Location of construction: Southern Area of the Energy and Chemical Industry Zone, Yuheng Industrial Park, Yulin City, Shaanxi Province. Scale of construction and product plan: The total area of the project is approximately 124 hm2. Methanol is produced from coal as a raw material, which is then further processed to yield olefins; simultaneously, mixed C4, sulfur, crude gasoline, sodium chloride, and sodium sulfate are produced as by-products. The production capacity is: 2 million tons per year of methanol produced from coal, 350,000 tons per year of polyethylene, and 550,000 tons per year of polypropylene (of which 166,000 tons per year of propylene comes from existing facilities). Project investment: The total investment amounts to 19.676 billion yuan, of which 194.7 billion yuan is allocated to environmental protection efforts, accounting for 98.9% of the total investment. Operating time: The annual operating hours are 8,000 hours. China Coal Shaanxi Company is a wholly-owned subsidiary of China Coal Group. It serves as an important investment platform for the group in Shaanxi, and it also plays a key role in supporting China Coal Group’s strategy of focusing on two types of business activities, as well as the new framework for coordinated regional development based on the ’six-in-one’ approach. The company was registered in Yulin City in April 2010, with a current registered capital of 8.869 billion yuan. It is primarily responsible for the investment, establishment, production, and operation of coal, coal chemical, power, railway, and other related projects of China National Coal Group in Shaanxi. At present, the 1.8 million tons per year coal-to-methanol project, the 600,000 tons per year coal-to-polyolefins project, and the Hecaogou Coal Mine project have been completed and put into operation. The existing project is the deep processing and comprehensive utilization project for acetic acid products by China Coal Shaanxi Yulin Energy Chemical Co., Ltd. The main construction components include a methanol plant with an annual production capacity of 1.8 million tons, a polypropylene (PP) plant with an annual capacity of 300,000 tons, a full-density polyethylene (FDPE) plant with an annual capacity of 300,000 tons, a methyl tert-butyl ether (MTBE) plant with an annual capacity of 13,350 tons, a butene-1 plant with an annual capacity of 18,740 tons (of which 12,850 tons are used for P copolymer production), and a sulfur plant with an annual capacity of 40,000 tons. The project was completed and put into operation in July 2014. The facilities constructed during the building phase with an annual production capacity of 3.6 million tons of methanol and 1.2 million tons of olefins include systems for storing and transporting raw fuel coal, a tank farm for the entire plant, acid and alkali stations, truck loading and unloading platforms, a general warehouse, a chemicals storage area, a hazardous materials storage area, and a lubricant storage area. http://img.yf116.cn/image/img/20210301/94830353106.jpg Project details: China Coal Shaanxi Yulin Energy Chemical Co., Ltd. plans to build a coal deep-processing facility in Yulin. The main components of this facility will be a plant for producing methanol from coal at a capacity of 2 million tons per year, as well as an olefin production plant with a capacity of 700,000 tons per year; of this amount, 350,000 tons per year will be polyethylene and 550,000 tons per year will be polypropylene (with 166,000 tons per year of propylene being purchased from external sources). The low-temperature methanol washing unit, methanol synthesis unit, olefin separation unit, and polypropylene unit of this project all employ the same process technologies as those used in Phase I. The gasification unit is planned to use the semi-bucket furnace water-coal slurry pressurized gasification technology developed by GE Corporation in the United States (gasification pressure of 6.5 MPa, with a daily coal feeding rate of 3,000 tons per furnace).
