Review Meeting for the Overall Design of the Ethylene Glycol Project at Shaanxi Coal Yulin Chemical Held / Author/Source: Huahua Network – Coal Chemical Industry / Date: 2019-06-10 / Clicks: 39 From June 5th to 6th, a review meeting for the overall design of the 1.8 million tons per year ethylene glycol production facility, which is part of the first phase of Shaanxi Coal Group Yulin Chemical Co., Ltd.’s project aimed at developing new chemical materials through the selective utilization of coal, was held in Xi’an. The meeting reached a consensus on the review opinions regarding the overall design of the project. The approval of the overall design review marks the official transition of the project to the basic design phase. 35 renowned experts from the chemical industry across the country, Shang Jianxuan, vice president of Shaanxi Coal Group, Song Shijie, executive director of the Basic Construction Management Department, Strategic Planning Committee, Chemical Industry Division, Financial Assets Department, and Energy Conservation and Environmental Protection Department, as well as Zhang Xiaojun, general manager, and Zhang Guangrui, vice president of Yulin Chemical Company, along with heads of relevant departments and professional technical personnel, attended the meeting. This overall design review was conducted in 7 groups: the plant’s process systems, utility systems, general layout and transportation, electrical and instrumentation systems, the area in front of the plant, HSE, and the budget estimate. The meeting heard presentations on the overall project design documents from China Global Engineering Co., Ltd. of the General Institute, China Tianchen Engineering Co., Ltd. of the Equipment Institute, Donghua Engineering Technology Co., Ltd., Hualu Engineering Technology Co., Ltd., Northwest Electric Power Design Institute Co., Ltd. of China Power Engineering Consulting Group, and China Architecture Design & Research Group Corporation. The experts present conducted a thorough discussion and detailed review of the overall design, and their feedback provided valuable insights that helped to improve and optimize the project’s overall design as well as the subsequent foundation engineering design. Also attending this conference were representatives from China Global Engineering Co., Ltd., China Tianchen Engineering Co., Ltd., Donghua Engineering Technology Co., Ltd., Hualu Engineering Technology Co., Ltd., Northwest Electric Power Design Institute of China Power Engineering Consulting Group Co., Ltd., Shengbang Technology Co., Ltd., China Architecture Design & Research Group Corporation, Kaochemical Technology Co., Ltd., as well as leaders and staff from the relevant departments in Yulin City. Shang Jianxuan, deputy general manager of Shaanxi Coal Group, delivered a speech on behalf of the group, expressing his gratitude to the experts and various design institutes for their hard work over the two days, and stating that the group would fully accept and acknowledge their opinions and suggestions. Point out the significance of this project for Shaanxi Coal Group and the importance of this review for the project. The Basic Construction Management Department of the group company and Yulin Chemical Company are required to urge various design institutes to earnestly implement the experts’ review comments, to discuss the experts’ suggestions carefully, to examine them item by item, to modify the overall design documents, and to produce written materials as a result. For designs related to safety, environmental protection, fire protection, hygiene, etc., proactive consideration is required, and the latest **codes and standards must be strictly followed. The design should adhere to the principles of efficiency, intelligence, and cost savings, while striving to control project investment. The Demonstration Project on the Utilization of Coal at Different Grades to Produce New Chemical Materials by Shaanxi Coal Group Yulin Chemical Co., Ltd. is currently the largest coal chemical project under construction in the world, and it is located in the Qingshui Industrial Park in Yulin City. The total area of the project is approximately 13 square kilometers, with a planned total investment of around 102.2 billion yuan. It is capable of processing 20.14 million tons of raw coal per year. The project includes 27 processing units along with the associated utility systems; these mainly involve the medium- and low-temperature pyrolysis of 15 million tons of coal, the production of 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, and 2 million tons of MTO, as well as downstream products derived from these intermediates. In the **13th Five-Year Plan for Energy Development** released in December 2016, this project was listed as a key construction project for the deep processing of coal ； In the \"13th Five-Year Plan for Demonstration Projects in the Advanced Coal Processing Industry\" released in February 2017, this project was once again listed as a new demonstration project for the differentiated utilization of low-grade coal. Phase 1 of the project involves an ethylene glycol production facility with an annual capacity of 1.8 million tons; it covers an area of approximately 4.4 million square meters. The estimated investment for this project is 26.5 billion yuan, and completion and commissioning are scheduled by the end of June 2021.
