Does every employee in a manufacturing enterprise need to undergo three levels of safety training?

If all employees of a company must pass the three-level safety training before they can start working, does this include company management as well? If leaders are included, how will their tertiary education be carried out?
Leaders need to implement even stricter training!
Article 24 of the Work Safety Law: The principal persons in charge and work safety management personnel of production and business operation entities must possess work safety knowledge and management capabilities appropriate to the production and business operations carried out by such entities. Management measures: 1. Training: Production and operation units shall organize the training themselves or entrust institutions with the necessary capabilities for safety training to carry out such training. The principal persons in charge of production and operation units, as well as safety management personnel, must complete safety qualification training totaling no less than 32 hours, with additional training of at least 12 hours per year ； The primary responsible persons and safety management personnel in production and operation units such as coal mines, non-coal mines, hazardous chemicals, fireworks and firecrackers, and metal smelting must complete at least 48 hours of initial safety training, with additional training of at least 16 hours per year ； (6 days) 2. Assessment: The applicant or the employer of the applicant shall submit an application for assessment to the county-level work safety supervision department, and then go to an institution designated by that department to take the qualification assessment ； (1 day) 3. Approval: The county-level work safety supervision department examines the applicant’s training and assessment results; those who pass the examination are issued a certificate confirming proficiency in work safety knowledge and management skills ； (1 day) 4. Archiving: The county-level work safety supervision department shall archive the approval results for record-keeping ； (1 day) 5. Reassessment: The county-level work safety supervision department is responsible for organizing the reassessment. The certificate certifying proficiency in work safety knowledge and management skills must be reassessed every 2 years. For those who have been working in this occupation for 10 years or more, and after undergoing knowledge updates provided by their employer, the reassessment interval can be extended to every 4 years. That’s possible;P But if the company appoints a general manager and you are the head of security, how can you provide him with tiered training;P
The provisions of the Work Safety Law are straightforward and clear, but they do not go into detail regarding the three levels of training. Are the following regulations established by local regulatory authorities?
Does that mean that if it’s the management level, the company doesn’t need to provide training itself?
The leadership has a poor understanding of safety; all those three levels of training are complete nonsense!
Level 3 safety training and education is just one form of safety training, and it is not required for everyone; for details, refer to Chapter 3 of Order No. 3 issued by the State Administration of Work Safety: Safety Training for Other Employees.
This is probably the correct answer! The three-level safety training is only available for newly hired frontline employees
Safety education and related training rely on the attention of leadership, the active cooperation of employees, and the effective implementation of relevant systems; if these efforts are done perfunctorily, serious problems will inevitably arise
