Bidding Conditions The funds required for the EPC general contracting of the purification unit in the upgrade demonstration project for methanol production through comprehensive resource utilization by HuLu Engineering Technology Co., Ltd. and Xinjiang Zhongtai New Materials Co., Ltd. have been secured; thus, the conditions for bidding on the boiler feed water pump required for this project are met*. The tenderer is Hualu Engineering Technology Co., Ltd., and a public tender is now being conducted. 2. Project Overview and Bidding Details 2.1 Project Overview and Bidding Details (1). Lot/Package Number: 22243-XJ-RM004/01 Lot/Package Name: EPC General Contract for the Purification Unit of Hualu Company’s Xinjiang Zhongtai New Materials Co., Ltd.’s Methanol Production Upgrade Demonstration Project – Boiler Feed Pump, Package 01. Bidding Content and Scope: EPC general contract for the purification unit, along with the boiler feed pump, as part of Hualu Company’s Xinjiang Zhongtai New Materials Co., Ltd.’s Methanol Production Upgrade Demonstration Project. 2.2 Delivery Time: The manufacturer shall propose a reasonable minimum delivery time. 2.3 Delivery Location: The construction site on the east side of the Tongxin Industrial Park in Ailehui Town, Toksun County, Xinjiang. 2.4 Quality standards for the goods or key technical performance indicators: See Technical Document for details. 2.5 Other: None. 3. Qualification requirements for bidders 3.1 Qualification requirements for bidders: (1) The bidder must be included in the list of qualified suppliers specified in the contract between the tenderer and the project owner, Zhongtai New Materials Co., Ltd. 3.2 The bidder shall not be in any of the following situations: (1) Having the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in tendering activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for bidder management, those who are prohibited from participating in bidding activities and whose prohibition is still in effect. 3.3 Whether the project accepts consortia: Accept / Reject. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ； None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ； None of the parties in the consortium shall submit a bid on its own behalf, nor shall it participate in the bidding process for this project as part of another consortium.
