On November 24, the ultra-low emission project at Jilin Fuel Ethanol Company was nearing completion, and safety personnel were conducting special inspections of machinery, tools, and safety harnesses, taking firm action to prevent any violations of safety rules in order to ensure that the project’s completion proceeded safely and under control. Adhering to the principle of using cases as lessons and leveraging learning to improve performance, the company launched a one-week accident awareness campaign, and translated the insights gained from this reflection into tangible improvements in safety management, thereby ensuring that various measures are implemented more thoroughly and effectively. Strengthen safety awareness and build a solid ideological defense line. During the Warning Day activities, the company held a total of 49 warning-themed training sessions, reaching 966 participants, thereby helping to instill the concept of \"safety first, environmental protection first\" in everyone’s mind. In addition, the scope of warning education was extended to 8 contractors and service providers, achieving full coverage. Moreover, efforts were made to enhance the dissemination of the \"everyone’s safety clause,\" with 1,383 people signing commitment letters to ensure that safety regulations are put into practice rather than remaining on paper alone. Focus on risk identification to carry out targeted control. Guided by the lessons learned from the accident, the company promptly carried out a specialized risk assessment, identifying 16 new risks to provide clear targets for winter prevention and control. Synchronize the on-site management of reinforcement work, strictly implement the \"five requirements\", strengthen ice and snow removal, gas detection, and fan operation monitoring, in order to effectively enhance the ability to address seasonal risks. During the special inspection of axial flow fans and exhaust fans, 17 faulty units were identified; responsible persons were assigned for each of them, and deadlines for rectification were set. Strengthen winter prevention measures and enhance emergency preparedness. Taking into account the characteristics of safe production in winter, as well as the existing risks and potential hazards in various facilities – particularly emergency responses to production fluctuations during winter and abnormal operating conditions such as facility shutdowns – the company organized practical emergency drills involving 6 workshops, with 195 employees participating, thereby effectively enhancing their ability to handle such situations collaboratively. Drive management upgrades and carry out targeted rectification. The Warning Day activities directly promoted special rectification efforts for loading and unloading operations. The company has strengthened regulations regarding aspects such as corn collection and storage sowie the loading of feed, specifying detailed requirements such as the grain level needing to be 5-10 centimeters below the sides of the cargo containers. In the early stage, the storage and transportation joint workshop rejected 11 trucks with severely inflated compartments or excessive grain load. The relevant business departments simultaneously addressed the issue of overweight vehicles in order to control unloading risks at the source. In addition, measures such as controlling the total number of vehicles on site and registering vehicles from outside the area are also being implemented simultaneously to effectively prevent risks related to traffic and concurrent operations. Next, the company will further consolidate its achievements and deepen the corrective actions taken, thereby creating a sustained driving force to ensure that the winter safety production plan is effectively implemented. This will lay a solid foundation for concluding the company’s safety production efforts on a successful note and getting off to a good start in the new period.
