After listening to the reports on the project progress in March and the work plans for April, Chairman Wu stated that the relocation project is essential for the survival of Pingyuan Chemical. With the official documents regarding the management of these two high-priority projects now in place, company leaders at all levels as well as the engineering team must seize the opportunities for development, race against time, and complete the necessary procedures at the appropriate levels as soon as possible. First, for all tasks related to the project, a separate form is used for each task, specifying the responsible party and the deadline for completion, so that everyone has clear targets. The General Engineering Office must address as soon as possible the issues related to coal, energy, and water usage for the relocation project, while the Finance Department should finalize the financing plan promptly. Second, further conduct research on the domestic utilization of imported equipment in order to address the impacts of the international situation on project investment and construction timelines. Third, only through transformation and development can there be a future. Personnel at all levels must fulfill their respective responsibilities to advance the relocation project, and the technical experts from each factory should actively participate in technical exchanges and become more deeply involved in the relocation process. Regarding the issue of automatic ammonia addition for desulfurization, thermal power plants are required to strictly ensure the quality of the 220-ton desulfurization maintenance work, summarize operational experience, optimize on-site operations, and improve operational efficiency ； During the urea dust recovery construction process, all safety measures must be properly implemented to ensure construction safety ； To address the framework repair issues in the deaeration plant of Fertilizer Plant No. 1, it is necessary to strengthen planned management, establish a timeline, and complete the reinforcement as soon as possible. General Manager Zhang Wenquan requested that the schedule for the maintenance of the desulfurization system on the 220-ton boiler be reversed, that a list of issues affecting this maintenance be prepared, responsible departments assigned for each issue, so as to complete the maintenance work as soon as possible ； Regarding the problem of sand leakage in deep wells reported by the thermal power plant, it is necessary to promptly coordinate with the Maintenance Department to carry out repairs, so as to prevent any impact on the supply of production water ； Regarding the issue of automatic ammonia addition for desulfurization, it is requested that the environmental protection authorities discuss with companies such as Hualu Hengsheng and Hengtong the target values and constant levels of SO2 in the exhaust gases, so as to provide guidance for subsequent actions. Chief Engineer Wang Wanying made detailed arrangements regarding aspects such as the handling of procedures for the relocation project, research on key equipment, the use of domestically produced alternatives to imported equipment, and water-saving solutions for circulating cooling water. He also provided guidance on specific tasks such as the automatic ammonia addition for desulfurization in thermal power plants and the recovery of ammonia from urea vent pipes.
