According to information from Shaanxi Chemical Construction in late November 2023, all construction tasks for the aforementioned project, carried out by Shaanxi Chemical Construction’s First Company, have been largely finished, and the project has now entered the stage of thorough inspections and final adjustments, as well as subsequent wrap-up work. Shaanxi Huajian is responsible for carrying out the installation work for all the utility facilities within the project scope of this 100,000 m3/h coal-to-hydrogen plant, including air separation, coal gasification, shift reaction, low-temperature methanol washing, sulfur recovery, PSA, the plant’s substation, and the boundary lines. Xinjiang Xuandong Energy’s 100,000 m3/h coal-to-hydrogen plant uses SE coal slurry gasification, sulfur-resistant shift reaction, low-temperature methanol washing, and PSA for hydrogen production. In June 2022, the Xinjiang Department of Ecology and Environment issued a approval notice regarding Xinjiang Xuan Dong Energy Co., Ltd.’s project for the clean and efficient utilization of coal on a scale of 10 million tons per year, as well as a project for producing hydrogen through gasification at a rate of 100,000 m3/h. Xuandong Energy Co., Ltd. is constructing its project for the clean and efficient utilization of coal on a scale of 10 million tons per year, along with hydrogen production via gasification at a rate of 100,000 m3/h, in three phases. The total investment for the project is 4,490 million yuan, of which 852 million yuan is allocated to environmental protection measures, accounting for 18.98% of the total investment. According to the publicly available environmental impact assessment information, coal-to-hydrogen production utilizes SE water-coal slurry gasification, sulfur-tolerant shift reaction, low-temperature methanol washing, and PSA for hydrogen production. The equipment allocation for each process stage of the project is as follows: Gasification – 2 gasification furnaces, with a water-cooled wall and lower cooling system; 2 units in operation and 1 as backup. Transformation: Sulfur-resistant transformation, CO+H2 110,000 m3/h. Purification: Low-temperature methanol washing for CO+H2, 110,000 m3/h. PSA hydrogen production: 100,000 m3/h. Sulfur recovery: two-stage Claus process for sulfur production. Project Overview: The 100,000 Nm3/h coal gas-to-hydrogen project of Xinjiang Xuan Dong Energy is located in the comprehensive energy industry zone of the Yiwu County Industrial Park. It is primarily used to supply hydrogen for the coal tar hydrogenation unit of Xinjiang Xuan Dong Energy’s project aimed at the clean and efficient utilization of 10 million tons per year of coal on a differentiated basis. This project includes process units such as air separation, coal preparation, gasification, shift reaction, low-temperature methanol washing, sulfur recovery, and PSA hydrogen production, along with the supporting utility systems. The air separation unit has a capacity of 40,000 Nm3/h (O₂), and it supplies process air, instrument air, and nitrogen for the entire plant. Phase 1: 6 million tons per year coal grading and quality-based utilization facility, along with utility systems and auxiliary facilities ； Phase II: 200,000 tons/year LNG production facility using comprehensive utilization of waste gas, along with supporting facilities ； Phase 3: A coal grading and quality-based utilization facility with a capacity of 4 million tons per year, an LNG production facility capable of producing 200,000 tons per year from the comprehensive utilization of waste gas, along with supporting projects and auxiliary facilities. The total investment is 420,000 million yuan, of which 126,000 million yuan comes from own funds, while 294,000 million yuan is borrowed from banks. Xinjiang Xuan Dong Energy Co., Ltd. is a wholly-owned subsidiary of Xinjiang Xuan Li Environmental Protection Energy Co., Ltd., and was established in 2017. Xuandong Energy’s project for the clean and efficient utilization of coal on a scale of 10 million tons per year is being constructed in three phases. The first phase involves building a facility for the graded and differentiated utilization of 6 million tons of coal per year, along with the necessary utility systems and auxiliary facilities ； Phase II construction: a facility for the comprehensive utilization of waste gas to produce 200,000 tons per year of LNG, along with associated facilities ； The third phase involves the construction of a coal grading and quality-based utilization facility with an annual capacity of 4 million tons, as well as a facility for the comprehensive utilization of waste gas to produce 200,000 tons of LNG per year, along with related infrastructure and auxiliary facilities; the total investment amounts to 4.2 billion yuan.
