Scope of the tender: Responsible for the design, procurement, and construction of all processes, static equipment, dynamic equipment, layout planning, pipelines, instrumentation and automation systems, electrical systems, telecommunications, civil engineering (structure/construction), heating, ventilation, and air conditioning systems, fire protection measures, analysis and testing services, water supply and drainage systems, safety measures, environmental protection measures, as well as occupational health and safety aspects within the scope of the purification plant. Construction shall be carried out in accordance with the requirements of “6+2” principles. The contractor is responsible for all tasks related to individual unit tests, mechanical completion, intermediate handovers, delivery acceptance, special inspections, and final acceptance. Additionally, technical guidance and support services shall be provided to the client during stages such as combined system tests, commissioning with feedstock, actual operation, and performance evaluation. Guoneng Xinjiang Coal-to-Gas Co., Ltd.’s 2 billion cubic meters per year coal-to-natural gas project in Zhundong. **The Energy Group’s 2 billion cubic meters per year coal-to-natural gas project in Zhundong is a key initiative aimed at converting Xinjiang’s coal resources on-site. The project is located in the Xiheshan Industrial Park of the Zhundong Economic and Technological Development Zone, in Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region. The total investment amounts to approximately 16.79 billion yuan, and the project covers an area of about 223.85 hectares. The project construction includes process units such as coal pulverization pressurized gasification and methanation, as well as utility and auxiliary systems. The main product is natural gas, while by-products include tar, middle oil, crude phenol, sulfur, and liquid ammonia. Project location: Xiheshan Industrial Park, Zhundong Economic and Technological Development Zone, Xinjiang. Main construction contents include: air separation units, gasification units (fixed-bed gasification, gas-water separation, ammonia recovery, shift reaction, and syngas cooling), purification units (acid gas removal, refrigeration), methanization units (high-temperature methane compression, RTO, CCUS), natural gas compression and drying units, liquefied natural gas units, sulfur recovery units, power generation and new energy systems, as well as boilers to support the process units, along with utility systems and auxiliary production facilities. On March 22, 2025, the **Energy Group’s 2 billion cubic meters per year coal-to-natural gas project in Zhundong was officially launched at the Xiheshan Industrial Park in the Zhundong Economic and Technological Development Zone in Xinjiang. This project is a major project in the autonomous region, and it is also one of **the Energy Group’s four major strategic projects for coal-to-oil and gas production. The project utilizes a domestically developed large-scale fixed-bed slag-free gasification process and a domestically developed large-scale high-temperature methanation integrated technology; it undertakes a total of four innovation demonstration tasks. Among these, the project plans to carry out demonstration tasks related to carbon reduction technologies that combine coal chemical processing with green hydrogen production; it will also include the construction of a 150,000-kilowatt photovoltaic power plant, hydrogen production facilities using water electrolysis, and a CCUS facility with an annual capacity of 500,000 tons. Once completed and put into operation, the dam is expected to process 5.56 million tons of coal per year, producing pipeline natural gas, liquefied natural gas, naphtha, tar, and other products. Among them, pipeline natural gas will be transported to the Jiangsu and Zhejiang regions via the West-East Gas Pipeline, sufficient to meet the annual needs of 5 million households. Sinopec Ningbo Engineering served as the general contractor for the Guoneng Zhundong coal-to-natural gas project; Saiding Engineering Co., Ltd. was responsible for the overall design of the project’s gasification unit as well as the foundation engineering, while China Tianchen Engineering Co., Ltd. handled the overall design of the project’s purification unit and the foundation engineering.
