Qualification requirements for bidders 3.1 Qualification requirements for bidders 3.1.1 The bidder must be an independent legal entity under the People’s Republic of China, possess a valid business license, have a registered capital of 3 million yuan or more, have been in operation for at least 3 years, and be eligible to be a general VAT taxpayer. 3.1.2 Bidders must *register. 3.1.3 Manufacturers on the list of qualified suppliers for this project. 3.1.4 In principle, only manufacturers are allowed to submit bids for this procurement package. If a manufacturer can only bid through an agent, it must provide a document confirming its exclusive authorization to do so. 3.1.5 Meet the qualification requirements related to the project. 3.1.6 It possesses good banking credit and commercial reputation, has not been ordered to suspend operations, has no assets seized or frozen, and is not in a state of bankruptcy; it also has no property disputes. 3.2 The bidder shall not be in any of the following situations: (1) Having the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at the provincial level or above where this project is located, in accordance with the law. ②Currently in a state where it has been ordered to cease production and business operations; have its licenses suspended or revoked; have its permits suspended or revoked; or have its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for managing bidders, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Accept / Reject. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit a bid on its own behalf, nor shall it participate in the bidding process for this project as part of another consortium.
