Besides being supported by the base skirt, does each floor of the steel structure also need supports? What type of support should be used?

The tower supports should all be on the skirt foundation; each steel platform is simply there to limit movement from side to side! They are not welded in place on each steel platform!
I don’t understand what it means; I only know that towers designed according to standard tower container specifications have a skirt base that provides its own support, with no need for any other type of support.
