Focusing on the production of fourth-generation refrigerants – Sinochem News. On December 31, 2025, the Gansu Provincial Department of Ecology and Environment announced its decision regarding the approval of the environmental impact assessment document for Juhua New Materials Co., Ltd.’s project aimed at improving the production of high-performance fluorochlorine-based materials. This project focuses on the production of high-performance fluorochlorine new materials; once implemented, the production of the third-generation refrigerant pentafluoropropane (R245eb) will be discontinued, with an emphasis placed on expanding the production capacity for fourth-generation refrigerants. The project is located in the Chemical Industry Park of the old urban area of Yumen Economic Development Zone. It is a new construction project with a total investment of over 2 billion yuan and an area of more than 5 square kilometers. All of the land required is utilized from the existing factory premises, without the need for additional land acquisition, thus achieving efficient and intensive use of land resources. The project focuses on the expansion of the industrial chain and product upgrading, with an emphasis on high-performance fluorochlorine new materials and related products. To increase the production capacity of core products, the HFP plant will be upgraded by adding 2 new reactors and adjusting existing equipment, resulting in an additional production capacity of 21,000 tons per year. Once the project is completed, the total HFP production capacity of the entire plant will reach 50,000 tons per year. Of this additional capacity, 14,000 tons per year will be available for sale as a product, further enhancing the supply system for basic fluorine chemical materials. The project will focus on the production of the fourth-generation refrigerant 2,3,3,3-tetrafluoropropene, aiming to establish large-scale production capacity through two different manufacturing processes. Among them, 2 new H-yf units will be built, using the hexafluoropropylene–pentafluoropropane–2,3,3,3-tetrafluoropropylene process route, to achieve an annual production capacity of 20,000 tons ; Two additional T-yf units have been added, utilizing the carbon tetrachloride–tetrachloropropane–2,3,3,3-tetrafluoropropene process to achieve a production capacity of 15,000 tons per year. The raw material, carbon tetrachloride, is sourced from existing methane chloride plants, thereby enabling resource recycling. To fill the market gap, the project will also build 3 new chloromethane production units, resulting in an annual production capacity of 100,000 tons. In terms of optimizing supporting facilities, taking advantage of the abundant sulfuric acid production capacity in the Jiuquan area, the enterprise has abandoned the construction of sulfur-based sulfuric acid production plants and relies on purchasing sulfuric acid to ensure its supply, thereby reducing project investment and environmental impact ; At the same time, taking into account the characteristics of pollutant emissions from various facilities, process optimizations and improvements to treatment capacity were carried out for the hazardous waste incineration units and sewage treatment stations mentioned in the original environmental impact assessment. Additionally, a pretreatment unit for antimony-containing catalysts was installed to carry out specialized treatment of the antimony pentachloride-containing catalyst waste generated by the existing R22 facilities, thereby putting the concept of green development into practice.
