On the 20th of the month, the project related to the Fluorochlorine High-Performance Synthetic Resins and Special Monomers Preparation and Application Pilot Platform at Zhejiang Juhua Technology Center Co., Ltd. (Building 4 of the newly constructed pilot facility) was approved for registration. The details of the project are as follows: Project name: Pilot-scale production platform for the preparation and application of high-performance fluorochlorinated synthetic resins and specialty monomers (New Building 4 of the pilot plant) ； Construction unit: Zhejiang Juhua Technology Center Co., Ltd ； Construction site: Zhizao New City, Quzhou City ； Investment amount: 20,022,900 yuan ； Project nature: New construction ； Construction details: The project is located in the reserved space to the south of the warehouse at the experimental factory of Juhua Technology Center, within the high-tech area of Quzhou’s Smart Manufacturing New City, where a 3,846.40㎡ industrial building of Class C will be constructed. And the new hydrofluoroether pilot-scale post-treatment unit and packaging line in Building 1#, as well as the L1 coolant pilot-scale post-treatment unit ； Post-pilot testing treatment equipment for PVDF-X piezoelectric material and ETFE in Building 2# of the polymerization facility ； The post-treatment unit for the JB2 resin pilot plant in Polymerization Building No. 1 has been relocated to Pilot Plant Base, Building No. 4. Estimated construction period: May 2026 – June 2027

The “Pilot Testing Platform for Fluorochlorine-Based High-Performance Synthetic Resins and Special Monomers” developed by Zhejiang Juhua Technology Center Co., Ltd. was successfully included in this list. On September 25, 2025, the Environmental Protection Bureau of Quzhou City, Zhejiang Province, approved the pilot project for the development of new fluorine-based fine chemicals and fluorine-containing materials at the Fluorochlorine High-Performance Synthetic Resins and Special Monomers Preparation and Application Pilot Base operated by Zhejiang Juhua Technology Center Co., Ltd. (Phase I); the total investment for this project is 163.68 million yuan. It is anticipated that three pilot platforms will be established, comprising a total of 15 production lines, as follows: (1) The pilot platform for fluorochlorine specialty monomers and functional chemicals derived from them includes: ① A pilot project for new types of coolants ； ②New D5 pilot project ； ③NC-1 Pilot Project for Preparation Research ； ④Pilot project for iodine-fluorine-containing monomers ； ⑤Fluorine monomer flexible pilot project ； ⑥Pilot test in the research on PCP preparation ； ⑦Flexible pilot project for hydrofluoroethers ； ⑧FTS-714 pilot project. (2) The high-performance synthetic resin pilot platform includes: ① Low-melting-point spray-grade ETFE resin pilot project ； ②PFS resin (JB-2) pilot project ； ③Pilot project on the research and preparation of P1 powder ； ④PVDF-X pilot project ； ⑤Polyolefin PE-1 pilot project ； ⑥Pilot project on the preparation research of a new type of emulsifier. (3) Pilot platform for waste resource utilization and treatment: Only a pilot project on iodine recovery technology from iodized salt wastewater.
