Bidding Conditions The name of this bidding project is: Public Bid for the EPC Project to Replace Liquid Ammonia with Urea as the Denitration Reducing Agent at Chizhou Power Plant of Anhui Company. The bidder is Guoneng Shenwan Chizhou Power Generation Co., Ltd., and the project owner is also Guoneng Shenwan Chizhou Power Generation Co., Ltd.; the funding for this project comes from internal sources. *This project meets the bidding requirements, and public bidding for domestic qualification review is now being conducted for it. 2. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): The bidder is responsible for providing (but not limited to) the detailed plans and designs for the entire project, the preparation of construction drawings along with their review, the creation of as-built drawings, drawings that meet the requirements of municipal authorities, as well as handling project inspections and certifications ； Technical selection and procurement of equipment and materials for processes, control systems, electrical systems, etc ； Civil construction, equipment installation, system commissioning and testing, system trial operation and defect correction, performance testing and acceptance of the entire system, completion acceptance, technical and after-sales service, training, etc. It should also include civil geological surveys for the new urea plant, structural reinforcement design within the scope of the project, project management and coordination, **coordination for departmental inspections, and assistance in obtaining property ownership certificates. The acceptance of this project (including **departmental acceptance) shall be organized by the bidder until it is successful, with the tendering party providing assistance during the acceptance process. The bidder is responsible for handling all necessary compliance procedures related to this project with the local **relevant authorities. Project duration: The total construction period is estimated to be 9 months, with the complete operation of the project to be achieved by December 31, 2022. 2.2 Others: / 3. Bidder Qualification Requirements 3.1 Qualification Conditions and Performance Requirements: [1] Qualification Conditions: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. (2) Bidders must possess and provide a valid **qualification certificate for general contracting of electrical engineering construction at level 1 or above, issued by the competent department in charge of housing and urban-rural development ； Or a design qualification certificate of Class A or above in the power industry (thermal power specialty) ； Or a qualification certificate of Class A or above for specialized design in environmental engineering (the scope of authorization for such a qualification certificate must include projects related to air pollution control). (3) If the bidder is a construction unit, it must possess and provide a valid safety production license issued by the safety production supervision and management department. (4) If the bidder is a construction unit, it must possess and provide valid certification certificates for quality, environment, and occupational health and safety management systems. 【2】Financial requirements: / 【3】Performance requirements: From March 2017 to the bid deadline (subject to the date of contract signing), bidders must have at least two contracts for EPC turnkey projects related to the conversion of liquid ammonia to urea (ammonia production via urea hydrolysis) for thermal power units with a capacity of 300MW or more, and all such projects must have been successfully operational for one year or more. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents. The scanned contract copies must include at least the pages bearing the signatures of both parties to the contract, the date of signing, as well as information on the scope of work and key technical parameters ； The user certification must be stamped by the end-user; it can be an acceptance certificate, a usage certificate, follow-up inspection records, or other documents that prove the subject matter of the contract has been in operation successfully for one year or more. 【4】Credit requirements: / 【5】Qualifications for the project manager: (1) The bidder must provide a valid professional qualification certificate in the field of engineering construction, or a certificate indicating a senior professional title, for the proposed project manager. (2) The project manager must have at least one experience as a project manager responsible for changing the reducing agent used for flue gas denitration in thermal power units with a capacity of 300MW or higher from liquid ammonia to urea. Bidders must provide documentation that can prove the project manager’s qualifications; this may include contracts, acceptance certificates, or customer testimonials, all of which must be stamped and include the name of the project, the name of the project manager, and the name of the company. 【6】Other requirements for key personnel: Technical supervisor: (Required if the bidder is the design agency.) (1) The bidder must provide a valid registration certificate for professional qualifications in survey and design for the proposed design supervisor. (2) The design leader must have at least one experience as a design leader for projects that involve changing the reducing agent used for flue gas denitration in thermal power units with a capacity of 300MW or higher from liquid ammonia to urea. Bidders must provide documentation to prove the design leader’s qualifications; this can be contracts, acceptance certificates, or customer testimonials, all of which must bear seals and include details such as the name of the project, the name of the design leader, and the name of the company. Safety officer: (Required if the bidder is the construction contractor.) The bidder must provide a valid certificate of compliance with safety production standards (Category C) for the proposed safety officer. Quality supervisor: (Required if the bidder is the construction contractor.) (1) The bidder must provide a valid registration certificate for a first-class constructor qualification in the field of construction engineering or mechanical and electrical engineering, as well as a valid safety production assessment certificate (Category B). (2) The construction supervisor must have at least one year of experience in supervising the conversion of flue gas denitration reagents from liquid ammonia to urea in thermal power units of 300MW or higher. Bidders must provide documentation to prove the supervisor’s qualifications, such as contracts, acceptance certificates, or user acknowledgments – all of which must be stamped and include the name of the project, the name of the construction supervisor, and the name of the company. 【7】Other requirements: / Note: The qualifications and performance records of parent and subsidiary companies cannot be used interchangeably. 3.2 Joint bids are not accepted for this project. 4.
