According to Sinochem New Network, on April 21, under the joint guidance of the Ministry of Industry and Information Technology and the **Intellectual Property Office, the inauguration ceremony of the Expert Advisory Committee for the Photovoltaic Patent Pool, as well as a seminar on the joint establishment of this patent pool, were held in Beijing. The event was organized by the Intellectual Property Professional Committee of the China Photovoltaic Industry Association and the **Photovoltaic Manufacturing Industry Intellectual Property Operation Center. Reportedly, the establishment of the Expert Steering Committee aims to provide standardized supervision and guidance on the construction and operation of patent pools in China’s photovoltaic industry, thereby ensuring that such patent pools are developed in a legal, compliant, and healthy manner. Following pre-selection, screening, and evaluation, the first batch of 14 experts was selected, covering fields such as intellectual property management, photovoltaic technology research and development, legal litigation, and antitrust studies. At the meeting, representatives from companies such as Trina Solar Limited, JA Solar Technology Co., Ltd., and JinkoSolar Holding Co., Ltd. jointly announced the launch of a photovoltaic patent pool in the field of TOPCon battery technology. Gao Jifan, honorary president of the China Photovoltaic Industry Association, director of the National Key Laboratory of Photovoltaic Science and Technology, and chairman of Trina Solar Co., Ltd., said in his speech that patent pools serve as a \"stabilizer\" to guide the industry back to rational and healthy competition; they act as an \"accelerator\" for enhancing the resilience of the industrial chain and fostering new forms of productive capacity; and they function as a \"propeller\" to further boost the global competitiveness of China’s photovoltaic industry. At the same time, he announced that all of Trina Solar’s TOPCon patents could be placed in a patent pool, inviting more companies that respect intellectual property rights and are committed to technological innovation to join forces in promoting the high-quality development of China’s photovoltaic industry. Chen Wei, deputy director of the Intellectual Property Operations Center for the Photovoltaic Manufacturing Industry, explained that currently, the patent pool focuses on photovoltaic cells and modules in the TOPCon sector. There are now a total of 54 patents in the pool, among which 3 are patent applications. The patent pool will carry out its activities in accordance with four principles: openness and transparency, inclusiveness, market-oriented operation, and fairness and rationality. He emphasized that patent pools in the photovoltaic industry are by no means tools for individual companies to seek profits; rather, they are important measures for optimizing the industry and fostering an innovative development ecosystem. It is hoped that this will accelerate the development of new forms of productivity in the photovoltaic sector, promote high-quality growth in this industry, and enhance the overall competitiveness of China’s photovoltaic industry. The reporter learned that in the next step, the Expert Advisory Committee for photovoltaic patent pools will, under the guidance of relevant departments and adhering to the principles of fairness and reasonableness as well as targeted guidance, carry out supervision and oversight of patent pools in various sub-sectors of China’s photovoltaic industry. By leveraging the expertise of these experts, it will promote the utilization of patents and contribute to the healthy development of the photovoltaic industry.
