Completion of acceptance inspection for the first phase of Inner Mongolia Baofeng Coal-based New Materials project, involving 2.6 million tons of coal-to-olefins production and related facilities

From August 24 to August 25, Inner Mongolia Baofeng Coal-based New Materials Co., Ltd. organized experts to conduct the completion inspection of the safety facilities for the company’s first-phase project involving 2.6 million tons per year of coal-based olefins production, along with a complementary facility for producing olefins through the use of green hydrogen in a combined process. To effectively strengthen the supervision of work safety in enterprises, relevant personnel from the Emergency Management Department of the autonomous region, the Emergency Management Bureau of Ordos City, the Emergency Management Bureau of Wushen Banner, and the Emergency Management Office of the Sulihe Economic Development Zone participated in and supervised the entire inspection process. In accordance with the \"Measures for the Supervision and Management of the ‘Three Simultaneities’ Principle for Safety Facilities in Construction Projects\", the \"Guidelines for the Prevention and Control of Safety Risks in Hazardous Chemicals Production and Construction Projects\", as well as relevant laws, regulations and standard requirements, the expert group conducted a thorough, meticulous and rigorous review from multiple perspectives of the enterprise’s safety facility construction and operation status, as well as its safety management systems, employee safety training records, emergency response plans and other related aspects. A total of 118 on-site issues were identified, along with 106 issues in the evaluation reports. Following comprehensive assessment by the expert group, it was agreed that the enterprise could proceed with the completion acceptance of its safety facilities after addressing these issues. As a major project in Inner Mongolia Autonomous Region, the completion inspection of the safety facilities indicates that all units of Inner Mongolia Baofeng Coal-based New Materials Co., Ltd. meet the safety production requirements stipulated by current regulations and standards. This lays a solid foundation for obtaining the safety production license in the future, representing a crucial step in transitioning the project from trial production to full-scale operational status. The project is located in the Tuk Industrial Zone of the Sulihe Economic Development Zone, Wushen Banner, Ordos City, Inner Mongolia Autonomous Region. Using coal as raw material, it employs processes such as pressurized gasification of coal slurry, purification, methanol synthesis, and methanol-to-olefins conversion to build a new facility with an annual capacity of 2.6 million tons for coal-to-olefins production, along with a supporting facility capable of producing 400,000 tons per year of olefins through a process that incorporates green hydrogen. The project design calls for 8.2922 million tons of raw coal to be used per year, and 1.3241 million tons of fuel coal per year (this amount will drop to 1.1152 million tons per year after 5 years of using green hydrogen). The amount of fresh water required for production is 28.1504 million cubic meters per year (which will decrease to 26.5132 million cubic meters per year after 5 years of using green hydrogen). The main components of the project include 12 production units such as air separation, gasification, shift reaction and heat recovery, low-temperature methanol washing, sulfur recovery, methanol synthesis, methanol to olefins, olefin separation, steam cracking, C4 to 1-butene production, polyethylene, and polypropylene ; Auxiliary engineering includes power stations, water supply and drainage systems, flare systems, etc ; Storage and transportation engineering includes coal transportation and storage systems as well as tank farms, etc ; Environmental protection engineering mainly includes waste gas treatment facilities, wastewater treatment facilities, and solid waste treatment facilities.Project Category: According to the “Catalogue for Classified Management of Environmental Impact Assessments of Construction Projects (2021 Edition)”, this project falls under “Coal Processing 252” within “22.
