2025 is a critical period for accelerating the establishment of a new energy system, promoting high-quality energy development, and ensuring high levels of energy security. Organizations at all levels must drum up momentum and deploy their best resources; by working backward from the deadline and driven by assigned tasks, they can achieve results that reflect high-quality development and thus deliver a satisfactory outcome. The focus is on achieving decisive success in six areas: focusing on core business, deepening reforms, driving innovation, optimizing and restructuring, preventing risks, and leveraging party building as a guiding force. First, focus on core responsibilities and main business areas to build a leading industrial system with prominent advantages and efficient coordination. We will firmly strengthen the \"3+1\" core business framework and the six major industrial sectors, and make vigorous efforts to upgrade traditional industries, foster the growth of emerging industries, and take proactive steps in developing future-oriented industries. Second, deepen the reform of state-owned enterprises to establish a modern institutional framework with standardized governance and strong vitality. We will unswervingly deepen reforms, addressing weaknesses and strengthening strengths at the institutional and systemic level, consolidating foundations and leveraging advantages. By pursuing leaner organizations, more precise management, and more efficient operations, we will set clear priorities, grasp the right timing and approach, and drive reforms into deeper waters and toward areas where challenges exist. Third, strengthen innovation-driven development and build a new quality development system driven by technology and full of momentum. We will further promote the integrated development of talent chains, industrial chains, and innovation chains, and improve mechanisms for coordinated advancement in terms of policies, projects, and resources, so as to leverage the advantages of new forms of productive capacity to address the changes in the external economic landscape. Fourth, implement optimization and restructuring to establish a lean management system that puts cash first and efficiency at the core. Implement the new requirements regarding \"one profit and five rates,\" establish a market-oriented operation mechanism, deepen the \"two increases, three decreases, and four improvements\" initiative, and shift the mindset from focusing on volume, cost, and profit to focusing on price, cost, and profit. Fifth, it is to comprehensively prevent and control risks, and establish a stable development framework that addresses both symptoms and root causes through systematic measures. We will focus on preventing and resolving major risks, strengthen the strict constraints on internal control implementation, ensure the safety of our own development, and play a better role in coordinating development and security. Sixth, strengthen the leadership role of Party building by establishing a Party-building work system that is integrated into various aspects and serves to support development. We firmly uphold and strengthen the Party’s overall leadership, thoroughly implement the Party’s organizational principles for the new era, and promote the close integration of Party building work with production and operations.
