**Suggestions of the Hainan Provincial Party Committee on Formulating the 14th Five-Year Plan for National Economic and Social Development and the Long-Term Goals for 2035

“The 14th Five-Year Plan period is the first five-year phase after China has completed the building of a moderately prosperous society in all respects and achieved its first centenary goal; it is a time to build socialism with Chinese characteristics on a comprehensive scale and move forward toward the second centenary goal. It is also a crucial five-year period for our province to develop a free trade port with Chinese characteristics at a high quality and to high standards. The Ninth Plenary Session of the Seventh Committee of Hainan Province, China, studied and implemented in depth the spirit of the Fifth Plenary Session of the 19th Central Committee of the Party, and put forward the following recommendations regarding the formulation of Hainan Province’s 14th Five-Year Plan for national economic and social development as well as the long-term goals for 2035. I. Building a moderately prosperous society in all respects and launching the development of free trade ports 1. Achieving decisive success in building a moderately prosperous society in all respects. “During the 13th Five-Year Plan period, under the strong leadership of the CPC Central Committee with Comrade ** at its core, people across the province earnestly implemented the spirit of a series of important speeches, instructions, and directives by the CPC Central Committee regarding Hainan’s development, as well as the “Guiding Opinions of the CPC Central Committee and the State Council on Supporting Hainan in Deepening Reform and Opening-Up in All Respects” and the “Overall Plan for the Construction of the Hainan Free Trade Port”. With unwavering determination to “make one day count as three days” and to “ensure that every task is successfully completed”, they took extraordinary measures and actions to effectively address the “three major tests” and fulfill the corresponding objectives. As a result, the main goals and tasks set forth in the 13th Five-Year Plan are nearing completion; Hainan will join the rest of the country in achieving overall prosperity, thereby laying a solid foundation for the construction of the free trade port. The development of the free trade port has got off to a good start. The “1+N” policy framework for comprehensively deepening reform and opening up has been implemented. Eleven key industrial parks were inaugurated simultaneously. Nine batches comprising 91 cases of institutional innovation have been released, resulting in numerous “firsts at the national level”. Yangpu Free Trade Port was the first to implement an import/export management system featuring liberalization at the “frontier” and regulation at the “secondary boundary”. The effects of policies such as duty-free shopping for travelers departing from Hainan Island and visa-free entry upon arrival continue to grow. Policies offering tax breaks on corporate income tax and individual income tax, as well as “zero-tariff” treatment for raw materials and auxiliary materials, have also been put into effect, enabling early gains from the preliminary arrangements related to the free trade port policies. Solid steps have been taken toward high-quality economic development. “During the 13th Five-Year Plan period, major economic indicators such as regional GDP, local general public budget revenue, and total retail sales of consumer goods all showed steady growth. The industrial structure will be further optimized; it is expected that by 2020, the value added from the service sector will account for over 60%. The tourism industry, modern service sectors, high-tech industries, and tropical agriculture with high efficiency will see accelerated development, with the value added from these twelve key industries accounting for 63.8%. The investment structure is continuously improving, with non-real estate investments accounting for over 50%. Economic vitality continues to grow, with the number of market entities exceeding 1.15 million. “The quality and capabilities of the “five-network” infrastructure have been enhanced: fiber-optic broadband networks and high-speed mobile communication networks now cover both urban and rural areas; construction has begun on the country’s first provincial-level smart grid demonstration zone; the development of a “Feng”-shaped expressway network is accelerating; the natural gas ring-island main pipeline network has been put into service; and notable progress has been made in the development of a modern water network. Comprehensive deepening of reform and opening up is advancing further. The province was the first in the country to launch pilot projects for the integration of various planning frameworks at the provincial level, and completed the reform of provincial Party and government institutions. It also led the nation in terms of reforming the agricultural reclamation system. Reforms in key areas such as streamlined approval processes, park management, and state-owned enterprises were advanced at a rapid pace. A \"one-stop\" service platform for talent support was put into operation, further improving the business environment. The international influence of the Boao Asia Forum has further increased. A decisive victory has been achieved in the fight against poverty. We have thoroughly implemented the important principle stated by **** that \"to determine whether a society is truly prosperous, one must look at its people.\" To this end, 8,583 officials have been dispatched to form 2,758 teams for rural revitalization efforts, covering all towns and villages across the province. All 5 key counties for poverty alleviation and development have been lifted out of poverty, 600 poor villages have been removed from the list of poor areas, and all 649,700 people registered as poor have been freed from poverty; the average annual income of farmers in poor areas has increased by 11.2%. All issues related to ensuring that poor households on the registration list have access to food and clothing as well as basic services, as well as safe drinking water, have been resolved. The foundation for industrial development in impoverished areas has been further strengthened, and these areas have received an excellent rating in the assessments of poverty alleviation efforts for two consecutive years. It was the first in the country to ensure 100% access to paved roads in eligible natural villages. “The initiative to create \"beautiful towns and villages in Hainan\" is advancing at a rapid pace; to date, 1,001 beautiful rural areas and 158 tourist sites of high quality have been established. The living standards of the people continue to improve. It is estimated that in 2020, the per capita disposable income of urban and rural residents will be 27,670 yuan, representing a 45.8% increase compared to 2015. Fully implement the “one city (county), two schools, one park, one hospital” initiative, introducing 102 schools and 49 hospitals. Comprehensive efforts have been made to standardize primary healthcare institutions, resulting in an increase in life expectancy per capita by 1.2 years. A social security system covering all citizens has been basically established, with the total number of new jobs created in urban areas exceeding 600,000. The real estate market remains stable and developing healthily. Significant phased achievements have been made in the campaigns to combat organized crime and evil forces, as well as in the fight against drugs; risk prevention and control have also seen effective progress. Work related to work safety and disaster relief has been carried out effectively. Significant progress has been made in the development of cultural initiatives; comprehensive efforts to promote social civilization have been carried out; the creation of civilized cities has reached a new level; and public legal services are now available throughout the country. Significant strategic achievements have been made in the prevention and control of the COVID-19 pandemic. We have strengthened and refined the routine prevention and control of COVID-19 by implementing measures such as the \"four early actions\" and \"four concentrations,\" thereby achieving a situation with no new local cases at an early stage. A series of policies aimed at providing relief to enterprises, supporting agriculture and poverty alleviation have been introduced to facilitate the full resumption of work, business operations, market activities, and school classes. Seven batches totaling 865 medical staff were dispatched to Hubei, and expert teams were sent to Bangladesh to assist with epidemic prevention and control. Significant progress has been made in the development of ecological civilization. The pilot program for a park-based management system in Hainan’s tropical rainforest has been largely completed, and positive results have been achieved in areas such as the promotion of new energy vehicles and the ban on plastic use. Continuous efforts have been made to advance the six specialized rectification campaigns related to the ecological environment as well as those focused on coastal areas; significant progress has been achieved in addressing the issues identified during the central environmental inspections and **marine inspections. The proportion of days with good air quality remains above 98%, while the quality of surface water is good in over 90% of cases. The total emissions of key pollutants, overall energy consumption, and carbon emission intensity have all been met ahead of schedule compared to the set control targets. Party building has been comprehensively strengthened. Thoroughly carry out the themed education of \"Remaining True to Our Original Aspiration and Keeping Our Mission Firmly in Mind\" as well as the campaign of \"Making Contributions to Accelerating the Development of Hainan Free Trade Port.\" Insist on having party secretaries at all five levels take responsibility for party building, and continuously rectify weak and disorganized grassroots party organizations. It took the lead nationwide in establishing the Provincial Party Committee Talent Work Committee and the Provincial Party Committee Talent Development Bureau, and implemented the “One Million Talents to Hainan” action plan. Deepen the reform of the discipline inspection and supervision system, advance simultaneously the efforts to prevent corruption by ensuring that people dare not commit it, are unable to commit it, and have no desire to commit it, and achieve an overwhelming victory in the struggle against **. “During the 13th Five-Year Plan period, the entire province focused on the historic task of building a moderately prosperous society in all respects, seized the once-in-a-lifetime opportunity presented by the development of free trade ports with Chinese characteristics, strengthened its sense of responsibility, and strived for innovation, thereby pushing economic and social development to a new level. This paved the way for a new journey of further deepening reform and opening up as well as advancing socialist modernization during the 14th Five-Year Plan period! 2. New opportunities and challenges in the new stage of development. Building a free trade port in Hainan is a major strategic decision made by **** with regard to both domestic and international situations, aimed at promoting the innovative development of socialism with Chinese characteristics; it represents an important milestone in China’s reform and opening-up efforts in the new era. On the international stage, the world is undergoing profound changes unseen in a century. Peace and development remain the themes of our time; yet the international environment is becoming increasingly complex. The COVID-19 pandemic has had wide-ranging and deep-reaching impacts, and economic globalization is facing headwinds. Domestically, China has transitioned to a stage of high-quality development, and a new development pattern is taking shape, with the domestic large cycle as the mainstay and the domestic and international cycles reinforcing each other. From Hainan’s perspective, as the world’s only free trade port with Chinese characteristics, it bears the significant responsibilities and missions related to reform and opening up assigned by ****. At the same time, it faces challenges such as a weak economic foundation and the need to improve the modernization of its governance system and capabilities. The entire province must maintain a spirit of daring, an enthusiasm for innovation, and a work ethic; it must seize opportunities in times of crisis and create new prospects amid changes, in order to fully achieve the ambitious goals set for the 14th Five-Year Plan period. 3. Long-term goals for 2035. Looking ahead to 2035, Hainan will take the lead nationwide in socialist modernization. Its institutional framework and operational model for the free trade port will become even more mature, enhancing its international influence and outreach. The business environment will rank among the best in the world, making Hainan a new highland for China’s open economy. The region’s economic aggregate and per capita income of urban and rural residents will reach new heights, while solid progress will be made toward common prosperity for all. High-quality public services and an enabling environment for innovation and entrepreneurship will attain international standards.

Hainan will basically achieve new industrialization, informatization, urbanization, and agricultural modernization, establishing a modern economic system. A number of industries with trillion-yuan potential will emerge, including the Internet, consumer services (including duty-free shopping), healthcare, education, and tourism, culture, and sports. The quality of the ecological environment and resource utilization efficiency will rank among the world’s best, turning Hainan into a showcase for China’s efforts in addressing global climate change and promoting ecological civilization. Agricultural and rural modernization will also be largely realized.

The overall quality of the populace and the level of social civility will reach new heights, with Hainan serving as a vital window through which China’s cultural soft power can be displayed. The legal and regulatory framework will be further improved, and risk prevention mechanisms will be strengthened, leading to the establishment of a modern governance structure characterized by vitality, harmony, and order. Ultimately, Hainan will evolve into a prosperous, civilized, ecologically sound, and happy society. II. Guiding Principles and Main Objectives for Economic and Social Development during the 14th Five-Year Plan Period 4. Guiding ideology for economic and social development during the 14th Five-Year Plan Period. We must hold high the great banner of socialism with Chinese characteristics, thoroughly implement the spirit of the * and the second, third, fourth, and fifth plenary sessions of the 19th CPC Central Committee. Guided by Marxism-Leninism, * Thought, Deng Xiaoping Theory, the important thought of “Three Represents,” the Scientific Outlook on Development, and ** Thought on Socialism with Chinese Characteristics for a New Era, we should coordinate the implementation of the “five-sphere integrated plan” and advance the “four-pronged comprehensive strategy.” With promoting high-quality development as the main theme, deepening supply-side structural reform as the primary task, reform and innovation as the fundamental driving force, and meeting the people’s ever-growing needs for a better life as the ultimate goal, we must closely adhere to the strategic positioning of “three zones and one center.” We should give top priority to institutional integration and innovation, build a free trade port of high quality and high standards, balance development and security, and effectively contribute to fostering a new development pattern featuring domestic circulation as the mainstay and domestic and international circulations reinforcing each other. In doing so, we will turn Hainan into a shining example and a key gateway for China’s opening up in the new era, striving to set a vivid example of socialism with Chinese characteristics in this new era. 5. Principles that must be followed in economic and social development during the 14th Five-Year Plan period. ——Adhere to the Party’s overall leadership. Adhere to and improve the institutional mechanisms for the Party to lead economic and social development, fully leverage the institutional advantages of coordinated efforts at all levels and concentrating resources on major tasks, and continuously enhance the capacity and level to implement the new development concepts and build a new development pattern. ——Adhere to a people-centered approach. We uphold the fundamental role of the people, work to promote common prosperity for all residents in the province, and ensure that in the development of the free trade port, progress is made for the people, relies on the people, and its benefits are shared by the people. We safeguard the fundamental interests of the people and strive to fulfill their aspirations for a better life. ——Adhere to the new development concept. Integrate the new development concepts into the entire process and all aspects of the construction of free trade ports, promote innovative, coordinated, green, open, and shared development, and achieve development that is of higher quality, more efficient, fairer, more sustainable, and safer. ——Persist in deepening reform and opening up. Fully leverage the decisive role of the market in resource allocation, give better play to the ** role, and make good use of the important approach of \"institutional innovation + preferential policies + legal rules\" to drive the comprehensive deepening of reforms through high-level openness. ——Adhere to a systemic perspective. Advance the goal of a unified province and urbanization across the island, strengthen overall coordination and collaborative efforts, mobilize the enthusiasm and creativity of all parties, focus on strengthening foundations, leveraging advantages, addressing weaknesses, and improving shortcomings, pay attention to preventing and mitigating major risks and challenges, and achieve unity in terms of development quality, structure, scale, speed, efficiency, and safety. 6. Main goals for economic and social development during the 14th Five-Year Plan period. ——A preliminary policy and institutional framework for free trade ports has been established. A policy and institutional framework for a free trade port, with a focus on facilitating trade and investment, has been initially established. The business environment has generally reached a first-class level in China. This framework promotes the smooth and efficient flow of various factors of production. Risk prevention and control measures are effective and robust. In due course, the island-wide customs closure will be implemented to develop a special customs supervision zone with international competitiveness and influence. ——The economy has achieved high-quality development. The economic growth rate ranks among the highest in the country, with the regional GDP achieving an average annual growth rate of over 10%. The per capita regional GDP has placed the region in the category of high-income areas. The three key industries – tourism, modern service industries, and high-tech industries – have seen rapid development. Efforts have been made to strengthen and optimize tropical agriculture with high efficiency, with the value added from the service sector accounting for over 65%. A modern economic system has been initially established, the number of market entities continues to increase significantly, and the competitiveness of these industries has improved markedly. The goal is to become an innovative province, to set an example for high-quality development, and to establish itself as an international tourism and consumption hub with global influence. ——The level of spiritual civilization has improved significantly. The core socialist values have taken root in people's hearts; a high-level public cultural service system and cultural industry system have been initially established, and the people's ideological and moral standards, scientific and cultural literacy, as well as physical and mental health have improved significantly. ——Hainan has set a model for the development of ecological civilization. The institutional framework for ecological civilization has been further improved, the pattern of land use and conservation has been optimized, infrastructure for ecological and environmental protection has been strengthened across the board, the development of clean energy islands has accelerated, the living conditions in urban and rural areas have seen significant improvements, and the quality of the ecological environment has continued to remain at a leading level nationwide. ——The living standards of the people have improved significantly. The number of rural workers who move to urban areas for employment continues to rise. The per capita income of urban and rural residents has reached a level that is above average nationwide. Life expectancy is increasing steadily, and the equalization of access to basic public services has improved significantly. The educational level of the entire population is constantly rising, the multi-level social security system is becoming more robust, and the health care system is further improving. The achievements made in poverty alleviation are being consolidated and expanded, with agriculture and rural areas setting examples for modernization across the country. ——The efficiency of social governance has been significantly improved. The laws and regulations governing the development of free trade ports have been gradually improved, administrative efficiency and credibility have seen significant boosts, notable progress has been made in building a law-based and safe Hainan, emergency response capabilities for public incidents have been greatly enhanced, no systemic risks have occurred, and the level of social governance, particularly at the grassroots level, has improved markedly. III. Continuously give top priority to institutional integration and innovation; initially establish a policy and institutional system for the free trade port. Focusing on the liberalization and facilitation of trade and investment, we will foster a law-based, international, and business-friendly environment, remove institutional and systemic barriers that hinder the market-oriented allocation of production factors and the circulation of goods and services, so as to achieve early results in the development of the free trade port. 7. Implement the “zero-tariff, low-tax rate” policy. A zero-tariff policy for certain imported goods is implemented, with the four lists of \"one negative and three positive\" put into effect. Hold the China International Consumer Goods Expo at a high level. Make full and effective use of the duty-free shopping policy, optimize the layout of duty-free stores across the island, and diversify the range of duty-free products. Ensure that the brands, varieties, and prices of duty-free goods are in line with international standards. Foster a situation where three types of duty-free shopping coexist: duty-free purchases for daily consumer goods, tax refunds upon departure, and duty-free shopping on the island. Continuously enhance the overall duty-free shopping experience. Effectively implement the preferential policies on individual income tax and corporate income tax. Dynamically adjust, as needed, the list of high-end and scarce talents eligible for individual income tax preferences and the catalog of encouraged industries. Improve the working mechanism for coordinating disputes related to the enjoyment of tax preferential policies. 8. Promote the liberalization and facilitation of trade and investment. Fully advance institutional innovations for zero tariffs on goods trade and a system of \"both access and operation permission\" for services trade. Improve the “single window” for international trade and the “single window” for international investment. Improve the market access system; in sectors with mandatory standards, establish an investment system featuring “standard-based regulation plus commitment-based mechanisms”. Optimize the structure of foreign investment and enhance the level of foreign capital utilization. Strengthen the construction of the social credit system and improve the mechanism linking rewards and punishments based on social credit. Improve the process supervision system, and adopt an inclusive and cautious approach to regulating new technologies, new industries, new business forms, and new business models. Accelerate the development of the data element market and promote the secure and orderly flow of data. Under the institutional framework for ensuring the security of cross-border data transfers, carry out pilot projects for managing such transfers, and innovate relevant systems for determining ownership, making data resources accessible, facilitating their circulation, and enabling transactions related to them. Strengthen equal protection of property rights in accordance with the law. Explore the establishment of an intellectual property protection system in line with international standards, as well as a system for punitive damages for intellectual property infringement. 9. Deepen integrated innovation in systems in areas such as finance and public finance. Promote the freedom and facilitation of cross-border capital flows. Improve the multi-functional free trade account system to build a foundational platform for Hainan’s financial opening up to the outside world. Gradually increase the cross-border financing leverage ratio for non-financial enterprises, and establish a new foreign debt management system that fully meets the independent financing needs of market entities. Establish a debt financing mechanism in accordance with the law, promote the creation of investment funds for the development of the Hainan Free Trade Port, and make standardized use of models such as public-private partnerships to encourage private capital to participate in infrastructure and livelihood projects. Establish a budget system that is standardized and transparent, based on scientific standards and subject to effective constraints; fully implement performance management; and strengthen reforms in the management of special funds. Deepen reforms in investment and financing for infrastructure construction in areas such as transportation and water supply; explore the establishment of a mechanism for the allocation and sharing of assets among administrative and public institutions; explore the development of natural resource balance sheets; explore mechanisms for realizing the value of ecological products; and carry out efforts to capitalize resources and assets. Adhere to the direction of market-oriented reform, improve the state-owned asset supervision system focused on capital management, and strive to strengthen, optimize, and expand state-owned capital and state-owned enterprises. Focusing on the core responsibilities of the owners, we will advance the allocation and structural adjustment of state-owned capital in a forceful, orderly, and effective manner, strive to build first-class comprehensive investment and operation companies for state-owned capital, and foster a number of leading industrial groups and specialized industrial groups with prominent core competencies, in order to achieve leapfrog development. 10. Create a first-class business environment. Strive to create a \"Hainan model\" for the business environment, ensuring that by 2025 it reaches first-class standards nationwide. Implement medium- and long-term action plans to optimize the business environment. Adhere to the principle that party secretaries at all five levels are responsible for improving the business environment, and improve the working mechanism characterized by party committee leadership, **responsibility, participation from all parties, and social oversight. Promote a better integration of an efficient market and proactive governance, deepen reforms in the large departmental system, and consolidate departments with similar functions and overlapping areas of responsibility. Implement in a prudent manner the specialized supporting reforms related to public institutions, statutory agencies, and the comprehensive administrative law enforcement system. Deepen the reform of the market supervision system based on the principle of “random inspections and random disclosure,” and redirect administrative staffing resources toward regulatory agencies. We will make steady progress in standardizing, regulating, simplifying, and making government services more transparent, and advance initiatives such as \"one seal for approval,\" \"one window for handling requests,\" \"one team for law enforcement,\" \"one visit at most,\" and \"processing requests nearby and promptly.\" We will fully implement a system of \"minimalistic approval processes.\" Improve the evaluation and feedback mechanisms for various market entities, mobilize people’s congress representatives, members of the Political Consultative Conference, political parties, the general public, and the news media to participate in the supervision of the business environment, and refine the evaluation and assessment systems for the business environment as well as the ways in which those evaluations are utilized. Establish a regular communication mechanism between party and government leaders and entrepreneurs, improve mechanisms for entrepreneurs to participate in the formulation of policies related to businesses, and foster a healthy and transparent relationship between the government and the business community. Effectively help enterprises overcome the practical difficulties in their operations. We will vigorously promote the entrepreneurial spirit, and unswervingly encourage, support, and guide the healthy development of the private economy as well as the sound growth of those who represent it, in order to help private enterprises grow larger and stronger. 11. Initiate island-wide lockdown measures in a timely manner. Accelerate the implementation of the policy to relax controls at the “first line” and maintain strict controls at the “second line” in customs special supervision zones. Build open ports and “secondary port” infrastructure, supervision facilities, and information systems to high standards, as well as the supporting equipment necessary for island-wide customs closure operations. Actively cooperate with **relevant departments to establish a marginal control system for the Hainan Free Trade Port, and strengthen effective control over the three defense zones: the offshore area, the coastline, and the islands themselves. While the entire island is under a closed-door regime, taxes and fees such as the current value-added tax, consumption tax, vehicle purchase tax, urban maintenance and construction tax, and education surcharge have been simplified in accordance with the law, and preparations have begun for the introduction of a sales tax at the retail level for goods and services. IV. Actively promote high-quality development and build a modern economic system. Fully integrate into the domestic economic cycle, seize the strategic opportunities presented by the strategy of expanding domestic demand, leverage China’s advantages as a large market, enhance the fundamental role of consumption in economic development, vigorously develop the tourism industry, modern service sectors, and high-tech industries, focus efforts on creating several industrial parks worth hundreds of billions and a number of parks worth tens of billions, and drive the optimization and upgrading of the economic system in order to improve its quality, efficiency, and core competitiveness. 12. Build an international tourism consumption center with global influence. We will pursue simultaneous construction and integrated development of Hainan as a happy home for its people, a garden with four seasons for the Chinese nation, and a holiday paradise for tourists from home and abroad. We will systematically advance the internationalization and tourism-oriented transformation of the entire island, creating urban spaces that can be shared by both local residents and tourists. By introducing first-store, flagship store, and experience store formats of well-known brands, we aim to attract Chinese consumers back to make purchases abroad, establish our country as the top destination for shopping in place of overseas trips, and build international cities for tourism and consumer spending. Vigorously expand cruise routes, and promote the development of cruise tourism pilot zones as well as pilot areas for innovation and reform in the yacht industry. Accelerate the construction of Sanya as a cruise ship home port. Actively promote the integrated development of traditional Chinese medicine, modern rehabilitation technologies, and Hainan’s climate resources to create a brand for health tourism based on traditional Chinese medicine. Encourage the development of new business models such as low-altitude tourism, red tourism, and “aerospace + tourism” to create forest tourism hubs. Attract a number of large-scale theme tourist parks to settle in Hainan and arrange their locations reasonably. Accelerate the construction of tourism infrastructure such as ring-road tourist highways, develop digital information platforms that meet the needs of international tourists, improve the quality of services related to food, accommodation, transportation, sightseeing, shopping, and entertainment, create distinctive tourist products, and comprehensively promote the standardization of foreign language signs in public places in order to establish a high-quality support system for tourism services. Innovate the management models for the use of transportation vehicles such as consumer cars to promote shared development. Establish a mechanism for revitalizing unused houses to support the development of vacation and health-oriented homestays. In line with international first-class standards for tourism services, efforts are made to significantly improve the quality and standard of tourism services. Raise the awareness of tourism services among the general public and the service skills of those working in the tourism industry. Improve the tourism service management mechanism featuring joint efforts and coordinated interaction, and establish a tourism satisfaction survey and evaluation system. 13. Accelerate the informatization and intelligent transformation of traditional equipment manufacturing industries such as electrical machinery and equipment, as well as the automotive industry, and speed up the process of integrating informatization and industrialization. V. Steadily improve the profitability of Hainan Reclamation Group, enhance its service and support capabilities, fulfill its role as a comprehensive operator, and actively participate in rural revitalization. 26. Ensure that the vast number of farmers share in the benefits of the development of free trade ports. Establish and improve mechanisms for the broad participation of farmers in the development of free trade ports, so as to ensure their stable employment and increased income. We will promote the regular and institutionalized implementation of education on ideals and beliefs, strengthen education in patriotism, collectivism, and socialism, and vigorously foster the special economic zone spirit of “daring to explore and experiment, being willing to take the lead, and working hard in silence,” as well as the coconut tree spirit of “remaining rooted in one’s post, persevering through difficulties, and making selfless contributions.” Vigorously carry out activities for joint support and cooperation. We will promote civic morality and integrity building, give full play to the role of civilization practice centers in the new era, carry out extensive initiatives for social civility, deepen the “Five Major Civility Creation Activities”, intensify efforts in creating civilized ecological villages, and advance initiatives aimed at fostering good rural customs, so as to build Hainan into an island of civility. Deepen the large-scale health and wellness campaign themed “Love **, Love Hainan, Love Our Hometown, Love Our Family”. Promote hard work and thrift; advocate for changing outdated customs and fostering new, civilized trends. Improve the volunteer service system and widely carry out volunteer care activities. Strengthen the construction of online civilization and foster a positive and healthy online culture. 31. Accelerate the development of culture and sports. Fully tap into cultural relic resources, strengthen the protection, inheritance, and development of intangible cultural heritage, and promote the creative transformation and innovative development of outstanding local cultures such as marine culture, Li and Miao cultures, red culture, and overseas Chinese culture. We will strengthen the creation of literary and artistic works, producing a batch of high-quality works on real-life themes that reflect Hainan’s contemporary spirit and extol the people’s new achievements. Implement the all-media communication project, deepen reforms of mainstream media, accelerate the construction of the Hainan International Media Port, give full play to the role of county-level integrated media centers, and promote the in-depth integrated development of the media. Improve the level of public cultural services by constructing a number of key cultural venues in provinces, cities, and counties; encourage the development of non-state-owned museums and museum clusters; and enhance the functions of grassroots comprehensive cultural service centers in townships (sub-districts) and villages (communities). Promote the development of a cultural big data system. Strengthen the construction of sports infrastructure, comprehensively promote nationwide fitness initiatives, and accelerate the development of the **Southern Sports Training Base. We will enhance and expand the brand of the Qiongzhong women’s football team, vigorously develop beach sports, water sports, esports, and other related activities, attract renowned sporting events to Hainan, successfully host the 12th National Traditional Sports Games for Ethnic Minorities, and accelerate the creation of a **Sports Tourism Demonstration Zone. 32. Build an industrial system integrating culture and tourism. Actively develop new types of cultural enterprises and foster new forms of cultural industries. Promote the deep integration of culture and tourism, and build cultural and tourism industrial parks. Successfully hold the “Hainan Island International Film Festival” and the Hainan Television Drama Industry Summit Forum, promote the development of the entire film and television industry chain, and build Hainan into a hub for film and television industries. Successfully organize events such as the “Hainan International Tourism Island Festival” and the “Sanya International Music Festival”, and strengthen industries including cultural performances, entertainment, festivals, exhibitions, and competitions. Create well-known event brands in cycling, marathon, surfing, sailing, windsurfing, football, golf, paragliding, etc., to promote the development of the sports industry. Establish characteristic cultural industry bases for Li brocade, coconut carving, Li pottery, Miao embroidery, etc., to boost traditional cultural industries. Successfully hold the “Hainan Island International Book (Tourism) Expo”; promote the exhibition, auction, and trading of international artworks as well as international copyright transactions; encourage the import and export of digital cultural products; vigorously foster the news publishing, distribution sector and related industries; and accelerate the development of a **base for cultural trade with foreign countries. X. Promote green development and build a high-level pilot zone for ecological civilization. Continuously explore ways for Hainan to put into practice the concept that “lucid waters and lush mountains are invaluable assets.” Facilitate a comprehensive green transformation of economic and social development, safeguard ecological security, prevent ecological risks, and ensure that the ecological environment continues to improve rather than deteriorate. Foster harmonious coexistence between humanity and nature, and build a free trade port with a world-class ecological environment. 33. Set an example for green and low-carbon development. We will build Hainan Tropical Rainforest **Park to a high standard, actively explore ways to realize the value of ecological products, transform ecological resources into ecological assets, improve the green standards system, and vigorously foster brands for ecological products. Accelerate the development of forestry carbon sink projects, and establish and improve mechanisms for carbon sink trading and inclusive carbon benefits. Carry out pilot projects on carbon sequestration in marine ecosystems and demonstration zones for near-zero carbon emissions, so as to explore mechanisms for achieving carbon neutrality. Implement differentiated controls on the use of natural ecological spaces. Improve the environmental quality and stability of ecosystems, protect wetlands, and strengthen the conservation and restoration of marine ecosystems such as mangroves and coral reefs. Improve the property rights system and compensated-use system for natural resource assets; accelerate the establishment of ecological compensation mechanisms between upstream and downstream areas of river basins, water rights trading mechanisms, and compensation mechanisms for the ecological benefits of forests and wetlands. Accelerate the establishment of a unified system for the survey, evaluation, monitoring, confirmation, and registration of natural resources; improve the institutional mechanisms for the integrated protection, restoration, and supervision of mountains, waters, forests, farmlands, lakes, and grasslands; and continue to green the island. Establish a basic database for biodiversity conservation centered on native species; implement strategic action plans and major projects for biodiversity conservation; and strengthen research on the protection of rare and endangered wildlife and plants, such as the Hainan gibbon. Implement the forest chief system. Explore the establishment of a “trinity” accountability system comprising administrative, civil, and criminal measures in the field of ecological protection. Strictly implement the responsibility system for leading cadres regarding ecological civilization construction during their tenure, and improve the evaluation and assessment system geared toward green and low-carbon development. 34. Continuously strengthen ecological and environmental governance. Improve the coordination mechanism in the field of ecological civilization, and establish an ecological environment governance system that integrates above-ground and underground environments as well as land and sea. Improve the ecological environment monitoring system and evaluation mechanism. Continue to carry out the six special rectification efforts regarding the ecological environment. Earnestly carry out the rectification of issues raised in the feedback from the central environmental protection inspections and **marine inspections. Improve the refined management mechanism for air pollution prevention and control to ensure that air quality remains at a nationally leading level. Promote the construction of a “waste-free” city, fully implement waste sorting, advance plastic prohibition efforts, and significantly improve the levels of source reduction, resource utilization, and safe disposal of solid waste. Fully implement the systems of river chiefs, lake chiefs, and bay chiefs; strengthen the treatment of river and coastal pollution; carry out comprehensive environmental remediation on rivers, lakes, and reservoirs that have consistently failed to meet water quality standards; and eliminate water bodies classified as worse than Class V in urban areas. Fully implement marine sanitation. Improve the institutional framework for soil ecological environment protection. Strengthen the construction of ecological and environmental protection infrastructure. Strengthen the coordinated governance of addressing climate change and reducing pollution. 35. Build a clean energy island. Fully improve the efficiency of energy and resource utilization, and promote the formation of green production and lifestyle patterns. Implement measures to control both the total energy consumption and the total carbon emissions, as well as their intensity. Vigorously promote the green and low-carbon transformation of industrial, energy, and transportation structures. Significantly increase the proportion of renewable energy. Vigorously promote the circular economy, develop eco-friendly industries such as fully biodegradable products and clean energy equipment, and advance the construction of the Changjiang Clean Energy Industrial Park. Implement measures to control both the total water consumption and water intensity, accelerate the building of a water-saving society, and improve the efficiency and effectiveness of water resource utilization. Carry out a series of green creation activities. Accelerate the promotion of new energy vehicles and plan the construction of charging pile facilities across the province. Promote green transportation and increase the share of public transport in motorized travel. Promote the development of prefabricated construction. 11. Improve the quality of life for the people and build a people-centered free trade port. We must continue to make it our primary goal to realize, safeguard, and advance the fundamental interests of the vast majority of the people. Acting within our capabilities, we will improve the basic public service system, promote the all-round development of individuals and overall social progress, ensuring that the benefits of building the free trade port are shared more extensively and equitably by all people. 36. Raise the income levels of urban and rural residents. Improve the normal wage growth mechanism to ensure that the income growth of urban and rural residents keeps pace with economic growth, and that increases in labor remuneration keep pace with rises in labor productivity. Efforts should be made to raise the income of low-income groups and expand the middle-income group. Increase the property-related income of urban and rural residents through multiple channels. Accelerate the improvement of wage distribution policies for government agencies and public institutions that are compatible with the development of a free trade port, and reflect work performance as well as hierarchical and categorized management. We will strengthen the primary responsibilities regarding the “vegetable basket” and “rice bag” initiatives, accelerate the development of livestock, poultry, and vegetable production bases, optimize the distribution system, reduce distribution costs, and stabilize prices, so as to continuously improve the living standards of urban and rural residents. 37. Implement policies prioritizing employment. Focusing on the industrial development of the free trade port and rural revitalization, efforts will be made to enhance the specialized skills of migrant workers in sectors such as construction, domestic services, elderly care, tourism, and logistics. Build entrepreneurship incubation bases, strengthen the informatization construction of “smart employment”, implement tax reduction and burden alleviation policies as well as policies on streamlining and regulating fees charged to enterprises, enforce support measures for small and medium-sized enterprises, and stabilize the main channels for employment. Promote employment and entrepreneurship among college students and veterans. Establish a matching mechanism for employment subsidy funds, expand the placement in public welfare positions, and make every effort to help locally unemployed individuals facing difficulties in finding work, such as persons with disabilities and members of zero-employment households. 38. Build a high-quality education system. Implement integrated educational innovation and enhancement initiatives that are compatible with the development of a free trade port. Expand the recruitment scale of “excellent principals and teachers”, implement the project to revitalize teacher education, vigorously strengthen the development of the rural teaching workforce, and broaden the scope of implementation of incentive mechanisms for grassroots education talents. Increase investment in preschool education. We will continue to advance the project of introducing high-quality educational resources by establishing “one city (county), two schools, and one kindergarten” as well as key industrial parks. We will also launch a program to foster new high-quality schools in urban-rural integration efforts, while strengthening the development of boarding schools in townships. Improve the off-campus practical education system. Optimize the layout of vocational education and build a modern vocational education system. We will advance the overall layout of higher education under the “1+2+X” model. We will make every effort to help Hainan University develop world-class disciplines and become a top-tier university in China. Additionally, we will support Hainan Normal University, Hainan Medical University, and Hainan Tropical Ocean University in their efforts to become high-level universities of their kind in the country. Accelerate the development of the International Education Innovation Island by actively attracting high-level overseas universities and vocational colleges in science, engineering, agriculture, and medicine to establish independent campuses in Hainan, as well as setting up international schools. Attract renowned domestic and international institutions to set up branches or engage in Sino-foreign cooperative education programs. Promote the high-level development of Sanya Yazhou Bay Science and Education City, Lingshui Li’an International Education Innovation Pilot Zone, and Haikou Guilinyang Education Park, thereby fostering the “Study in Hainan” brand.   39. Improve the social security system. Accelerate the establishment of a multi-tiered social security system. Optimize fertility policies and develop an inclusive childcare service system for infants and toddlers aged 0–3. Build a elderly care service system in which homes, communities, and institutions work in harmony, with integration of medical care, elderly care, and health preservation; improve the comprehensive supervision system for elderly care services. Improve funeral infrastructure and promote green, civilized, and people-oriented funeral services. Improve the provincial-level coordination mechanisms for old-age, medical, work-related injury, and unemployment insurance; implement mechanisms for determining the benefits under the basic old-age insurance for urban and rural residents and for regularly adjusting the basic pension amounts. Improve the social insurance system for flexible workers. Improve the working system and safeguard mechanisms for veterans. Develop social welfare causes such as philanthropy, and implement social assistance policies effectively. 40. Advance the development of a healthy Hainan. Implement the plan to increase the average life expectancy. We will give equal importance to traditional Chinese and Western medicine, vigorously develop the cause of traditional Chinese medicine, improve the province’s system for preventive treatment using traditional Chinese medicine, and accelerate the shift in health concepts and service models from a disease-centered approach to a health-centered one, so as to provide the people with comprehensive, life-cycle health services. Conduct comprehensive cancer screening to promote the health of key populations, including women and children, primary and secondary school students, and the elderly. Build a high-quality, efficient, and integrated medical and health service system, and establish grid-based, closely-knit medical groups. Build 50 provincial-level clinical medical centers. Strengthen the development and evaluation of public hospitals, enhance the coordination among healthcare, medical insurance, and pharmaceuticals, improve the service capabilities of primary-level medical and health institutions, and refine the hierarchical diagnosis and treatment system. Support privately run medical institutions and promote telemedicine. Improve the medical security system and the public service system for national fitness, and strengthen the construction of the mental health service system. Accelerate the construction of hygienic (healthy) cities, towns, and villages. Establish and improve four systems—legal, governance, technical, and safeguard—to create a “One Health” standards system with global influence, as well as exemplary practices for piloting the “One Health” approach. 41. Improve the multi-tiered housing security and supply system. We will uphold the principle that “housing is for living in, not for speculation”, promote both renting and purchasing, and implement policies tailored to local conditions, so as to foster the stable and healthy development of the real estate market. Accelerate the construction of various types of housing, including affordable commercial housing, public rental housing, market-oriented rental housing, and housing for talents, so as to effectively meet the basic housing needs of local residents and imported talents. Promote the transformative development of encouraged types of real estate, such as commercial, tourism, retail, and industrial real estate. XII. Improve the legal system and elevate the level of rule of law in the free trade port
Establish a legal system for the free trade port based on the Hainan Free Trade Port Law, with local regulations and mechanisms for resolving commercial disputes serving as key components. Strengthen and innovate social governance, enhance grassroots governance capabilities, and foster a world-class legal environment for the free trade port. 42. Improve the legal system for free trade ports. Promote the formulation and implementation of laws regarding the Hainan Free Trade Port, so as to comprehensively enhance the level of governance according to law in the province. Make full and effective use of the legislative power granted to the special economic zone. Enact and implement regulations on business deregistration, bankruptcy, fair competition, expropriation and requisition in the Hainan Free Trade Port. Advance legislative efforts in emerging fields such as financial innovation, strengthen institutional innovation through the rule of law, and gradually improve laws and regulations suited to the development of the Free Trade Port. We will promote the development of the public legal service system, improve the diversified mechanisms for resolving commercial disputes, encourage international arbitration institutions to set up offices in Hainan, and further internationalize arbitration institutions. Fully deepen reforms in the field of political and legal affairs, continue to advance the comprehensive supporting reforms regarding the judicial responsibility system, and expedite the reform and development of the system for restraining and supervising law enforcement and judicial activities. Establish an Intellectual Property Court for the Hainan Free Trade Port. We must adhere to strict, standardized, fair, and civilized law enforcement, fully implement the responsibility system for administrative law enforcement, and further ensure full coverage of the “three systems” for administrative law enforcement. Implement the responsibility system for legal education wherein “whoever enforces the law is responsible for promoting legal awareness”, so as to foster a positive legal atmosphere throughout society where people respect, study, abide by, and utilize the law. 43. Continuously advance the building of a safe Hainan. We must implement the overall concept of **security, vigorously carry out efforts to combat infiltration, subversion, separatism, sabotage, and terrorism, and resolutely safeguard **political security. Vigorously promote the development of a new “four-in-one” mechanism comprising comprehensive governance centers, information-based social management platforms, grid-based service and management, and diversified approaches to resolving disputes and conflicts. Improve the petition system; further broaden channels for social organizations and social forces to participate in resolving petition-related disputes; and ensure a smooth mechanism for handling petitions regarding violations of enterprises’ rights and interests. Strengthen the foundational work at the grassroots level in the political and legal sectors. Grant communities greater authority in grassroots governance, and promote innovation in community services and governance. Support and guide the healthy and orderly development of social organizations, and grant industry organizations greater autonomy. We must uphold the bottom line of prohibiting prostitution, gambling, and drug-related activities. We will continuously advance efforts to combat organized crime and evil forces, persist in carrying out large-scale anti-drug campaigns, and severely punish all kinds of illegal and criminal acts, including those involving gambling, prostitution, firearms and explosives, telecom and online fraud, cross-border gambling, theft, robbery, deception, human trafficking, as well as crimes related to ecological protection. Strengthen the protection of minors and crime prevention efforts. Steadily advance the modernization of social governance at the municipal (county) level. Improve the work safety mechanism. Promote the development of urban and rural disaster prevention, mitigation, and relief systems to enhance emergency response capabilities. 44. Prevent and defuse major risks. Enhance the governance capacity to prevent and mitigate various risks, ensuring that no systemic risks occur. Crack down on smuggling activities in accordance with the law; establish a provincial anti-smuggling work system; and improve the joint prevention and control mechanism for anti-smuggling in collaboration with Guangdong Province, the Guangxi Zhuang Autonomous Region, and other regions. Improve the comprehensive tax supervision mechanism to prevent and combat tax evasion. Establish and improve the monitoring system for fund flows and the risk prevention and control mechanism, and strengthen anti-money laundering, anti-terrorist financing, and anti-tax evasion reviews. Establish and improve the institutional system for ensuring the security of data outbound transfers; refine mechanisms such as security assessment criteria for the outbound transfer of personal information and important data that are aligned with international standards, as well as the “whitelist” for data outbound transfers. Promote the standardized construction of provincial, five key regional, and county-level disease prevention and control centers, so as to enhance the capabilities for epidemic monitoring, early warning, and emergency response. Strengthen the construction of emergency rescue facilities for work safety; plan and build comprehensive emergency rescue material bases and centers, so as to enhance the integrated capabilities and level of disaster prevention, mitigation, and relief. Strengthen the control and management of public health security at ports, biosafety at national borders, food safety, drug safety, and product quality safety. Improve the comprehensive network security guarantee system for the free trade port, strengthen the prevention of confidentiality risks, and enhance mechanisms for public opinion analysis and response. XIII. Uphold and strengthen the Party’s overall leadership, and strive to achieve the goals set forth in the 14th Five-Year Plan and the long-term objectives for 2035. We must unwaveringly uphold the Party’s overall leadership, fully mobilize all positive factors, and unite all forces that can be united. We must earnestly implement the decisions and arrangements of ****, the work plans of the Provincial Party Committee and provincial government, as well as the requirements outlined in the 14th Five-Year Plan. 45. Strengthen the Party’s centralized and unified leadership. We must continue to make it the top priority in the Party’s political construction to uphold the authority and centralized, unified leadership of the CPC. We must resolutely implement the Party’s political line, strictly abide by political discipline and rules, and maintain a high degree of consistency with the CPC Central Committee with Comrade ** at its core in terms of political stance, direction, principles, and path. Build a high-quality and professional cadre workforce. Adhere to the principle of the Party exercising control over cadres; prioritize the interests of the cause and select and appoint capable individuals. Emphasize political standards, and in the process of building the free trade port, identify, cultivate, and make good use of competent cadres. Select and appoint capable individuals to leadership teams at all levels; use the implementation of tasks related to high-quality development and the construction of a free trade port as important criteria for the selection, appointment, assessment, and evaluation of cadres. Improve the assessment and evaluation system for cadres to reflect the requirements of the new development philosophy and a correct view on political achievements. Implement the “Measures for Tolerance and Correction of Mistakes by Public Servants in the Hainan Free Trade Port (Trial)”, so as to unequivocally support and encourage cadres who dare to take responsibility, make breakthroughs, and innovate. Select and appoint capable individuals as secretaries of Party organizations and members of the “two committees” in villages (communities). Designate first-secretaries stationed in villages and members of rural revitalization working teams to high standards. Establish and improve a mechanism for the regular increase of basic remuneration for village cadres. Strengthen the education and training of cadres; promote the regular practice of mutual secondments between cadres; encourage them to gain experience at the grassroots level and in difficult and arduous areas. This will help enhance their “eight capabilities” and “seven abilities”, and foster the political integrity of Party members and cadres. Build red education bases such as the Murui Mountain Cadre College. 47. Deepen the reform of the talent system and mechanisms. Fully implement the strategy of strengthening the province through talent. We will further advance the “One Million Talents to Hainan” action plan, vigorously implement the “Thousand Talents Special Program” for talent recruitment, and innovate mechanisms for attracting and utilizing “migratory” talents and “senior experts”. We will explore the establishment of a talent cultivation mechanism oriented toward innovation and entrepreneurship. By allowing free household registration, enhancing housing security, and supporting self-employment, we aim to attract and retain more college graduates to work and start businesses in Hainan. Emphasis should be placed on fostering, motivating, and mobilizing the enthusiasm and vitality of local talents, so as to create the “Nanhai Series” talent cultivation brand. Implement a negative list management system for work permits for foreigners coming to Hainan, as well as an integrated permit system for the recruitment, employment, and residence of foreign talents. Localities and industrial parks are encouraged to carry out reforms in talent service management, with the goal of establishing a comprehensive “one-stop window” service and guarantee system for talent services that integrates online and offline channels, involves cross-departmental collaboration, and covers the entire process. Reform the professional title system and vocational qualification system. Study and formulate regulations on talent development in the Hainan Free Trade Port. Improve the talent evaluation and incentive mechanisms. Preferential policies should be implemented to encourage various types of talents to move to grass-roots levels, remote and difficult areas, and ethnic minority regions. 48. Persistently uphold integrity, discipline, and anti-corruption efforts. We will implement the responsibilities regarding full and strict governance over the Party, strengthen political supervision, and continue to conduct inspections and oversight on the implementation of the spirit of a series of important speeches, instructions, and directives by **** concerning Hainan’s work. We will deepen the reform of the discipline inspection and supervision system, coordinate the advancement of discipline supervision, oversight supervision, supervision by dispatched agencies, and inspection supervision. With intra-Party supervision playing a leading role, we will ensure that various forms of supervision are organically integrated to form a collective force, thereby strengthening constraints on and oversight of the exercise of public power. Strengthen supervision over the development of the business environment and the protection of the ecological environment. Give full play to the advantages of the Party’s united front to further consolidate unity and cohesion. Fully leverage the role of the Chinese People’s Political Consultative Conference as a specialized consultative body and its function as an organization for the united front; give full play to the roles of **political parties, the All-China Federation of Industry and Commerce, and non-party personages. Comprehensively implement the Party’s policies regarding intellectuals, ethnic groups, religion, and people from Hong Kong, Macao, Taiwan, and overseas Chinese. Adhere to the direction of adapting religion to Chinese contexts, promote initiatives for ethnic unity and progress, and foster a strong sense of community among the Chinese nation. 50. Improve the mechanisms for planning formulation and implementation. We will scientifically formulate the outline and special plans for the 14th Five-Year Plan. We will resolutely implement the decisions and arrangements of ****, put into practice the guiding principles, basic tenets, main objectives, and key tasks set forth in this proposal. We will enhance the forward-looking nature, scientific rigor, and operability of these plans, so as to establish a planning system characterized by clear positioning, well-defined boundaries, complementary functions, and seamless integration. In accordance with the principles of putting quality first and prioritizing efficiency, an indicator system should be established to promote the high-quality development of the free trade port. Plans at all levels and of all types should include **binding indicators for fulfilling responsibilities**.
