Procurement Conditions The funding for the IGCC distributed energy carbon neutrality application demonstration and ammonia synthesis green upgrade project of China Fifth Ring Engineering Co., Ltd. has been secured; thus, the medium-pressure carbon steel butt-welded fittings project for the IGCC and ammonia synthesis upgrade project of China Fifth Ring Engineering Co., Ltd.-Hongyi Chemical Industry meets the requirements for bidding*. The tenderer is China Wuhuan Engineering Co., Ltd., and a public tender is now being conducted for procurement. 2. Procurement Content and Scope 2.1 Procurement content and scope of this project: (1) Lot/Package number: (Please log in) Lot/Package name: Wuhuan Company – Hongyi Chemical IGCC and Ammonia Synthesis Upgrade Project – Medium-pressure carbon steel butt-welded fittings – Lot Package 01. Procurement content and scope: See the tender documents for details. 2.2 Delivery deadline: 2 months from the date of contract signing. 2.3 Delivery location: Project site. 2.4 Quality standards or main technical performance indicators for the goods: See the technical specifications for details. 2.5 Other: None. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: 1. A qualified supplier of Sinochem Group. 2 Qualified supplier for the general contract of Hongyi Chemical’s IGCC and ammonia synthesis upgrading project. 3.2 Bidders shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； The parties to the consortium shall not submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
