quality.
