On April 1–2, the founding conference of the Fluorine Chemicals Committee of the China Chemical Industry Environmental Protection Association, along with a forum on the green development of this industry, was held in Hangzhou. Leading companies in the industry, as well as experts and scholars, gathered together to explore new pathways for the green development of the fluorine chemicals sector and to take on the responsibility of complying with international conventions. The fluorine chemical industry is a key sector in China for fulfilling international conventions such as the Stockholm Convention on Persistent Organic Pollutants, the Montreal Protocol on Substances that Deplete the Ozone Layer and its Kigali Amendment. A set of data revealed at the meeting provides indirect evidence of the high pressure to meet industry obligations: China is the world’s largest producer and exporter of hydrofluorocarbons (HFCs), accounting for 70%–80% of global production, with exports accounting for over 50% of that production volume; moreover, capacity and production levels have continued to increase in recent years. Li Bin, vice president of the China Petroleum and Chemical Industry Federation, analyzed that at present, the challenges faced by the fluorine chemical industry mainly include issues such as inadequate safety in production, poor environmental protection measures, a weak foundation for pollution reduction and carbon emission cuts, an incomplete adoption of green and low-carbon development approaches, insufficient innovation capabilities, a lack of high-end production capacity, and an overcapacity in the mid- and low-end segments. “It should also be noted that in recent years, the industry concentration in the fluorine chemicals sector has been increasing, and progress has been made in advancing high-end development and domestic production. ”Li Bin suggested that the fluorine chemical industry should rely on resource optimization to drive the transformation and upgrading of its industrial structure ； Leverage technological innovation to fulfill conventions and accelerate the development and application of a new generation of alternatives and replacement technologies with low GWP values ； Stabilize production and operations on the premise of ensuring safety and environmental protection. “Compliance requires not only controlling the production and use of HFCs, but more importantly, controlling the final emissions. ”Dong Wenfu, head of the Atmospheric Environment Department at the Ministry of Ecology and Environment, pointed out that controlling production volumes and usage amounts is an important way to reduce emissions. China’s fluorine chemical industry involves large quantities of controlled substances, making the tasks of reduction and substitution quite substantial. At the same time, after implementing controls on HFCs, the industry will also face challenges such as managing by-products, allocating quotas, and ensuring coordinated development throughout the supply chain. He said that going forward, the Ministry of Ecology and Environment will take action in 8 areas—including policy dissemination, improving the policy framework, conducting data verification, and strengthening monitoring—to help the fluorine chemical industry take advantage of the favorable conditions for compliance and stand out in the international market. There is an increasing international push to control and reduce the production and use of fluorinated chemicals. Xiao Xuezhi, a leading scientist at the Center for International Cooperation and Exchange of the Ministry of Ecology and Environment, believes that the fluorine chemical industry should actively adapt to these trends, take compliance as a fundamental principle, and earnestly fulfill its responsibilities ； With self-discipline as the key, it actively participates in the formulation and revision of international and ** industry standards and regulations, while also developing group standards to fill gaps in domestic and international management ； Taking innovation as the way forward, we continuously enhance new forms of productive capacity to actively address the challenges associated with fulfilling obligations. Shang Shuwen, deputy director of the Compliance Division at the Center for International Cooperation and Exchange of the Ministry of Ecology and Environment, also suggested that the fluorine chemical industry should enhance self-discipline, proactively conduct research on compliance and development strategies, innovate compliance models and mechanisms, and promote high-level compliance and sustainable development across the entire value chain. At the meeting, Yang Bo, General Manager of Zhejiang Juhua Technology Center Co., Ltd., introduced Juhua Group’s path toward green development. Hu Jianxin, a professor at the School of Environmental Science and Engineering at Peking University, analyzed the environmental problems and challenges associated with fluorinated chemicals. Dai Guoqiao, General Manager of Jiangxi Zhongxin Akeseng New Materials Co., Ltd., focused on the destruction and resource utilization of substances controlled under the Montreal Protocol. Wang Shuhua, Director of the Fluorine Materials Engineering Technology Research Center, discussed the preparation and application of new types of fluorinated fluids. Zhang Jianjun, General Manager of Zhejiang Chemical Industry Research Institute Co., Ltd., analyzed the legislative developments regarding PFAS in Europe and the United States. In addition, Daikin Fluorine Chemicals (China) Co., Ltd., Zibo Haihui Engineering Design and Consulting Co., Ltd., Beijing Gaoneng Times Environmental Technology Co., Ltd., and Zhejiang Lijiu Environmental Technology Co., Ltd. each introduced the advanced technologies and best practices in the current fluorine chemical industry, contributing actively with ideas to promote its green development.
