Bidding Conditions: The project in question, namely the 2 billion cubic meters per year phase of Inner Mongolia Huaxing New Energy Co., Ltd.’s 4 billion cubic meters per year coal-to-natural gas project, has been approved for construction. The project owner is Inner Mongolia Huaxing New Energy Co., Ltd., with the construction funds coming from the company itself at a 100% contribution rate; the bidder is also Inner Mongolia Huaxing New Energy Co., Ltd. The project is ready for bidding, and domestic invitations are now being issued for the design and services related to this project. 2. Project Overview and Scope of Bidding 2.1 Project: Phase I of the 4 billion cubic meters per year coal-to-natural gas project undertaken by Inner Mongolia Huaxing New Energy Co., Ltd., specifically the 2 billion cubic meters per year section of this project. 2.2 Location of the project construction: (Please log in) 2.3 Scale of the project: It is planned to produce 4 billion cubic meters of natural gas per year; the construction will take place in two phases. The first phase will have a production capacity of 2 billion cubic meters of natural gas per year, with each unit being capable of producing 1 billion cubic meters. This project plans to use the coal resources from the Nalin River mining area in Ordos as raw material, and to employ processes such as pressurized gasification of coal, shift reaction, gas purification via low-temperature methanol washing, and methanation to produce natural gas. The construction components include coal preparation units, gasification units (including gas-water separation, phenol and ammonia recovery, shift reaction, and gas holders), purification units (including low-temperature methanol washing, compression refrigeration, and sulfur recovery), methanation units, compression and drying systems, waste heat power generation units, air separation units, chemical water treatment plants, sewage treatment facilities, as well as systems for treating medium-concentration wastewater and high-concentration brine; forced evaporation, concentration, and salt separation processes; VOC control systems; water supply, drainage, and circulating water cooling systems; systems for collecting process wastewater and wastewater generated in emergency situations; power transformation and distribution systems, flares, tank farms, acid and alkali treatment stations, air compressor stations, and storage and transportation systems among other utility systems ; Systems such as the central control room, central laboratory, environmental monitoring systems, fire and gas protection stations, warehouses, heat exchange stations and other auxiliary production facilities; general layout and transportation systems, plant-wide transportation networks, plant roads, plant lighting systems, external piping systems, telecommunications systems, alarm systems, etc. 2.4 Scope of the bidding: The design (construction drawings) for the 2 billion cubic meters per year phase of Project Phase I of Inner Mongolia Huaxing New Energy Co., Ltd.’s 4 billion cubic meters per year coal-to-natural gas project, along with the corresponding technical services provided by the design institute; consideration is also given to the overall layout and proper coordination among various specialties for phased construction. 3. Qualification requirements for bidders 3.1 Qualification conditions (1) Bidders shall comply with the \"Law of the People’s Republic of China on Bidding\" and other relevant Chinese laws and regulations. (2) The bidder shall have the status of an independent legal entity in the People’s Republic of China and hold a valid business license. Bidders must provide a copy of their business license. (3) Bidders shall possess a comprehensive Class A or higher qualification in engineering design issued by the construction administrative department, or a specialized Class A or higher qualification in engineering design for the chemical, petrochemical, and pharmaceutical industries. Bidders must provide copies of their qualification certificates. 3.2 Performance Requirements: Bidders must have experience in the detailed design or EPC turnkey project execution of coal chemical projects, or projects similar to those undertaken by Huaxing. Bidders must provide copies of the key pages of the contract (cover page, project scope, scope of work, and signature page). Performance verification documents not submitted in accordance with the above requirements will not be considered valid performance. 3.3 Personnel Requirements 3.3.1 Project Manager/Person in Charge: (1) The project manager shall possess a registered professional qualification or a senior technical title, as well as experience in the detailed design of coal-to-gas projects or similar projects to those undertaken by Huaxing, or in the management, design, or construction of EPC turnkey projects. Bidders must provide a copy of their professional title certificate. (2) Have served as a project manager/responsible person for at least one coal-to-natural gas project. Bidders must provide copies of the key pages of the contract (cover page, project scope, scope of assignment, and signing page), along with supporting documentation confirming the qualifications of the project manager/responsible person. (3) Provide proof of social insurance contributions issued by the social security agency, showing that the project manager has worked for the bidding entity for at least three years. 3.3.2 Technical Director: (1) Possess a registered professional qualification in design. Bidders must provide a copy of their professional title certificate. (2) Has served as the technical leader for at least one coal-to-natural gas project. Bidders must provide copies of the key pages of the contract (cover page, project scope, scope of work, signature page), as well as supporting documentation confirming the qualifications of the person in charge of technology. (3) Provide proof of social insurance contributions issued by the social security agency, showing that the project manager has worked for the bidding entity for at least three years. 3.4 Other requirements: (1) Joint bids are not accepted for this tender. (2) Credit requirements: Not listed as a dishonest debtor by the people’s court; the result obtained from the \"Credit China\" website (www.creditchina.gov.cn) on the day of the bid evaluation shall prevail. 4. Economic compensation for technical achievements: No economic compensation will be provided for the technical achievements outlined in the bid documents of bidders who do not win the bid in this tender. 5. Acquisition of Tender Documents 5.1 Invited bidders are requested to obtain the electronic version of the tender documents by 17:00 on July 15, 2022 (Beijing time in 24-hour format; the same applies hereafter), by logging in; they must also pay a fee of 1000.00 yuan for platform usage and technical support. 6.
