At 12:28 p.m. on October 22, the construction of the 500,000-ton-per-year upgrading project for hazardous waste coal tar at Xinjiang Xuan Dong Energy Co., Ltd., carried out by Shanghai Shengbang Technology Co., Ltd., officially started, marking the full entry of this project into the construction phase. The total investment for Xinjiang Xuan Dong Energy Co., Ltd.’s 500,000 tons per year project to upgrade hazardous waste coal tar is approximately 600 million RMB, with Shengbang Technology Co., Ltd. undertaking the EPC general contracting work. The project is located in the Yiwu Industrial Processing Zone of Naomao Lake Town, Yiwu County, Hami City. It mainly includes a coal tar upgrading unit, a plant substation, plant cabinet rooms, and other auxiliary facilities. Xinjiang Xuantai Environmental Protection Energy Co., Ltd. is a wholly-owned subsidiary of Xinjiang Xuanli Environmental Protection Energy Co., Ltd. Xuandong Energy utilizes the region’s abundant coal resources to produce high-quality coal and coal tar, as well as waste gas from coal processing. It also makes comprehensive use of these by-products, establishing a demonstration park for an integrated circular economy and comprehensive resource utilization model that encompasses coal mining, the production of environmentally friendly bituminous coal, the production of high-quality coal light oil, the comprehensive treatment and utilization of waste gases from coal chemical processes within the 13th Division’s area, and coal tar hydrogenation – thus creating a full industrial chain development model. In April 2020, the 6 million tons per year low-grade coal comprehensive utilization project of Xinjiang Xuantai Environmental Protection Energy Co., Ltd. began construction in the industrial cluster park of Naomaohu Farm. The project will be constructed in three phases. Phase 1 project: Construct a 6 million tons per year facility for the differentiated utilization of low-grade coal, along with associated utility systems and auxiliary production facilities ； Phase 2 project: Construction of a 500,000 tons/year facility for the upgrading of hazardous waste coal tar, along with associated utility and auxiliary production facilities ； Phase 3 project: Construction of a 100,000-ton/year LNG plant and a 50,000-ton/year needle coke plant, along with associated utility and auxiliary production facilities. Upon completion of the project, the main products will be 3 million tons per year of upgraded coal, 350,000 tons per year of light coal tar No. 1, 130,000 tons per year of light coal tar No. 2, 100,000 tons per year of LNG, and 50,000 tons per year of needle coke. As by-products, there will be coal dust, liquefied gas, modified asphalt, coking wash oil, coking light oil, sulfur, liquid ammonia, and other products. After 14 months of hard work, on June 30, 2021, the launching ceremony for the joint commissioning of Phase I of Xinjiang Xuantai Environmental Protection Energy Co., Ltd.’s project for the comprehensive utilization of low-grade coal at a capacity of 6 million tons per year was held in a grand manner. With the completion and operation of this project, a circular economy industrial chain of \"low-grade coal – semi-coke – hydrogen production from waste gas – hydrogenation of coal tar\" will be established in the area around Naomaohu, thereby promoting the rapid development of local industries such as those related to low-grade coal, shaped coke, and coal tar processing.
