At the same time, a series of policies are implemented in conjunction with this effort, including the development of an industrial chain for the differentiated conversion and utilization of coal, infrastructure construction, policy and financial support, and the improvement of the business environment; these measures are taken to encourage coal mining enterprises as well as those involved in the advanced development of coal-based power and chemical industries from across the country to come to Ping for inspections and investment purposes. Pingliang is located in the southwest of the Ordos Basin and forms an important part of the Huanglong coal base, one of China’s 14 major coal production bases. It is the core area of the **-level Longdong Energy Base as well as the largest coal, electricity, and chemical industry hub in the province. The country has enormous coal resources; 11 billion tons of coal reserves have been identified, with an estimated total reserve of 65 billion tons. Since last year, the city has made every effort to develop the industry chain for the differentiated conversion and utilization of coal as the top priority among its nine key industrial chains. Aiming to build a provincial energy and chemical industry hub, it has focused on green and intelligent coal mining, clean thermal power generation, modern coal chemical processing, and resource recycling. A number of key projects have made progress smoothly, and breakthroughs have been achieved in extending, strengthening, and optimizing this industry chain for the differentiated conversion and utilization of coal. At present, the city has a coal production capacity of 27.18 million tons, a thermal power installation capacity of 4.13 million kilowatts, and a coal-based chemical production capacity of 800,000 tons for methanol and polypropylene. In 2021, the city’s coal production amounted to 21.837 million tons, while its electricity generation reached 20.58 billion kWh; these figures represented more than half and one-fifth of the provincial totals respectively. A framework for the integrated development of coal, electricity, chemicals, and metallurgy was initially established in this region. The specific resource areas for the public auction of coal mining rights this time are Zhouzhai South in Chongxin County, Baili in Lingtai County, Gaoping North in Jingchuan County, Gaoping South in Jingchuan County, Lingbei in Lingtai County, and Anjiazhuang in Lingtai County; the area of each block ranges from 16 to 207 square kilometers. The coal quality in the above areas includes weakly caking coal, medium-caking coal, non-caking coal, and long-flame coal with low ash content, extremely low to low sulfur levels, medium-high to high volatility, and high calorific value; these are high-quality coals suitable for use as fuel, in gasification processes, oil refining, and chemical industries. The city’s highway network of \"two horizontal routes (Qinglan and Pingtian) and three vertical routes (Pengda, Jingzhuang, and Jinghua)\\" has been largely established. There are three main railway lines in the area: Baozhong, Tianping, and Xiping. A dedicated coal transport line for Huayan Coal Mine has been built, along with four specialized coal collection and distribution stations in Simili Pu Town, Ankou Town, Nanchuan Town, and Huayan. A dedicated coal transport line for Chenjiagou Coal Mine on the Tianlong Railway is under construction, and there are plans to build additional railway lines for coal transport such as the extension of the Baolin Railway. Moreover, heavy-duty highways in the mining areas and a military-civilian shared airport in Pingliang are being developed. Efforts are being made to create three major demonstration zones for a coal-electricity-chemical circular economy: the Huating Industrial Park Demonstration Zone, the Lingtai County Coal-Electricity-Chemical Circular Economy Demonstration Zone, and the Chongxin County Industrial Cluster Coal-Electricity-Chemical Industry Demonstration Zone. The reporter learned that the city is actively cooperating with the Provincial Department of Natural Resources in exploring the possibility of selling mining rights for some high-quality coal resources on the market. The goal is to further promote green and intelligent coal mining, the clean and low-carbon development of thermal power generation, as well as coordinated development among coal, electricity, and chemical industries. This approach aims to improve the efficiency of comprehensive resource utilization and to achieve circular development through integrated exploitation of coal, electricity, and chemical resources. By working together with strong state-owned and private enterprises in China, the city seeks to realize the goal of establishing an energy and chemical industry base in eastern Gansu.
