This is how Yima promotes the coal chemical industry to move up the value chain toward its higher end! Yima City in Sanmenxia takes into account the characteristics of an industrial city, adheres to the principle of \"relying on but not being dependent on external factors,\" makes use of the advantages of its status as a modern, high-level coal chemical industry hub in the province, and pursues a development path focused on high-end products, circular economy practices, and differentiation, thereby driving the coal chemical industry toward the development of fine chemicals and new materials. Strengthen innovation leadership to drive industrial upgrading. First, upgrade the park planning. A high standard has been adopted to initiate a new round of revisions to the park’s 10-year master plan, regulatory detailed plans, spatial plans, and development plans. Building supporting infrastructure is regarded as the top priority for enhancing the park’s capacity, thereby providing solid infrastructure support for enterprises in terms of water, electricity, heat supply, and logistics transportation. Currently, a more efficient and convenient road transport network as well as modern sewage pipelines have been constructed and put into service. Once projects such as the ENN Integrated Energy Project, incremental power distribution, upgrades to wastewater treatment plants, and eco-friendly solid waste disposal facilities become operational, it will be possible to achieve zero sewage discharge and ensure that hazardous waste remains within the industrial park. Second is to foster innovation entities. Focusing on the coal chemical industry, we have actively promoted industry-university-research cooperation. We have signed such cooperation agreements with various research institutions, including the Dalian Institute of Chemical Physics of the Chinese Academy of Sciences, Xi’an Jiaotong University, Zhengzhou University, and the Henan Academy of Sciences. These efforts have helped establish cooperative links between universities and enterprises as well as between local governments and enterprises, thereby facilitating the commercialization of research outcomes. Currently, a total of 11 high-tech enterprises have been established; there are also 11 technology-based small and medium-sized enterprises, 3 provincial-level engineering research centers, 6 provincial-level technology research centers, 1 academician workstation, and 1 post-doctoral mobile workstation. Third, establish an incubation platform. Establish industry development funds to provide continuous platform and financial support throughout the entire process – from basic research and technology development, through pilot tests, to industrial application – for the advancement of advanced fine chemical projects, thereby creating a new hub for the development of China’s fine chemical industry in Henan. Currently, the production technology for methanol protein developed by Yimei Coal Biochemical Co., Ltd. has filled the gap in China’s large-scale production capabilities for methanol protein. Meanwhile, the production technology for flocculants developed by Henan Yiqun Environmental Protection Technology Co., Ltd. has broken the monopoly held by foreign giants. Technological innovation is thus becoming a new growth driver for the industrial development in Yima. Focus on targeted investment promotion to drive industrial upgrading. First, extend the “chain” to attract enterprises. Focusing on establishing a provincial base for the fine chemicals and biodegradable materials industries, a series of industrial chain investment promotion maps composed of industry maps, product maps, technology maps, and key enterprise maps have been carefully developed to guide investment efforts accordingly. At the same time, leveraging the advantages of the China Petroleum and Chemical Industry Federation, investment promotion is carried out focusing on upstream and downstream industrial chains in the field of specialty fine chemicals. Collaboration agreements have been reached with companies such as Sichuan Shuzhong Pharmaceutical and Shandong Luxi Chemical, which helps to effectively extend and strengthen the industrial chain. Second, create a \"platform\" to attract projects. The PPP project for the construction of standardized factories and supporting facilities in a coal chemical industry cluster, with a total investment of 790 million yuan, which is based on standardized factory buildings as its infrastructure and features a pilot base for the transformation of scientific and technological achievements as its core, is set to begin construction in May 2022. Upon completion, the project will drive the Yima coal chemical industry to develop from basic chemicals toward higher-value and differentiated products. Third, attract industries around the “key players”. By partnering with leading enterprises in the fine chemicals sector such as Henan Energy and Chemicals, Hengli Group, Supor Group, Pujing Chemicals, Huayi Chemicals, and Sinochem Group, efforts are being made to initiate the construction of projects including the expansion of Kaixiang Chemical’s acetic acid production capacity, standardized factories for polymer new materials (using PPP models), and coal-to-ethanol production facilities operated by Comprehensive Energy Company. At present, projects such as Kaixiang Chemical’s 100,000-ton PBT series project and the 10,000-ton project for producing calcium sulfate whiskers from carbide slag, which have already commenced construction, are advancing rapidly. Preparatory work such as market research and process route evaluation is underway for projects like 2×120,000-ton BDO and 400,000-ton PBS, thus gradually establishing a favorable situation of having several projects under construction, others in planning stage, and yet more in reserve. “During the 14th Five-Year Plan period, the Henan Energy Biodegradable Materials Base project, with a total investment of 20 billion yuan, will be constructed in Yima on a phased basis. Improve service efficiency by focusing on industrial development. First, deepen park reform. Focusing on the three key functions of development, service, and management, efforts are being made to advance the implementation of the \"three modernizations and three systems\" reform. At the same time, in light of local conditions, 5 policies aimed at supporting enterprises were introduced, including measures to assist them in going public or listing on stock exchanges, the establishment of relief funds, and the creation of a system for analyzing and discussing projects. Preferential treatments and incentives in areas such as land use and taxation were further clarified, ensuring that policy-based subsidies are effectively implemented in areas such as promoting technological innovation and helping enterprises that have ceased operations to get back on track, thereby alleviating the concerns of these enterprises. Third are the special task force service projects. A \"four-one\" promotion mechanism has been implemented for leading officials to take responsibility for key projects: one municipal leader is assigned to oversee each project, a dedicated task force is tasked with following up on its progress, a range of issues are addressed through coordination, and efforts are made to help the enterprises develop further. Twelve specialized task forces have been established to support key industrial enterprises such as Yiteng, CRRC, and those in the environmental protection and power generation sectors. Weekly meetings are held to monitor the progress of project construction, and every effort is made to provide round-the-clock, comprehensive, and thorough support for these projects. Issues that arise during the construction process are addressed promptly, so that projects can be launched, built, put into operation, and start yielding results as soon as possible. Fourth, strengthen external oversight. A system of \"bi-monthly evaluations and semi-annual assessments\" is implemented, with monitoring points set up for the business environment. Innovative supervision methods such as \"scan-to-rate\", \"weekly focus sessions\", and \"television Q&A sessions\" are adopted to create a business environment that is efficient and free from favoritism. With a sense of urgency to act promptly, a sense of crisis regarding delays, and a strong sense of responsibility, comprehensive and multi-faceted services are provided to enterprises and the public. Newly established companies such as Hongrun Chemical, Qianqiu New Energy, and Xihe Chemical have managed to start operations and go into production within the same year, demonstrating the \"Yima speed\".
