Guizhou Energy Shuicheng invests 4.2 billion yuan to launch a 2-million-ton coal chemical project

Recently, the groundbreaking ceremony for the coal coking project of Guizhou Shuicheng Energy (Group) Co., Ltd. (referred to as “Guizhou Energy Shuicheng”) was held. Li Hao, the project manager of the general contractor MCC Coking & Refractory (Dalian) Engineering Technology Co., Ltd., attended the ceremony to announce the start of construction; representatives from the construction party, supervision agency, general contractor, and other participating units were also present. The project is located in Shuicheng District, Liupanshui City, covering an area of approximately 40,000 square meters. The total construction area is around 35,000 square meters. The construction tasks carried out by Hunan Building Installation Branch include foundation work, the first and second phases of structural construction, decoration, and steel structure installation. It is reported that this project is part of Guizhou Energy Group’s strategy to build a new type of comprehensive energy base and to become a hub for coal supply in the southwest region. Under this strategy, the group is developing an integrated industry involving coal, electricity, gas, and chemicals. The approach emphasizes efficient utilization of mineral resources, with a focus on maximizing the value of the Xinsheng Coal Chemicals assets. Advanced clean production technologies and modern equipment are used to establish a circular economy industrial complex that combines coal, coke, chemicals, and electricity production in the existing site of the former Xinsheng Coal Chemicals facility in Laoying Mountain Sub-district, Shuicheng District. The goal is to create an energy supply system that features multiple energy sources working together, is green and low-carbon, and is safe and efficient. This will help to develop a new type of power system in Guizhou. It is understood that the coal-coke-chemical-power circular economy base project of Guizhou Energy Group in Shuicheng District mainly includes 2×660,000-kilowatt coal-fired power generation projects, a coal coking project with an annual capacity of 2 million tons, a project for converting coke oven gas into natural gas (SNG), a dedicated railway freight yard line with an annual capacity of 8 million tons, as well as a new energy project with a capacity of 2.4 million kilowatts. The total estimated investment for this project is 19.8 billion yuan. Once the project is completed and put into operation, it will be able to produce 2 million tons of coke per year, 87,000 tons of tar, 26,000 tons of crude benzene, 29,000 tons of sulfuric acid, 186 million cubic meters of natural gas, and 8.3 billion kW•h of electricity. The annual output value is expected to be 7.5 billion yuan. At present, this project is being advanced in full swing. The 2 million tons per year coal coking project has completed the pile foundation construction for the coke ovens; currently, work is being accelerated on the pile foundation and foundation construction in the areas related to coking, screening, chemical products production, and the conversion of coke oven gas into natural gas. Next, the foundation work will be completed as soon as possible, after which equipment installation will begin. It is planned that the two coke ovens will be built and put into operation in June and September 2025 respectively. On July 24, 2023, the review meeting for the feasibility study report of Guizhou Shuicheng Energy (Group) Co., Ltd. (referred to as “Guizhou Energy Shuicheng”)’s 2 million tons per year coal coking project for circular economy-based comprehensive utilization was held at Guizhou Panjiang Power Investment Co., Ltd. In December 2023, the Guizhou Provincial Department of Ecology and Environment issued a public notice regarding the approval of the project’s environmental impact assessment documents. Construction Contents: The main components of the project include coal preparation, coking, dry quenching of coke, coke processing, and gas purification systems. There is also a facility for converting excess coke oven gas into natural gas (SNG). In addition, there are systems for generating electricity from the waste heat from dry quenching processes as well as hydrogen-rich gas, along with facilities for storage and transportation, auxiliary services, environmental protection, and living and office purposes. The construction scale is 2 million tons per year of dry quenched coke, 186 million cubic meters per year of SNG produced from coke oven gas, and 386 million kWh per year of electricity generated from the waste heat of dry quenching coke and hydrogen-rich gas.
