Conditions for tendering: The name of this tender project is: Public tender for the long-term urea procurement by Beihai Power Plant of Guangxi Company for the 2022–2023 period*. The tenderer is Guoneng Guangtou Beihai Power Generation Co., Ltd.; the project entity is also Guoneng Guangtou Beihai Power Generation Co., Ltd. The funds for this project are self-raised*. This project meets the bidding requirements, and public bidding for domestic qualification review is now being conducted for it. 2. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): 1) The 2×1000MW new power plant project of Guangxi Company in Beihai is located at No. 160, Binhai Avenue, Tieshan Port District, Beihai City, within the Guoneng Guangtou Beihai Energy Base. In this public tender for the long-term procurement contract of urea from 2022 to 2023, the name of the goods to be purchased is “urea”. The urea must comply with the GB/T 2440-2017 standard; please refer to Chapter 5 for detailed supply requirements. Estimated delivery period: August 15, 2022, to December 31, 2023; estimated total purchase volume: 7,200 tons ； Supply shall be provided in batches according to the requirements of the tendering party; the specific delivery time shall be subject to the notice from the tendering party. Qualification requirements for bidders 3.1 Qualification conditions and performance requirements: [1] Qualification requirements: (1) Bidders must be legally registered independent legal entities or other organizations, and must provide valid proof documents. (2) If the bidder is an agent, it must provide a valid authorization from the urea producer involved in this tender or a sales agreement signed with such producer. 【2】Financial requirements: / 【3】Performance requirements: From June 1, 2017, to the deadline for bid submission (subject to the contract signing date), the bidder must have at least one completed contract for urea sales, with the supply volume under each contract being 1,000 tons or more. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents. The scanned contract copies must include at least the pages bearing the signatures of both parties to the contract, the date the contract was signed, and the key information specified in the performance requirements ； The user certification must be stamped by the end user. It can be an acceptance certificate, a usage certificate, a follow-up visit record, or any other document that proves that the contractual obligations have been fulfilled. Note: The qualifications and performance records of parent and subsidiary companies shall not be used interchangeably. 3.2 Consortium bids are not accepted for this project. 3.3 Bids from agents are accepted for this project. 4. Obtaining of tender documents * The sale of tender documents begins at 09:00 on July 8, 2022, and the deadline for purchasing them is 16:30 on July 14, 2022. *The price per set of tender documents for each bid section (package) is 1,000.0 RMB for Bid Section (Package) 1; no refund will be provided after purchase.
