Bidding Conditions This bidding project, namely the EPC general contracting for the conversion from ammonia to urea in the denitration liquid system of Jiangxi Datang International Fuzhou Power Generation Co., Ltd., has been approved by the Jiangxi Branch of Datang International Power Generation Co., Ltd.; the funding comes from the company’s own resources, and the bidder is Jiangxi Datang International Fuzhou Power Generation Co., Ltd. The project is ready for bidding, and public bidding is now being conducted for it. 2. Project Overview and Scope of Bidding 2.1 Location of construction: Datang Power Plant, Beibei Village, Tengqiao Town, Linchuan District, Fuzhou City, Jiangxi Province. 2.2 Construction scale: 2*1000MW. 2.3 Planned duration: The project is scheduled to last 12 months, from December 20, 2022, to December 20, 2023. 2.4 Scope of the tender: Design, procurement, supply, transportation, construction and installation, process acceptance, commissioning, testing, trial operation, defect rectification, training, assessment and acceptance, as well as final delivery and commissioning for tasks including urea storage, urea solution preparation system, urea hydrolysis system, gaseous ammonia transmission system, diluted air mixing and heating system, as well as various specialties such as electrical systems, thermal control, civil engineering, HVAC, water supply and drainage, and fire protection. Qualification requirements for bidders 3.1 Bidders must possess independent legal status and a valid safety production license; those not registered in the People’s Republic of China must be registered with the Administration for Industry and Commerce, and must also have a construction contract license issued by the relevant authorities. 3.2 Qualification requirements for bidders: Bidders must possess a Class A qualification certificate for specialized design in environmental engineering (the scope of services permitted by such a certificate must include projects related to air pollution control), or a Class 1 qualification as a professional contractor in environmental protection, or a qualification certificate for general contracting of power engineering at Class 1 or above. 3.3 The bidder must have at least one contract record within the past three years for an EPC renovation project related to ammonia production through the hydrolysis of urea for denitrification in coal-fired thermal power generators with a capacity of 1000MW or more, and such projects must have been put into operation. (The contract records shall include the cover page, scope page, signed and sealed page, as well as verification documents related to acceptance) to prove that the bidder meets the requirements regarding prior project experience; otherwise, its bid will be invalid. 3.4 Joint bids are not accepted for this tender. 3.5 Bidders shall not be in any of the following situations: 3.5.1 Having been included in the \"blacklist\" for joint disciplinary action against those who violate safety production regulations, as designated by the Ministry of Emergency Management (search address: https://www.mem.gov.cn/fw/cxfw/xycx/), within the past three years, and the expiration date of this blacklist being later than the bid submission deadline ； 3.5.2 Those listed on the Credit China website (search address: https://www.creditchina.gov.cn/) as entities with serious credit violations, and whose listing period expires after the bid deadline. 3.5.3 In accordance with the group company’s regulations regarding supplier management, it is necessary to suspend awarding contracts or revoke the eligibility to participate in procurement activities within the specified scope, provided that the expiration date is after the bid deadline. For the winning bidder/candidates, reevaluation will be conducted at key stages such as procurement evaluation, announcement of the winning bid, and contract signing; if any of the above-mentioned circumstances that lead to bid rejection are present, the bid will not be awarded or no contract will be signed. The matters covered by the aforementioned bid rejection provisions are subject to public supervision, and bidders and their interested parties may present evidence in the manner specified in the tender documents. 3.6 Financial requirements: The bidder’s net assets must have been positive in each of the past three years. 3.7 This tender adopts a post-qualification review method; after the bid opening, the evaluation committee will assess the qualifications of the bidders. If a bidder’s qualifications do not meet the requirements specified in the tender documents, the evaluation committee will reject their bid. 4.
